CITY COUNCIL SPECIAL MEETING AND WORKSHOP
February 7, 1980
CALL TO ORDER
Mayor Christy called the special meeting to order, at 6~00 p.m. to
discuss the purchase of the 4 cyl. Ford Diesel Trash Pump and also
a possible excavation contract with Paul Wilson.

Mayo~ Christy discussed th~ cost of shell ,Mr. Wilson quoted, Mr. Smith
and the County. Mr. Wilson has a 3/4 yard bucket and charges $35.00
per hour. We cannot go in and dig it ourselves for that price.
Mr. Copeland said there are 5,280' in a mile and the average street is
20' wide. One (1) yard of shell will cover 54 square feet, six (6U)
inches deep. It will take approximately 2,000 yards of shell, for one
(1) mile. Roughly we have about 87 miles of unpaved roads.
Mr. Ledbetter asked what is the quality of the shell?
Mr. Copeland said that is some areas the shell is perfect and there are
some that is 40% shell and 60% sand, which we still can use if we should
pave the streets in the near future. We can make it 50/50, as we have
plenty of it. Mr. Wilson has been doing some scouting around for places
to get the best shell and the most, out of the area. From what we have
seen so far it looks very good.

Mr. Copeland said thatihey had discussed shelling one (1) street at a
time.

Mr. Asting said that if Mr. Wilson worked for four (4) weeks, he would
come up with 16,000 yards and that wouldn't touch the 87 miles of shell
that ~s needed to do the job.
Mayor Christy said to do the 87 miles of unpaved roads we need 750,288
yards of shell.
Mr. Asting asked if we have the equipment to oil these roads after they
have the new shell?
Mr. Copeland said that we do not have the equipment.
Mr. Asting asked if we have the equipment to put down the coating after
the soil cement base is down?
Mr. Copeland said after the soft cement is down you have to seal the
cement.
Mr. Asting asked if the equipment will do this?

Mr. Copeland said No.
Mayor Christy said we have $9,626.84 in the budget for the road maintenance
and supplies.
Mr. Ledbetter stated that $6,500.00 should have been reappropriated, as this
had been used for culverts.
Mr. Asting asked if shell could be taken from areas other than residential?
Mayor Christy said they are not just taking shell. Six (6") to eight (8"~
of muck needs to be cleaned out of all the lakes, which can be used to
help make the parks around the lakes. He also said the Fresh Water Fish
and Game, said that they would restock the lakes.
Mr. Asting asked if all the lakes in Florida Shores have shell in them?
Mr. Copeland said, Yes, but some were to deep to get the shell out.
Mayor Christy said that Mr. Wilson has made a trench around the lake and
he has made a ramp so that the shell can be hauled out. If we give the
okay he can start tomorrow. Mr Wilson said that he can dig more shell
then we can haul away as long as he doesn't run into rock.
Mr. Rotundo asked if we decided to do this, how many men we would need for
the project? Are we going to hire more people?
Mr. Asting said if they can get the shell out and stacked or piled, the
street department can move it any time. This would mean that they would
not need to hire any extra peopte.
Mr. Rotundo asked if the budget was going to run out of money to do this
job?
Mayor Christy said that he understood that they were going to have Mr. Wil-
son work four (4) weeks and then stop, due to the money situation. This will
cost us $5,600.00.
Mr. Copeland said that since we have the pump for a month and Mr. Wilson
has given us one free day of his time and equipment, why not see at the
end Qi the month if this project is what we want.
Mr. Asting asked how much shell Mr. Wilson dug in the day that he gave
us?
Mr. Copeland said approX~mately 300 yards, but Mr. Wilson has done more
than just dig for shell.
Mr. Woods pointed out that we need to have a. written agreement to release
us from a law suit due to damage to equipment or personal damage. DO we
want to set this up for the four weeks or what does the Council want to do?
Mr. Ledbetter asked why Gene Smith quit getting the shell out of that pit?
Mr. Copeland said that main thing they wanted out of the pit was the
soil, and the main stream of the shell is between Lime and Mango,. which
is the best shell.
Mr. Asting asked if there were complaints from the residents about the
digging?
Mayor Christy said that they questioned what was being done and complained
that they were not getting shell on their street.
Mr. Copeland said that he felt they were getting a bargain with Mr. Wilson
to do the job but right now they need the~_shell for the culvert pipes.

Mr. Asting said to avoid controversy that the names of the streets
in Florida Shores that are really bad be put into a hat and have some-
one from Florida Snores draw them, so that no one can say that the
Council is partial to anyone.
Mayor Christy said that Mr. Wilson will get paid by the hour, when his
work stops, his pay stops.
Mr. Glaser made a motion that we enter into agreement with Mr. Wilson
for him to dig shell for $35.00 per hour. Mr. Asting seconded the motion
with the addition that Mr. Wilson has to supply Liability Insurance or
that he relieve the City of any responsibility on Liability and property
damage. Upon roll call the motion CARRIED 5-0
Mr. Asting asked how much the pump was?
Mr. Copeland said the pump new is $7,500. This does not include the
hose. The pump that we have right now was new in November, so it's
four (4) months old. The purchase price oE the pump is $6,700., at
the end of 30 days if we decide to buy, they will~ake the rental fee
off, which comes to about $840., this includes the rental on the hose.
Mr. Herget asked if the pump is classified at $6,000. of we have to
go out on bids?
Mr. Copeland said that he had looked in several magazines and could not
find anything on used pumps and to his understanding, if it was used
piece of equipment, they didn't have to go out on bids.
Mr. Woods said that he would like everyone to read Chapter 9 of the
Code of Ordinance on purchasing. This is very important.
Mr. Asting recommended that this be brought up in a workshop before
the regular meeting.
Mr. Asting made a motion to defer action on the pump until the 21st
workshop. Mf. Rotundo seconded the motion. Upon roll call the motion
CARRIED 5-0.
Mr. Copeland asked the Council if they saw any reason why Mr. Wilson
could not start in the morning?
Mr. Woods said that he could start as long as we have written agree-
ment from him releasing us from any damage or personal damage.
Mr. Copeland asked if Mr. Wilson could be paid ~eekly?
Mayor Christy said he will have to submit a bill and be paid bi-weekly.
Mr. Rotundo made a motion" to adjourn,' Mr. Asting seconded the motion.
