Asting City Attorney Judson Woods City Clerk Richard Weser Police Chief Earl Baugh Present Present Present Present Present Present Present Present Mayor Christy said that the"pu~pose of the ~orkshor was to discuss Home Occupational licenses. Since the beginning of the fiscal year, the City has issued twenty-five Home Occupational licenses. The Council discussed the ordinance establishing the criteria for Home Occupational licenses. It was generally agreed that the Council should establish that all the requirements have been met concerning Home Occupational licenses prior to granting a license. They do not wish to deprive anyone from making a living. However, these licenses should be checked periodically to be sure that the requirements are being observed. This is particularly important in regards to any storage. There is not supposed to be any outside storage of materials in residential areas. There was a discussion about school age youngsters operating businesses out of their homes specifically lawn care service during the summer. It was suggested that possibly the City could issue student licenses. However, this would create additional paper work and should not really be necessary for students who occasionally mow somebody's lawn. It was pointed out that there have been frequent complaints from residents concerning Home Occupational licenses. This is one way for the City to check on whether or not the Home business is complying with the criteria set by the ordinance. If they are complying, there is no reason why they should not be allowed to continue their business. It was suggested that the Council consider the possibility of raising the license fees. The Council also discussed the steps that should be taken regarding any people that may be violating the requirements for their Home Occupational License. The Police Chief could issue a warning concerning the violation. If the warning is not heeded then the license should be revoked. If a Councilman receives a complaint from a citizen, he should refer it to the Police Chief. Councilman Asting said that he would like to discuss the qualifications that the City is looking for in a City Planner. A City Planner should be able to apply for grants. This could be very important to the City in the future. A brief discussion followed concerning a City Planner, requirements for the position, possible starting salary and a review of some of the applicants for the position. The Workshop was adjourned.
