A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF EDGEWATER, FLORIDA, FOR
ASSISTANCE 2017 UNDER THE FLORIDA
INLAND NAVIGATION DISTRICT (FIND)
WATERWAYS ASSITANCE PROGRAM FOR THE
KENNEDY PARK BOAT RAMP PREPLACEMENT
AND AUTHORIZING THE APPROVAL AND
SUBMITTAL OF ANY AND ALL DOCUMENTS
RELATING TO THE GRANT PROCESS;
AUTHORIZING THE MAYOR TO EXECUTE
SAID AGREEMENT.
WHEREAS,the City of Edgewater,Florida has made the following determination:
WHEREAS, the City of Edgewater is interested in carrying out the following described
project for the enjoyment of the citizenry of the City of Edgewater and the State of Florida:
Project Title-KENNEY PARK BOAT RAMP REPAIR/REPLACEMENT
Total Estimated Cost: $658,650
Brief Description of Project: George Kennedy Park Boat Ramp Replacement
WHEREAS, the Florida Inland Navigation District financial assistance is required for
the program mentioned above.
NOW,THEREFORE,be it resolved by the City Council of Edgewater,Florida:
Section 1. The City Council hereby authorizes the Kennedy Park Boat Ramp
Repair/Replacement be authorized and the Mayor to execute documents that might be needed in
the assistance to include but not be limited to make/submit application to the Florida Inland
Navigation District (FIND) in the amount of 48 % of the actual cost of the project on
behalf of the City.
Section 2. The City further certifies to the following:
a. That it will accept the terms and conditions set forth in FIND Rule 66B-2 F.A.C.
and which will be a part of the Project Agreement for any assistance awarded under the attached
proposal.

b. That it is in complete accord with the attached proposal and that it will carry out
the Program in the manner described in the proposal and any plans and specifications attached
thereto unless prior approval for any change has been received from the District.
c. That it has the ability and intention to finance its share of the cost of the project
and that the project will be operated and maintained at the expense of the City of Edgewater for
public use.
d. That it will not discriminate against any person on the basis of race, color or
national origin in the use of any property or facility acquired or developed pursuant to this
proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights Act of
1964, P.L. 88-352 (1964) and design and construct all facilities to comply fully with statutes
relating to accessibility by persons with disabilities as well as other federal, state and local laws,
rules and requirements.
e. That it will maintain adequate financial records on the proposed project to
substantiate claims for reimbursement.
f. That it will make available to FIND if requested, a post-audit of expenses incurred
on the project prior to, or in conjunction with, request for the final 10%of the funding agreed to
by FIND.
Section 3. The City Council hereby authorizes the City Clerk to transmit a certified
copy of this Resolution and the executed Agreement to the Florida Department of
Transportation.
Section 4. All resolutions or parts of resolutions in conflict herewith are hereby
repealed.

The City of Edgewater intends to replace, expand and improve the existing 30+ year old boat ramp at George R.
Kennedy Park. This is the main launching facility for the City of Edgewater and it is heavily used and badly in
need of replacement. The existing ramp has a significant drop off at the end of the ramp slab and the accessory
docks are to small and in poor condition. DMC intends to replace and expand the existing ramp and configure
new floating accessory docks to provide a safer, more boater friendly launching facility.

residents from other counties of the District reasonably access and use the project? Explain.
The facility is 100% open to all public users. Users of this boat launch utilize gas stations,
restaurants and tackle shops locally and throughout the region.

Dewatering the boat ramp area to construct a pour in place boat ramp will add cost to the
project as will utilizing a concrete floating system supported by concrete pilings for the

public use facility encounters.

Because of the adjacent parking and loading area next to the existing ramp all construction
can be completed by cost effective land based equipment.

Hydrographic and topographic surveying, in-water geotechnical investigation, design and
ERP permitting are the tasks that are yet to be completed.

No impediments are anticipated, the presence of the existing ramp and lack of

Typical construction techniques for in-water work will be utilized. Because of easy access

of the construction can be completed by land based equipment.

Because of the in-water elements of this project typical construction techniques for in-water
work are appropriate.
c) Identify any unusual construction techniques that may increase or decrease the costs of the
project.
The need to de-water the boat ramp area to pour-in-place the boat ramp slab will increase
the cost of the project but also gives a longer lasting and scour proof completed boat ramp.

Treated timber, composite sheetpiles, aluminum gangways, pre-stressed concrete pilings,
concrete floating docks and stainless steel hardware make up the majority of the materials
utilized on this project. The ramp will be designed to have a 50 year design life, however
the timber pilings and some hardware will need to be maintained and possibly replaced
after 25 years.
