CITY OF EDGEWATER
CITY COUNCIL SPECIAL MEETING
November 13, 1979
Mayor Christy called the Special Meeting to order at 4:00 P.M. in.
City Hall. The meeting had been called by the Council to discuss
the Water/Wastewater Budget for 1979-80.

Terry Wadsworth - Supervisor Water Dept.
Kevin Bosse - Supervisor Wastewater Dept.
Mr. Wadsworth said that they had been able to cut about $38,000 from
the present W/WW budget. This was accomplished primarily by cutbacks
in personnel and the fact that the City did not have a City Engineer
so that salary could be deducted from the budget. He requested that
the Council consider waiting for at least the first quarter of this
fiscal year to determine the revenues coming into th~ City for the W/WW
Dept. This would give a better idea of how much more would need to be
cut from the budget to balance it without a rate increase.
There was some discussion abou~ other ways to increase the revenues
to the W/WW Dept. Primarily, this involved mandatory hookups for water
service and an increase in the sewer hookup charge.
The Council also discussed amending some of the ordinances dealing with
charges for W/WW. A great deal of the assets of the W/WW Dept. are
tied up in stock (pipe, meters, etc.) and these have been included in
retained earnings. There has been some misconception about the retained
earnings and it was pointed out to the Council that the amount of retained
earnings does not mean a cash surplus. The Council also discussed
the recommendation of May, Zima for periodic rate increases to meet the
rising cost of operation and maintenance of the W/WW Dept. The last rate
increase was in August of 1977.
Councilman Rotundo made a motion that the Council authorize the City
Attorney to review the present ordinances regarding W/WI~ charges and
that updating and clarification of these ordinances should be top priority.
Councilman Glaser seconded the motion. Upon roll call the motion CARRIED
5-0.
The Council also discussed priorities for the spending of Federal Revenue
Funds. Money has been appropriated for various expenditures and the
City Clerk requested that the Council set the priorities for the items
to be purchased with Federal Revenue Funds.
The Police Dept. has requested two police cars, the Street Dept. has
requested a truck and tractor.
Councilman Glaser made a motion that the next items purchased with
Federal Revenue Sharing Funds will be the police cars and the truck and
tractor for the St. Dept. Councilman Rotundo seconded the motion. Upon
roll call the motion CARRIED 5-0.

Councilman ~i~f~~said that he would like the Council to consider
the possibility of having Council meetings every other Monday and
holding a workshop before those meetings.
Mayor Christy also brought up the fact that the City may be eligible
for a grant for the 701 program. This grant would be for the 1979-80
fiscal year.
Councilman Asting made a motion to adjourn the meeting. Councilman
Rotundo seconded the motion. The meeting was adjourned.
