AN ORDINANCE TO BE CITED AS THE EDGEWATER UTILITIES
AND SERVICES AMENDMENTS OF 1981; DELETING THE REQUIRE-
MENTS FOR GARBAGE DEPOSITS; INCREASING THE DEPOSIT
FOR WATER AND SEWER FOR CUSTOMERS WITH LARGER THAN
THREE QUARTER INCH MAINS; DELETING SERVICE CHARGES
FOR READING SWIMMING POOL METERS; ADOPTING AND
INCORPORATING BY REFERENCE THE "MODEL ORDINANCE FOR
CONTROL OF BACKFLOW AND CROSS CONNECTIONS," CODIFYING
SAME AT SECTION 19-25 ET SEQ, CODE OF ORDINANCES;
INCORPORATING BY REFERENCE ORDINANCE 81-0-8 OF THE
CITY OF EDGEWATER, FLORIDA; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE
DATE.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF EDGEWATER, FLORIDA:
SECTION 1. That This Ordinance shall be cited as "the
Edgewater Utilities and Services Amendments of 1981."
SECTION 2. That Section 19-1 of the Edgewater Code of Ordinances
is hereby amended to read:
SEC. 19-1 Utility Deposit
The city shall require a utility deposit in the amount of thrity
dollars ($30.00) before water or sewer -services are initiated to any
equivalent living unit in the city. Such deposit shall remain with
the city without interest, as long as the owner is receiving water or
sewer service. These monies shall be invested and the income derived
therefrom be used in the operation of a water or sewer system thereby
helping to keep the rates for said services to a minimum.
If a consumer of water and sewer services has a water meter of
more than 3/4 inches in diameter, then the department shall average
t he monthly bills for the immediately two preceeding months and shall
bill the customer for this amount as a deposit as above. For new
water -sewer customers with water meters of more than 3/4 inches in
diameter, the department shall estimate an average bill for water and
sewerage forthepurposes of determing a deposit. After two reg_i.lar
monthly bills have been issued to the customer, the department shall
average them and fix the deposit at that amount.

SECTION 3. That Section 19-15, paragraph (5) thereof, is
hereby repealed.
SECTION 4. That the City of Edgewater, Florida, hereby
adopts, and incorporates by reference, the "Model Ordinance for
Control of Backflow and Cross Connections" as developed by the
University of Southern California; and same shall be codified at
Section 19-25 et seq., Code of Ordinances of the City of Edgewater,
Florida.
SECTION 5. That Ordinance 81-0-8 of the City of Edgewater,
Florida, is hereby incorporated by reference within this Ordinance.
SECTION 6. That all ordinances or parts of ordinances and
all resolutions or parts of resolutions in conflict herewith, be and
same are hereby repealed.
SECTION 7. That this Ordiance shall take effect immediately
upon its final passage and approval as provided by law.

The first reading of the above ordinance was read in full
and passed by a vote of the City Council of the City of Edgewater,
Florida, at a regular meeting of said Council held on the =? SAay
of March, 1981, and approved as provided by law.
This Ordhance shall be published by title only at least one (1)
time in a newspaper of general circulation in the City of Edgewater,
Florida, which said publication shall not be less than seven (7)
days prior to final passage of this Ordinance.
The second reading of said Ordinance to be at a regular meeting
of the City Council to be held on the G day of 1981.
