CITY COUNCIL REGULAR MEETING
August 4, 1980
Vice Mayor Louis J. Rotundo called the meeting to order at 7:00 P.M.
in the Edgewater Community Center.

SALUTE TO THE FLAG
APPROVAL OF MINUTES
Councilman Ledbetter made a motion to accept the minutes of the meet-
ing held July 28, 1980. Councilman Cameron seconded the motion. Upon
roll call motion CARRIED 3-1. Vice Mayor Rotundo voted No, because he
was not here.
BILLS AND ACCOUNTS
Councilman Cameron made a motion to approve the bills to be paid.
Councilman Asting seconded the motion. Upon roll call motion CARRIED
3-1, Vice Mayor Rotundo voted No, because he was not here.
COMMUNICATIONS
The City Clerk read the names interviewed on Friday for the City Clerks
5ob.
Counci lman Asting made a motion to temporarily appoint Nancy Blazi to the
City Clerks job until a study on the other applicants could be done.
Councilman Ledbetter seconded the motion. Upon roll call motion
CARRIED 4-0.
The ~ity Clerk read a letter from the Zoning Board requesting the Coun-
cil review Ordinance 80-0-48.
Councilman Asting made a motion to have the Ordinance '" put on the
agenda for next week for consideration. Councilman Cameron seconded
the motion. Upon roll call motion CARRIED 4-0.
The City Clerk read a letter from T.A. Wadsworth, asking for Water and
Waste Water rate increase, and a special meeting to discuss this item.
Councilman Asting made a motion to have a special meeting with Mr. Wads-

The City Clerk read the Home Occupation License for Mr. Trambauer asking
for approval to have a Real Estate Brokers office in .his home.
City Attorney said that the law states that~ the Real Estate Broker main-
tain a sign at the entrance to his office and that he have a separate

Councilman Asting made a motion to deny this license. Councilman Led-
better seconded the motion. Upon roll call motion CARRIED 4-0.
The City Clerk read the Home Occupation License for Mr. Wirth asking
for approval to have a Steam Cleani!rig business in the home.
Councilman Asting made a motion to approve the license for Mr. Wirth.
Councilman Ledbetter seconded the motion. Upon roll call motion CAR-
RIED 4-0.
COORDINATORS REPORT
Councilman Ledbetter said that he would just like to remind the Coun-
cil that the City is still in need of a trash dump.
City Attorney Hoods said that he had been in contact with .the r.1an from DER and
that he would be out next week to go over the site.
Councilman Ledbetter said that he was approached by a citizen and that
he could get six acres if the city would put in a culvert.
Councilman Asting asked if this was in the City limits?
Councilman Ledbetter said no that it was in the County.
Councilman Cameron asked that the City Clerk read into the minutes a
letter from Donnie H. Williams.
The City Clerk read the letter from Donnie H. Williams, giving the
support to the Council.
Councilman Cameron asked that the City Clerk to read into the minutes
a letter from Mr. James Dyett.
The City Clerk read the letter from Mr. Dyett, about the situation with

Councilman Cameron asked that the City Clerk read into the records Dr.
Ownbys' letter dated back in June.
The City Clerk read the letter from Dr. Ownbys', about the request to
release Mayor Christy from this duties till he was able to return to
work.
Councilman Cameron made a motion that the City Clerk write a"letter to
Dr. Ownby asking to clarify~ayor'Christy's illness, was it mental or
physical?
City Attorney Woods said that the doctor is not obligated to release
that information unless we received written release from Mayor Christy.
The Doctor is bound to a Code of Ethics not to release this information.
Councilman Cameron withdrew his motion to send a letter to Dr. Ownby.
The City Clerk said that he would like to bring before the Council in-
formation about the roll back millage rate for the city. The city has
to report back to the County Property Asserors by August 15. The roll
back rate is 5.032, the current rate is 5.968.
Councilman Asting asked if this could be discussed at the August 6,
meeting?
Vice Mayor Rotundo said okay.
The City Clerk said that he now had the Employees Information Guide
that the Council had asked that he review and get back to them. He
said that he could not find anything wrong with the guide now that the

