03-03-1980 - Special ,~ u u CITY OF EDGEWATER CITY COUNCIL SPECIAL MEETING March 3, 1980 CALL TO ORDER Mayor Christy called the Special Meeting to order in the Edgewater Community Center. ROLL CALL Mayor Robert H. Christy Councilman Louis J. Rotundo Councilman David C. Ledbetter Councilman William B. Glaser Councilman Neil J. Asting City Attorney Judson Woods City Clerk Joseph Herget Police Chief Earl Baugh Present Present Present Present Present Present Present Present Mayor Christy said that he called the special meeting for the purpose of discussing Lake Coquina and the City Engineer. Meeting started at 3:39P.M. He said that he had received a letter from the Environmental Control Office. The Mayor read the letter. He said that he had contacted Mr. Hunnicutt regarding this. Councilman Asting asked the D.E.R. if we could take shell from the lake, they did not require a permit at that time. Mr. Bosse gave a report on turbidity and showed samples to the Council taken from the lake, the drainage and from the lake where it goes into the river. It did not appear as if we were exceeding D.E.R. limits. Representatives from D.E.R. will be at City Hall tomorrow. City Attorney Woods suggested waiting until Mr. Camp arrives before continuing pumping. Mr. McAllister spoke to the Council concerning that the City did not go out on bids and he did not believe Mr. Wilson had a license or insurance. City,.Clerk.Herget read a letter that Mr. McAllister had sent to the City concerning this. Councilman Asting said the City should have gone out for bids. It was stated that Mr. Wilson does not have proper insurance. City Attorney Woods said that the City was supposed to get proof of his insurance and he thought we had solicited bids. Councilman Asting made a motion to rescind the motion to Mr. Wilson for another month and go out for bids. Mr. Copeland prepare the necessary specifications for Councilman Ledbetter seconded the motion. to extend the contract He added to:have digging Lake Coquina. Councilman Rotundo made a motion stating that we should see what it would cost to have Mr. McAllister haul this. (no second motion already on table). Councilman Asting asked for bids on the same kind of work Mr. Wilson is doing. It was also pointed out that Mr. Wilson does not have a license and also he does not have a certificate of insurance. There was a discussion Upon roll call the motion to rescind the contract and go out for bids CARRIED 5-0. Councilman Ledbetter made a motion that without a certificate of insurance we will have to cease work, if he does have insurance, he can operate for the duration of the present contract. Councilman Asting seconded the motion. Upon roll call the motion CARRIED 5-0. - I - ~;; , (.) '-I Councilman Asting spoke about continuing the rental of the pump. Mayor Christy pointed out that if the pump stops, the lake will fill up again and we will have to start allover. Councilman Asting said that in an emergency, in view of the pumping situation, he felt the pump should be kept running. The Council was in full agreement. Councilman Rotundo made a motion to hav.e the bids back by March 17th at 3:00 P'.M~'-and to be'C\pened at a Special Meeting at 4:00 P.M. Councilman Ledbetter seconded the motion. Upon roll call the motion CARRIED 5-0. Mayor Christy said the next item on the agenda for discussion was the City Engineer. Councilman Asting made a motion to table this until the Agenda Meeting on March 6th. Councilman Rotundo seconded the motion. Upon roll call the motion CARRIED 5-0.
