04-24-1980 - Special .. '\ u (J CITY OF EDGEWATER CITY COUNCIL SPECIAL MEETING April 24, 1980 CALL TO'ORDER Mayor Christy called the special meeting to order at 4:00 P.M. in the Mayor's office. ROLL CALL Mayor Robert H. Christy Councilman Louis J. Rotundo Councilman David C. Ledbetter Councilman William B. Glaser Councilman Neil J. Asting Assistant City Attorney Charles Hardee City Clerk Joseph Herget Police Chief Earl Baugh Present Excused Present Excused Present Present Present Present Mayor Christy stated that the meeting has been called for the purpose of discussing the motion made concerning the solicitation for engineering services. Mr. Wadsworth felt that we should not terminate BWA until we solicit for another engineering firm. Councilman Asting said that BWA was involved in several projects in the City that they would like to see completed. City Clerk Herget felt that Mr. Bosse, Mr. Wadsworth and himself should get together to draw up the specs for advertising and get proposals to present to Council. Mayor Christy said that we were missing several copies of correspondence. He asked if Mr. Wadsworth and Mr. Bosse would contact BWA and find out what is missing and get copies. Councilman Asting said that that would be impossible as RWA has been the City Engineers for 17 years. Assistant Attorney Hardee said that we did not need to get copies if we decided to terminate BWA because they will have to turn everything over to the City or the new engineer. Mr. Bosse said that Senator Dunn has done an extensive research in which consulting engineering services are required in the State of Florida. The suggestion that they made was to advertise for technical services and compare the services available from different firms and narrow it down to three firms and then privately sit down with the 3 firms and find out how much they are a~king for their services. This should be done one at a time. Councilman Asting asked the Attorney if professional engineering services could bid against each other? Assistant Attorney Hardee said that professional services were exempt from bidding requirements according to the State law. Councilman Asting made a motion to advertise for professional engineering services for the City of Edgewater. Such proposals should be returned to the City within 30 days after advertisement at which time the Council will interview the various engineering firms responding and we will decide on a firm at that time. Also that the Supervisors of Water and Wastewater Departments in conjunction with the City Clerk write up the service requirements. Councilman Ledbetter seconded the motion. Upon roll call the motion CARRIED 3-0. Councilman Asting made a motion to adjourn. Councilman Ledbetter seconded the motion.
