CITY COUNCIL SPECIAL MEETING
August 6, J:.980
Vice Mayor Louis Rotundo called the Special Meeting to order at 7:00 P.M.
in the Edgewater City Hall.

Vice Mayor Rotundo said that the first item on the agenda was the
proposed millage rate for 1980-81. If the City keeps the same
millage rate it would mean an additional $65,353.00 in ad valorem
taxes.
Councilman Asting made a motion that the City's millage rate
remain at 5.968. Councilman Cameron seconded the motion.
Councilman Ledbetter said that he believed we should roll back the
rate to 5.032. It will probably be necessary to raise the water
and sewer rates and the garbage rates and we should not add this
extra burden on the taxpayers.
Vice Mayor Rotundo said that the cost of providing services to the
citizens of Edgewater continues to rise and we need to have some
extra money to work with.
Upon roll call the motion CARRIED 3-1. Councilman Ledbetter voted
NO.
Councilman Asting made a motion that the Council hold a Public Hearing
for the proposed millage and the proposed budgets for 1980-81 on
September 22, 1980. Councilman Ledbetter seconded the motion.
It was pointed out that the City cannot hold a public hearing on
budgets before this date because they must comply with the time-
table set by the County.
Upon roll call the motion CARRIED 4-0.
The next item on the agenda was the discussion of amending the
General Fund Budget for 1979-80.
The Deputy City Clerk advised the Council that two departments would
not have enough money to meet anticipated expenditures for the
remainder of the fiscal year. These departments are City Hall and
the Police Dept. City Hall would need an additional $l~OOO and
the Police Department would need an additional $24,000. However,
the Police Chief had stated that he believed he could meet his
expenditures with an additional $15,000. It has been recommended
by the City Clerk that these monies be taken from the Industrial
Board budget and the Parks and Recreation budget. It was recommended
that $7,000 be transferred from the Industrial Board budget and
$9,000 transferred from the Parks and Recreation.
The Council indicated that they would consider these recommendations.

Councilman Asting made a motion that the Council set a Public Hearing
for the purpose of amending the General Fund Budget for 1979-80.
The hearing will be held at 6:30 P.M. on Augustl18, 1980 on the
Edgewater Community Center. Councilman Cameron seconded the motion.
Upon .roll call the motion CARRIED 4-0.
The next item on the agenda was the review of the Water and Wastewater
budgets that have been proposed for 1980-81.
The Council reviewed the 1980-81 Water Dept. budget first.
Mr. Wadsworth explained the various items in his budget. He said
that it appeared as if the budget was only a $6,000 increase over
last year but this was not a realistic figure since last year's
budget was prepared with a rate increase built in. The increase was
never granted so that the department did not generate the anticipated
income so that this year1s budget is closer to a $68,000 increase.
The Council reviewed the 1980-81 proposed budget for the Wastewater
Department. The proposed budget shows an increase of $114,000.
Mr. BosseC. explained the various items in his budget and also told
the Council about some priority projects that should be done this
year. Digester #2 must be put back into service and lift stations
#6 and #3 need to be rebuilt. Also there should be automatic controls
put on the generator at the plant and at least 23 check valves in
the pumping stations must be rebuilt or replaced. He is also requesting
two additional employees and a truck.so that the department can begin
surveying collection system conditions and start a preventive main-
tenance program. He also reminded the Council that it would be
necessary to pay back approximately $20,000 to the renewal and re-
placement fund before the end of next year. This money will be
used for the repairs on Riverside Drive.
There was some discussion about whether or not Mr. Bosse had over-
estimated some costs.
Mr. Bosse said that most of the estimates on the priority projects
had been obtained a couple of years ago and that he increased those
estimates to reflect the cost increases over the past two years.
Vice Mayor Rotundo called a five minute recess.
Meeting called back to order.
The Council discussed a possible rate increase in water and sewer
charges.
Mr. Wadsworth suggested that the Council consider a mlnlmum raise
in the base bill and a higher increase in the overage charge. This
would benefit the person who only uses a small amount of water and
insure that the people who use a lot of water will pay their fair
share. Hopefully we can promote more conservative use of water.
The Council requested that the supervisors come up with a rate
increase figure.
Councilman Asting made a motion ~ to discuss these figures at
a workshop to be held at 6:00 P.M. on August .12th. Councilman
Cameron seconded the motion.. Upon roll call the motion CARRIED 4-0.
The Council discussed setting a date for a public hearing on a
proposed rate increase in water and sewer charges.

Cameron seconded the motion. Upon roll call the motion CARRIED
4-0.
Councilman Asting made a motion to adjourn the meeting. Councilman
Ledbetter seconded the motion. The meeting was adjourned.
