A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGE -
WATER, FLORIDA, ENDORSING AND SUPPORTING THE ESTABLISH-
MENT OF AN AREAWIDE TRANSPORTATION INFORMATION SERVICE
FOR CONCURRENCY MANAGEMENT TO REDUCE COSTS AND
FACILITATE ECONOMIC DEVELOPMENT; REPEALING ALL
RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Chapter 163 of Florida Statutes requires local
governments to establish concurrency management systems which
involve substantial costs; and
WHEREAS, substantial savings can be achieved for citizens
and local governments through an areawide transportation informa-
tion service for concurrency management supported by user fees
paid by applicants for development permits; and
WHEREAS, the existence of conflicting information for
transportation concurrency management could cause confusion for
the development community, the financial community, and the gener-
al public; and
WHEREAS, efforts need to be made to stimulate economic
development and reduce costs of local government services; and
WHEREAS, the Metropolitan Planning Organization (MPO) is
updating the Long -Range Transportation Plan for the Volusia area,
including an updated traffic model which can be utilized for deci-
sion -making in connection with concurrency management; and
WHEREAS, an areawide transportation information service
would benefit local governments in the operation of their concur-
rency management systems and complement the work of the Metropoli-
tan Planning Organization (MPO); and
WHEREAS, each jurisdiction should have ongoing input and
oversight in the development of transportation impact informa-
tion; and
WHEREAS, each jurisdiction will maintain control over the
issuance of development permits, if an areawide transportation
information service is established; and
WHEREAS, an areawide transportation information service
would enhance the overall transportation planning, Local involve-
ment, and intergovernmental relations in the area.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

CITY OF EDGENATER, FLORIDAZ
SECTION 1. That the City Council of the City of Edge-
water, Florida, endorses the concept of an areawide transporta-
tion information services for concurrency management, operated by
VCOG/MPO for local government entities.
SECTION 2. That the City Council of the City of Edge-
water, Florida,_ hereby authorizes and directs its staff to fvr-

the feasibility of an areawide transportation
information service for concurrency management purposes, includ-
ing obtaining consultant proposals, developing financial plans,
identifying potential inkind contributions by local governments,
working with area jurisdictions to bring about such an areawide
service, and other appropriate actions.
SECTION 3. That a copy of this Resolution shall be sent
to the Volusia County Council in support of VCOG/MPO providing
this service for local governments.
SECTION 4. That all resolutions or parts of resolutions
in conflict herewith, be and the same are hereby repealed.
SECTION 5. That this resolution shall take effect immedi-
ately upon its adoption by the City Council of the City of Edge-
water, Florida, and approval as provided by law.
This Resolution was introduced and sponsored by Councilman
Jones , and was read and passed by a vote of the City Coun-
cil of the City of Edgewater, Florida, at a Re,lar meet-
ing of said Council held on the 3 day of December ,
1990, and approved as provided by law.
