CALL TO ORDER
Mayor Christy called the regular meeting 'of the City Council to order
at 7:05 P.M. in the Edgewater Community Center;

APPROVAL OF MINUTES
Councilman Asting made a motion to approve the minutes of the Special
Council meeting on October 24, 1979. Councilman Ledbetter seconded the
motion. Upon roll call the motion C,l\RRIED 4.,.1. Councilman Sikes voted
NO due to absence.
BILLS AND ACCOUNTS
Councilman Rotundo made a motion that the Coun~il approve the bills for
payment. Councilman Sikes seconded the motion. Upon roll call the
motion CARRIED 5-0.

Mayor Christy read the proclamations on School Week and Veterans Day.
COMMUNICATIONS
The City Clerk read the letters from Mr. Gross, Mr. Wharton and from the
City Clerk
Mr. Walter Gross spoke to the Council and asked for an opinion as to
whether or not he has been acting illegally since May, while on the Merit
Board.
The City Attorney said that Mr. Gross was acting in good faith and that
his term would not expire until November 13, or until a predecessor iSI.

Councilman Asting said he nominated Mr. Lewis to fill one vacancy to give
the Merit Board a quorum.
Councilman Ledbetter ~ade a m6tion to honor Mr. Wharton~s letter.
Councilman Sikes seconded the motion. ,- I

Mr. John Gross said that Mr. Walter Gross did not replace him.
Mr. Opal said he felt Mr. Gross was the only one on the Board that knew
what was going on.
Upon roll call the motion CARRIED 5-0.

The Council on a whole did not know about Mr. ~harton!s letter and did not.
know who would replace Mr. Gross.
The City Clerk read the letter from the D.O.T.
The City Attorney said he thought the Council should execute a resolution.
This was a standard agreement.
Councilman Asting made a motin that a resolution be prepared. Councilman
Rotundo seconded the motion. '
Councilman Sikes asked why the D.O.T. did not have Indian River Boulevard
marked. He said that there were no pavement markings.
Upon roll call the motion CARRIED 5-0.
COORDINATORS REPORT
Councilman Rotundo said that the Fire Chief notified the Police Chief about
boundaries of the Greater Edgewater Fire-Rescue District. The Fire Dept.
has reached an agreement that the City will have the sole contract with
the County.
Councilman Ledbetter stated that during Hurricane David the City lost
about 4 street crossings and culverts. At least 3 streets need to be
opened up,
Councilman Asting made a motion that Mr. Copeland be authorized to qo to thE
County and ~et the necessary materials for repairs.
Mayor Christy asked if the Council would object if he checked on the price?
Councilman Ledbetter seconded the motion. There was no objection to the
Mayor's offer.
Councilman Sikes suggested that the Council consider this an emergency
and get started right away.
Councilman Ledbetter said on Wednesday night we will have a new Council
meeting and can discuss it at that meeting.
Upon roll call the motion CARRIED 5-0.
Councilman Ledbetter said that the street department needs a tractor
with front end bucket: They need this truck for repair calls. They want
the pickup truck for Mr. Wilcox and let the mechanics have the 1967 Cheve.
This was tabled until Nov. 12th, until literature can be brought in.
Councilman Ledbetter said that he received a call from Mr Kilbreath,
125 Wildwood, with a water problem. Councilman Ledbetter suggested a
couple of loads of fill dirt should be sufficient.
Mayor Christy will check this out.
Councilman Sikes stated that November 12th is a Holiday and the Post Office
and Banks will be closed. He asked if there would be a meeting?
There will be a regular Council meeting.
Councilman Asting complimented the mechanics at the City Barn. He also
said that in the Water Department,. they were in need of 2 recording
devices to be installed at the Water plant, which will cost $2,600 each
installed. This can be paid for from the development fund (44). Briley,
Wild says that this expenditure is appropriate Section 19~45.
Councilman Asting made a motion that the Council authorize the City Clerk
to go out for bids for the purchase and installation of these recording
devices. Councilman Ledbetter seconded the motion.

