CITY OF EDGEWATER
STUDENT CITY COUNCIL MEETING
MARCH 7, 1980
Mayor Robert H. Christy read the Proclamation in full for the
FIRST ANNUAL STUDENT GOVERNMENT DAY. He also thanked everyone
for coming.
Mr. Hogan the principal of Edgewater Elementa~y thanked the students
and the City for all the help in making this day such a success.

Mayor Scott Messinger called the meeting to order on March 7, 1980
at 10:05 A.M. in the Edgewater Community Center.

Ctiuncilperson Brent Smith made a motion to approve the minutes of
the Council meeting held February 11, 1980. Councilperson Tommy
Moody made the second. CARRIED 5-0
BILLS AND ACCOUNTS
City Councilperson Brent Smith made a motion to accept ahd pay the
bills and accounts. City Council person Brent Smith made the second.
Councilperson Smith asked what the bill from Brily Wild and Assoc.
was for? City Clerk Morris stated that it was for Engineering fees.
There was a question from the audience. It was what are these bills
we are talking about? Mayor Messinger stated that these are bills
for the City.
The paying of the bills CARRIED 5-0.

COMMUNICATIONS
City Clerk Morris read a letter from Water/Wastewater Department
on Development fe's Monies-Mobile Homes and Trailer Parks.
Councilperson Smith made a motion to turn this over to the Building
Official to enforce. Councilperson Moody made the second. CARRIED
5-0.
Mayor Messinger called Mr. O'dell up front to ask his question.
Mr. O'dell asked what bills are we taking about. Mayor Messinger
stated that these are bills on city functions.
Mr. O'dell was called to the front to state his question. He asked
again about the bills and accounts. Mayor Messinger stated that
Mr. O'dell was out of order.will you please sit down.
Mr. Andres was called to the front. He asked what bills are you paying?
Mayor Messfnger told Mr. Andres he was out of order. Mayor Messinger
asked Police Chief Kristy Layton to escort Mr. Andres out of the
meeting.
Mayor Messinger called the meeting back to order.
City Clerk Morris read a letter from the Domestic Abuse Council, Inc.

Mr. O'dell was called to the front to state his question. He asked
what bills are you talkfng about? Mayor Messinger stated he was
out of order. Police Chief Kristy Layton was asked to escort Mr.
O'dell out of the meeting.
City Clerk Morris cont. to read the letter from the Domestic Abuse
Council, Inc. They would like to be placed on the agenda.
Councilperson Smith made a motion to have the two men return to
the meeting. Counctlperson Diamond made the second. CARRIED 5-0
Mr. O'dell and Mr. Andres were .let back into the meeting.
Mr. Seager asked what subject are we on? Mayor Messinger answered
Domestic Abuse Council,. rnc.
Councilperson Smith made a motion to place this on the agenda.
Council person Diamond made the second. CARRIED 5-0.
City Clerk Morris read a letter from the Water/Wastewater Dept.on
Reimbursement to Kopes Trailer Park.
Councilperson Smith made a motion that the City pay the bill for
the Kopes Trailer Park's water heater since it was the fault of the
City. Councilperson Moody made the second. CARRIED 5-0.
City Clerk Morris read a letter from the Planning Board on the 701
Grant. Councilperson Smith made a motion to reject this request.
Councilperson Garrity made the second. CARRIED 5-0.
City Clerk Morris read a letter from the Planning Board on Mailing
Iminutes to the members. Councilperson Smith made a motion to reject
this request stating it would cost to much money to mail this information.
Councilperson Diamond made the second. CARRIED 5-0.
City Cl!erk Morris read a letter concerning the Library By Laws.
Councilperson Smith made a motion to accept these by laws. Council-
person Garrity made the second. CARRIED 5-0.

City Clerk Morris read a letter from the Board of Governors requesting
a donation of $2,500.00 for the use in buying little league equipment.
The~e wer~ several question on this from the audience.
One person asked if you do this for the little league then you will
have to do it for others? Mayor Messinger stated that we will deal
with that when it comes up.
Mr. Blazi was asked to give a brief report on what has been done at
the ball park. He stated that he has on order a new backstop. He
has been rebuilding and repairing the buildings out there and when
he gets finished in about two months the ball park should be very
nice.
A person asked if that area will be policed better then in the past?
Police Chief Crowder stated that it will. But we could use help from
the students in protect this area and keep it nice,

Councilperson Garrity made a motion to give this money to the Board
of Governors for Little League equipment. Councilperson Smith made
the second. CARRIED 5-0.
Mayor Messinger asked the audience for a show of hands on how many
would be interested in having a little league team in Edgewater?
Way over half of the audience raised their hands.
There was a question on an admission being charged? Mayor Messinger
stated that we will go into that after the park is completed.
The Council decided that we should contact other cities and see how
they run their little league teams.

RESOLUTIONS
City Attorney Vandergrift read resolution 80-R-140 appointing Vic
Vandergrift to the P.B.A. Boarj. Councilperson Smith made a motion
to accept this resolution as read. Councilperson Garrity made the
second. CARRIED 5-0
ORDINANCE
City Attorney Vandergrift read ordinance 80-0-142 on vacating the
alley in Florida Shores. Council person Diamond made a motion to
accept this ordinance as read. Councilperson Smith made the second.
CARRIED 5-0.
It was expJaied to the audience what vacating an alley ment.
OLD BUSINESS
None
AUDIENCE MISCELLANEOUS
Question from the audience asking the Police Chief about what she
plans to do to carry out her campaign. Police Chief Kristy Layton
stated that she would like to have more men to patrol the city and
also more cars. This she feels would help keep down crime.
Another question was paving in Florida Shores. Mayor Messinger stated
that this will take time.
One gentleman asked about getting racketball and basketball courts in
Florida Shores.
