CITY COUNCIL REGULAR MEETING
July 21,1980
Vice Mayor Louis J. Rotundo called the meeting to order at 7:00 P.M.
in the Edgewater Community Center.

The Invocation was given by Rev. Boggs.
SALUTE TO THE FLAG
APPROVAL OF MINUTES
Councilman Ledbetter made a motion to approve the minutes from the
meeting of July 14, 1980. Councilman Cameron seconded the motion.
Upon roll call motion CARRIED 4-0.
BILLS AND ACCOUNTS
The City Clerk said that he had another bill to bring before the
Council. Moreland Chemicals bill for $153.78 was omitted from the
list of bills.
Councilman Cameron made a motion that the Council pay these bills
including Moreland Chemicals. Councilman Asting seconded the motion.
Upon roll call motion CARRIED 3-1. Councilman Ledbetter voted NO.
COMMUNICATIONS
The City Clerk read his letter of resignation, effective August 28,
1980.
Councilman Ledgetter made a motion to accept the resignation of
J.G. Herget. Councilman Asting seconed the motion. Upon roll call
motion CARR~ED 3-1. Vice Mayor Rotundo voted NO.
Councilman Asting made a motion that it be advertied that the posi-
tion of the City Clerk is open and that applicants have their appli-
cation into City Hall no later than August 1, 1980, so that the Coun-
cil could made a decision on the new City Clerk and let him get the
job training before the City Clerk leaves. A workshop is to be held
on August 1, 1980 at 7:00 P.M. Councilman Cameron seconded the motion.
Upon roll call motion CARRIED 4-0.
The City Clerk read the letter from the Building Code Board, asking
that their meetings be once a .month, and that Mr. Ed Pilich was
appointed chairman of the board.
This was for Council information only, no action was taken.
The City Clerk read the letter from the Building Code Board asking
for a City employed Building Inspector.
Councilman Cameron made a motion that this be tabled, Councilman
Asting seconded the motion. Upon roll call motion CARRIED 4-0.

The City Clerk read the resignation letter from Mr. Cochran of the
Planning Board.
Councilman Asting made a motion to send Mr. Cochran a letter of
appreciatifunJ. Councilman Cameron seconded the motion. Upon roll
call motion CARRIED 4-0.
The City Clerk read the letter from Mr. Earl Wallace asking to be
appointed to the Zoning Board~
Councilman Asting made a motion to accept Mr. Wallace as the new
member of the Zoning Board. Councilman Cameron seconded the motion.
Upon roll call motion CARRIED 4-0.
The City Clerk read the letter from Mr. Loughrey requesting assist-
ance in a ~ Building Code violation.
Councilman Ledbetter made a motion that Chief Baugh and Building In-
spector Charles Murphy go out and make an investigation of this poss-
ible violation. Also that a letter be written to Mr. Loughrey ad-
vising him of the Councils action. Councilman Asting seconded the
motion. Upon roll call motion CARRIED 4-0.
The City Clerk read the letter from Fish ~emorial Hospital extending
their thanks to Al Blazi and his workers, for the clean park and pic-
nic area.
This was for Council information only, no action taken.
The City Clerk read the letter from DBCC about the 1980 Energy Fair.
Vice Mayor Rotundo-made a-recommendation to have this letter posted
in all departments.
COORDINATORS REPORT
Councilman Ledbetter requested that Mr. Copeland give the presenta-
tion of the new mower equipment.
Mr. Copeland gave the City Council information about a new mower for
the tractor, capable of cutting down heavy underbrush. The Street
Dept. need this type of equipment, and he recommended the Council
consider purchasing this mower.
Councilman Asting and Councilman Ledbetter suggested that the mower
be demonstrated before any decision is made.
Mr. Copeland said he would contact the Salesman in Mims to find out
when a demonstration could be set up.
Councilman Ledbetter said that he would like to take this time and
remind the Council that the Street Department still needed a Trash
truck.
Mr. Copeland asked City Attorney Woods if he heard from DER.
City Attorney Woods said he had talked to Mr. Darling of DER about
requirements setting up trash-type land fill and is waiting to hear
from him.
The City Clerk said he received the letter today in the mail.
City Attorney Woods said he would have to go over the requirements
before we can contact someone to do the trash-type'land fill.

The City Clerk read Mr. Bosse's letter requesting that his schooling

for a B Class License in the amount of $170.00 to be paid in advance
by the City.
Councilman Cameron made a motion that Mr. Bosse's schooling be paid
for in advance and in three installments to the school as requested
in the letter. Councilman Asting seconded the motion. Upon roll
call motion CARRIED 4-0.
Mr. DeMuch asked what would stop Mr. Bosse from getting the license
and quitting and going to another job that pays more?
Councilman Cameron said Mr. Bosse's employment record in the past
shows he was a reliable employee.
Councilman Asting - no report.
Vice Mayor Rotundo - no report.
Fire Chief Dave Severance asked if he could give a presentation of
the new Fire Station and Training area. Fire Chief Severance asked
for approval of the new site which is located by the City Barn and
will be deed'edto the City by the County.
Councilman Asting made a motion to accept the new site by the City
Barn. Councilman Ledbetter seconded the motion. Upon roll call
motion CARRIED 4-0.
The City Clerk read the letter from Risk Management about coverage
extended to the Fire and Rescue departments.
Mr. Bevel told the City Clerk that he appreciated the information
about the insurance coverage, however he would like to find out
more about Workman's Compensation for the self employed volunteer.
Thanked the City Council for their help in this matter.
The City Clerk said that he would check into a special coverage for
the self employeed volunteer.
The City Clerk said that the microphone system was in working condi-
tion and that last week someone had removed two jacks from the system.
Measures were being taken to secure the Community Center on Mondays
before the Council meetings.
The City Clerk said that the city was informed by DER that they were
being sited for the Trash Dump on 36th and Mango Tree.
RESOLUTIONS
City Attorney Woods read Resolution #80-R-168.
A RESOLUTION IMPOSING A TEMPORARY MORATORIUM ON ANY FURTHER ANNEXATIONS
OF REAL PROPERTY AND SELLING WATER AND SEWER SERVICES TO PERSONS RE-
SIDING OUTSIDE THE CITY OF EDGEWATER, FLORIDA; REPEALING ALL RESOLU-
TIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE.
Councilman Cameron made a motion to accept the Resolution. Council-
man Asting seconded the motion. Upon roll call motion CARRIED 4-0.

A member of th~ audience (tape not audible) asked if the Council was
firing the Police Chief Earl Baugh or was it just rumor?

Councilman said NO, they were not going to fire the Chief.
Mr. Dan Holohan spoke to the Council about fear in the city and losing
the City Clerk. The proposal to fire the Building Inspector and re-
placing him with a full time employee, which he felt was wrong.
Mr..- Frank Wroniak told the Council Mr. Holohan's facts wet'e not correct~
Mr. Frank Opal said he would like to know what was being done..with
the funds for the street lights.
The City Clerk explained to him that the City Attorney advised that
the money be put in a separate line item and bank account. The City
Attorney also advised a letter be written to Florida Power and Light
for separate billing on the new street lights.

Councilman Cameron made a motion to adjourn. Councilman Asting
seconded the motion.