typographical errors were taken care of and Sick Ueave and Leave With
~ay items were changed.
Councilman Asting made a motion to adopt the Employees Information Guide.
Councilman Cameron seconded the motion. Upon roll call motion CARRIED
4-0.
The City Clerk said that he was asked by Mayor Christy to look into the
regular Building Code Board meeting, concerning who could make motions
and who could not. Minutes were read from July 15, 1980. All motions
were correct.
RESOLUTIONS
A RESOLUTION GRANTING A VARIANCE TO MR. AND MRS. THOMAS NELSON; REPEAL-
ING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDIW~- AN EFFECTIVE DATE.
Councilman Asting made a motion to accept this resolution. Councilman
Cameron seconded the motion. Upon roll call motion CARRIED 4-0.
OLD BUSINESS
The City Clerk read a letter from T.A. Wadsworth and K.C. Bosse request-
ing a meeting workshop to have a question and answer session for the
three consulting firms.
Councilman Cameron made a motion to have a workshop August 12, 1980 at
6:30 P.M. Councilman Asting seconded the motion. Upon roll call motion
CARRIED 3-1. Councilman Ledbetter voted NO.
The City Clerk read a letter from DER concerning Gene Harris proposed
land fill in the Indian River.
Councilman Cameron made a motion that the necessary steps be taken by
the Mayor or City Clerk to advise DER that the Council approved Mr.
Harris proposed land fill project. Councilman Asting seconded the
motion. Upon roll call motion CARRIED 4-0.
Mr. Harris said that both houses on either side of them have rip rap
done to stop the erosion. This is what he is requesting for his pro-
perty.
The City Clerk read the letter from K.C. Bosse requesting that the Coun-

A-l Pipe Line Service~ ~nd that a letter to Briley, Wild and Associates
be sent from the City Clerk to them with the Council wishes.
Councilman Asting made a motion to accept the bid from A~l Pipe Line Ser-
vice as requested from the Sewer Department and that the repairs start
as soon as possible. Councilman Cameron seconded the motion. Upon
roll call motion CARRIED 4-0.
The City Clerk said that he would certify the funds were there in that
department.
The City Clerk read the letter from T.A. Wadsworth requesting that the
bids not be accepted for the 12" PVC pipe, until such time when the
County processed the permit for the digging on Mango and Park.
Councilman Asting made a motion to accept the advise of T.A. Wadsworth
and reject all bids to the city at this time. Councilman Ledbetter
seconded the motion. Upon roll call motion CARRIED 4-0.
AUDIENCE MISCELLANEOUS
Mr. Garthwaite asked if it was possible to get a copy of the bills and

City Hall on Friday or Monday.
Mr. Garthwaite asked since Nancy Blazi was the new City Clerk what
about her wages, were they going to go up or stay the same?
Councilman Asting said that until Mr. Herget leaves she will be the
Deputy City Clerk. Until that time she will get paid her regular wages,
when Mr. Herget leaves the Council will review her pay.
Mr. Garthwaite asked why were the letters read which were taken off
the agenda last week, under the coordinators report?
Councilman Cameron said that he would do it for any citizen if they
came to him and asked that it be done.
Mr. Montesano asked that the City Clerk read his letter to the Council.
The City Clerk read Mr. Montesano letter requesting that the city go out
for competitive bids, for wrecker service.
Councilman Cameron made a motion that the City Clerk contact Daytona
Beach and see what their procedures are for going out for bids. And
when the City Clerk had the information that he return back to the
City Council. Councilman Ledbetter seconded the motion. Upon roll
call motion CARRIED 4-0.
ADJOURN
Councilman Asting made a motion to adjourn. Councilman Cameron seconded
the motion.
