CITY OF EDGEWATER
CITY COUNCIL SPECIAL MEETING
July 3, 1979
Mayor Robert Christy called a Special Meeting of the City Council
at 9:00 A.M. in the Mayor's Office for the purpose of discussing
the bills and accounts and the CETA program.

BILLS AND ACCOUNTS
Councilman Sikes made a motion that the Council approve the bills,
for the period ending June 25, 1979 which total. $1,728.56, for
payment. Councilman Rotundo seconded the motion.
Councilman Sikes asked about the bill from Goodyear.
Mayor Christy said that these bills were for tires for the Street
Department truck and tractor.
Councilman Sikes said that we should make sure we are getting the
best buy on all items we purchase. Each department should check
different suppliers to get the best prices.
Upon roll call the motion to pay the bills CARRIED 3-0.
Councilman Sikes made a motion to approve the bills, for the period
ending June 29, 1979 which total $2,982.68, for payment. Councilman
Rotundo seconded the motion.
Councilman Rotundo questioned the bill for $270. from Edgewater Electric.
. Mr. DeGroot said that this was for the installation of the air
conditioner in the nel'l Water Plant office. ...--1 .
Councilman Sikes questioned the bill from Cliff Bradley.
Mayor Christy said that this was for cleaning a septic tank for the
City.
Councilman Sikes questioned a bill from Richard Weser, City Clerk.
Mr. Weser said that this was for travel and per diem expenses during
his interviews with the Council prior to being hired as City Clerk.
Upon roll call the motion to pay the bills CARRIED 3-0.
Mr. Weser presented a request for reimbursement to a City employee
for a home study course relative to an operator's license in the
Water Dept. The amount of the reimbursement was $12.00.
Councilman Sikes made a motion to approve payment of this bill to
Dennis~Norman for reimbursement to Clemson Univ. for the water course.
Councilman Rotundo seconded the motion. The motion CARRIED 3-0.

Mr. Weser presented a bill from the Building Official for $2,030.74.
Councilman Sikes made a motion that the Council authorize the payment
of this bill for $2,030.74 according to the contract with Charles
Murphy. Councilman Rotundo seconded the motion.
Mr. Frank Opal asked how long this contract ran?
Councilman Sikes said that it ran until terminated by either party.
Upon roll call the motion to pay this bill CARRIED 3-0.
CETA Program
The Council discussed participating in the CETA program for the
year 1979-80. The City must submit their request for employees
by July 10, 1979.
Mayor Christy said that Mr. DeGroot, Director of Public Works, had
submitted a request for seven (7) laborers for the Street Department.
In addition the City wanted to request two (2) staff members for the
Planning Dept., three (3) staff members for the Administration Dept.,
and two (2) laborers for the Parks and Recreation Dept.
Councilman Sikes suggested that the City should request more CETA
people for the Parks and Recreation Dept.
Mr. DeGroot said that he could also use an Administrative staff member
for the Water Dept.
Councilman Sikes suggested that perhaps we could put the CETA payroll
as a separate line item because it created problems this past year
when some CETA positions were ended by the government and we lost
the money that had been included in the payroll for some of the
departments. If we add the amount to the payroll for each department,
it can give an inaccurate picture of the actual amount of money the
City has for regular employee1s salaries. .
Mr. Weser said that he would discuss this with the auditors.
Councilman Sikes made a motion to authorize the City Clerk to contact
the CETA Administration and set up a program for seventeen (17)
employees under Title VI for 1979-80. Councilman Rotundo seconded the
motion. Upon roll call the motion CARRIED 3-0.
The breakdown on these employees will be: one (1) Water Dept., four (4)
Parks and Recreation, seven (7) Street Dept., two (2) Planning Dept.
and three (3) Administration.
Councilman Sikes made a motion to adjourn the
Rotundo seconded the motion.