Mr. Armstrong said that there is a low water alarm at City Hall on the
wall where the Building Official ~s office used to be. He believes that
it should be checked out real closely before getting specifications on
a new system.
Mr Siciliano asked how they intended to get the information back to the
operator?
Councilman Asting said by telephone wires.
Mr. Walter Gross asked if this was the most important thing to spend all
this money on?
Councilman Asting said that it was important and that the fund is limited
to the expenditures that can be made from it.
Mr. Opal said that there should be no action taken on this until further
research is done.
Mayor Christy asked Councilman Asting if this would provide the City
with knowledge of when there was a leak or a break in the line?
Councilman Asting said yes.
Councilman Sikes said that this should be researched to find out if
there is a cheaper way.
Upon roll call the motion CARRIED 5-0.
The City Attorney had no report.
The City Clerk said he wanted,to get some priorities on how to spend the
Federal Revenue Sharing money~
The Council agreed.
Councilman Ledbetter said he would like to see the signal checked out.
Mayor Christy passed out copies on taxi cab information. He said we
should have ordinances from N~S. He then read the letter from the
Governor saying that he signed into law Section 334.215, M.P.O. He
read the letter from the Dept. of Natural Resource about S. Riverside
Dr. and Menard Beach.
Mayor Christy recommended the City Clerk for a raise.
Councilman Ledbetter made a motion to raise the City Clerk's salary from
$11,000 to $12;000 annually. Councilman Asting seconded the motion. Upon
roll call the motion CARRIED 5-0.
Councilman Sikes made a motion that in preparing the resolution, to make
it retroactive to October 1st. Councilman Ledbetter seconded the motion.
Upon roll call the motion CARRIED 5-0.
Councilman Rotundo said that all coordinators should review all Department
Heads,
RESOLUTIONS
The City Attorney read Resolution No. 79-R-98~
A RESOLUTION PERTAINING TO THE HOUSING ASSISTANCE PROGRAM OF THE UNITED
STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT; REPEALING ALL RESOLU-
TIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE,
Councilman Ledbetter made a motion that the Council adopt this resolution.
Councilman Asting seconded the motion: Upon roll call the motion CARRIED
5-0.
Councilman Sikes questioned the possible housing project~
Mr. Woodard asked if the County could acquire houses?
Upon roll call the motion CARRIED 5-0.

The City Attorney read Resolution No. 79-R-99.
A RESOLU.TION GRANTING A SPECIAL EXCEPTION TO GENE BARNES FOR OUTSIDE
STORAGE AND CONSTRUCTION OF AN OPEN CHAIN LINK FENCE; REPEALING ALL RESOLU-
TIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE,
Councilman Sikes made a motion to adopt this resolution. Councilman Led-
better seconded the motion. Upon roll call the motion CARRIED 5-0.
The City Attorney read Resolution No. 79-R-100.
A RESOLUTION APPOINTING LEROY LEWIS TO THE EDGEWATER MERIT BOARD, OF THE
CITY OF EDGEWATER, FLORIDA; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH
AND PROVIDING AN EFFECTIVE DATE.
Councilman Asting made a motion to adopt this Resolution. Councilman
Sikes seconded the motion. Upon roll call the motion CARRIED 5-0.
Councilman Rotund~ asked the Mayor to call the Police Chie~ to speak on
the police cars.
Chief Baugh would like the Council to go out on bids for 1979 models
Councilman Rotundo made a motion that to instruct the Police Chief to get
with the City clerk and go out on bids. The specs can be obtained from
the Police Chief. Councilman Sikes seconded the motion. II
The bids should be returned by 4:00 P.M. on the 26th. These will be opened
at the regular Council meeting that night. The time and date are acceptablE
to Councilman Sikes and Rotundo. Also the recording devices for water
should be back at the same time and date.
Upon roll call the motion CARRIED 5-0.
ORDINANCES - None
OLD BUSINESS
Gauthier - Easement
The City Attorney spoke of the Gauthier's letter stating that a manhole
cover is on his property and would like the City to obtain an easement.
He suggested that a qualified person go in and make a physical inspection
and accurate value and give us a report and make an offer.
Councilman Sikes made a motion to leave it as it is, if he wants to take
any legal action, we will answer at a later date. Councilman Ledbetter
seconded the motion.
Mr. Armstrong asked what portion does he claim is on his property? He
asked if it was on the East side on the South end of Perdita? The Council
should get in touch with Mr, Palmer the developer of the property.
Upon roll call the motion CARRIED 5-0.
Councilman Ledbetter suggested that the foundry date be checked.
AUDIENCE MISCELLANEOUS
Mr. Siciliano stated that he had been working on opening up the North West
corner of Edgewater and he finally received a letter from F,E.C. He wanted
to know if a meeting could be set up with the Industrial Board and the
Council .prior to meeting with F.E.C.

The Council agreed to meet with the Industri.'al Board for a Work.sh.QP~ Noy.
14th at 6:00 p.m. in City Hall.
Mr. Walter Gross asked if he could get a letter f~om th~ Counctl stating
that he would remain on the.f'1erit Board until Nov., 13th.,-
Mayor Christy said yes.

Mr. Opal questioned the fact that 2 girls were recording the Council
meeting.
Mayor Christy said that the new girl was being trained.
