90-R-34aj RESOLUTION NO. 90-R-34 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AUTHORIZING THE APPROPRIATE OFFICIALS OF THE CITY OF EDGE - WATER, FLORIDA, TO EXECUTE AMENDMENT NO. 1990- 02, "ENGINEERING SERVICES ASSOCIATED WITH DESIGN AND CONSTRUCTION MANAGEMENT OF THE NORTH U.S. 1 WATER DISTRIBUTION SYSTEM IMPROVEMENTS FOR THE CITY OF EDGEWATER" WITH DYER, RIDDLE, MILLS & PRECOURT, INC.; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR AN EFFECTIVE DATE. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1: The City Council of the City of Edgewater, Florida, hereby authorizes the appropriate officials of the City of Edgewater, Florida to execute Amendment No. 1990-02, "Engineering Services Associated with Design and Construction Management of North U.S. 1 Water Distribution System Improvements for the City of Edgewater" with Dyer, Riddle, Mills & Precourt, Inc. SECTION 2: A copy of said Amendment is attached to this Resolution and by reference incorporated herein as if fully set forth and marked Exhibit "A". SECTION 3: That all resolutions or parts of resolutions in conflict herewith be and the same are hereby repealed. SECTION 4: That this Resolution shall take effect immedi- ately upon its adoption by the City Council of the City of Edge- water, Florida, at a Regular meeting of said Council held on the 2t day of May ,199 0 , and approved as provided by law. This Resolution was introduced and sponsored by Councilman Fish and was read and passed by a vote of the City Council of the City of Edgewater, Florida, at a Regular meeting of said Council held on the 21 day of May ,199 0 and authenticated as provided by law. No. 90-R-34 a, i {/. t' AMENDMENT NO. 1990-2 ENGINEERING SERVICES ASSOCIATED WITH DESIGN AND CONSTRUCTION MANAGEMENT OF THE NORTH U.S. I WATER DISTRIBUTION SYSTEM IMPROVEMENTS FOR THE CITY OF EDGEWATER This AMENDMENT made and entered into this 21 day of 14ay amends the consulting engineering AGREEMENT for professional services between the CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA (hereinafter referred to as "CITY"), and DYER, RIDDLE, MILLS 6 PRECOURT, INC. (hereinafter referred to as "CONSULTING ENGINEER") to perform engineering services relative to final design and construction management of the North U.S. I Water Distribution System Improvement for the CITY; WHEREAS, this AMENDMENT shall Incorporate all of the conditions and requirements of the original CONTRACT between the CONSULTING ENGINEER and the CITY, dated October 19, 1987; Provisions delineated in the October 19, 1987 AGREEMENT shall remain In full force without modification. In case of conflict this AMENDMENT shall prevail. This AMENDMENT provides for certain professional consulting engineering services relative to the CITY's water supply system. The services provided in this AMENDMENT Include, but are not limited to, providing engineering services to the City related to the design and construction management for the North U.S. I Water Distribution System Improvement. As directed by the designated CITY representative to the CONSULTING ENGINEER, confirmed by the CITY's work order, the scope of services and professional engineering compensation as delineated In Exhibit A, "DAMP Work Order Description" are made part of this AMENDMENT. Dyer, Riddle, Mills 6 Precourt, Inc. � //�,� 1//71D1/t� /.&2a B i Witness ' Vice Pi6sdent CITY OF EDGEWATER, FLORIDA Wltnes Witness Mayor EXHIBIT A CITY OF EDGEWATER DRMP WORK ORDER DESCRIPTION Project Title: The City of Edgewater desires to provide commercial fire flow protection on the east side of U.S. 1 from Park Avenue to Sanchez Avenue Project Scope: A. Detailed Design Phase Based on hydraulic model analysis conducted previously, it has been determined that : 4800 L.F. of 8" water main and ten (10) new fire hydrants constructed on the east side of Ridgewood Avenue (U.S. 1) will provide commercial fire flow protection as required by the City's Fire Department. The detailed design phase consists of the preparation of construction drawings, technical specifications and contract documents suitable for bidding purposes, final construction cost estimates and obtaining the required permits for t 4800 L.P. of 8" water main, ten (10) fire hydrants, miscellaneous water service connections and right-of-way restoration. The construction drawings shall be double -panel plan view at a 1"=20' scale with one foot contour Intervals. Drawings will also detail location of proposed work as well as locations of underground utilities as provided by utility companies (i.e., telephone, gas, cable T.V., electric, etc.). Pipeline routing will be coordinated with FDOT and other agencies as required. DRMP will prepare and submit permit applications on behalf of the City to PDER and FDOT. The City will pay the direct costs of all permit application fees. B. Bidding Services Phase Upon authorization by the City, DRMP shall assist the City in obtaining bids, conduct a pre -bid conference (if desired), Issue necessary addenda and assist In the bid openings. DRMP shall assist the City to evaluate the bids and make a recommendation of award to the lowest responsible bidder. C. Construction Administration Phase Engineering services In this phase shall be as follows: I. Review of Contractor's application for payment on a monthly basis, and recommendation of payment to the City in accordance with contract documents and work completed. 2. Review of shop drawings required to be submitted in accordance with the design specifications for conformance with the design concept and specifications. 3. Issue instructions to the Contractor on behalf of the City, as necessary, to ensure complete understanding, Interpretation and prosecution of the project in accordance with the design concept. 4. Periodic visits to the site to ascertain project status and contractor performance. 5. Conduct facility Inspections for substantial and final project completion and certify project to regulatory agencies when complete. 6. Record drawings based on data furnished by the contractor, Including any required changes to the original design, shall be prepared and submitted to the City. One set of sepias and one set of prints will be provided. Project Duration: The preliminary design and detailed design phases shall be completed within nine (9) weeks after notice to proceed. Project Compensation: DRMP shall invoice the City on a monthly basis In accordance with the conditions and requirements of the original contract between DRMP and the City dated October 9, 1987. The total upset limit for this project is $22,929 (Design and Bidding Phase: $19,089; Construction Phase $3,840).
