CITY COUNCIL SPECIAL MEETING
May 29, 1980
Councilman Louis J. Rotundo as Vice Mayor of the City of Edgewater
called a Special Meeting of the City Council for the purpose of
authorizing emergency work on a section of the sewer system on
S. Riverside Drive and also for the purpose of appointing an Acting
Mayor. This meeting was called pursuant to Article II, Section 2-22
of the Municipal Code. Called to order at 6:00 P.M. in City Hall.

Councilman Asting said that the Council needs to authorize some
kind of action to get work started on the clogged line. We must
authorize the City Clerk to go out for bids to accomplish this
repair. We do not have the City employees or the equipment to make
this repai~
Councilman Rotundo asked if this was an emergency?
Councilman Asting said that in his opinion it was an emergency. If
we should have a complete stoppage it would mean sewer lines backing
up into homes along the line and could mean law suits against the City.
The line is so old that water, silt and sand is infiltrating through
the joints. We have to have the line cleaned out and this would be
done by a vacuum process and then we would check it with a TV camera
to find out where the leaks are and then the repairs can be made.
The cost has been estimated at around $1800.00. We could get this
money from the rerewal / replacement fund but it must be paid back
within a year. At this time I would like to make a motion that we
authorize the City Clerk that we go out for bids to make this repair.
Mr. Herget asked if Kevin Bosse, Supervisor of Wastewater Dept., could
speak to the Council?
Mr. Bosse said that the City would benefit if we allowed our Consulting
Engineers to handle this procedure and draw up the specifications.
Councilman Asting said he would withdraw his motion and make a new
motion to have the Consulting Engineers go out for bids to make this
repair. The bids should be back by 4:00 P.M. on June 18, 1980.
Councilman Cameron seconded the motion.
Mr. Frank Opal said that for the record this meeting is illegal
according to Florida Statue 1020. The law is being violated and he
wanted his protest to go on record.
Upon roll call the motion CARRIED 3-0.
The next item for consideration was the appointment of an Acting
Mayor.
Councilman Asting said that since Councilman Glaser has resigned the
City has had no Acting Mayor. If Councilman Rotundo resigns this
would leave the City without an Acting Mayor or a Vice Mayor.

Councilman Cameron made a motion that the Council appoint Neil Asting
as Acting Mayor. Councilman Rotundo seconded the motion. Upon roll
call the motion CARRIED 3-0.
Councilman Cameron made a motion to adjourn. Councilman Asting
seconded the motion. The meeting was adjourned.
