90-R-3a RESOLUTION NO. 90-R-3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGE - WATER, FLORIDA, AUTHORIZING PARTICIPATION IN THE COOPERATIVE PURCHASING PROGRAM AND COUNCIL OF THE VOLUSIA COUNCIL OF GOVERNMENTS (VCOG); REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Volusia Council of Governments offers a Coop- erative Purchasing Program to member governments; and WHEREAS, the Program's purpose is to promote greater effi- ciency and economy in local government by obtaining better prices from respective bidders through cooperative purchasing; and WHEREAS, in order to implement the Cooperative Purchasing Program, VCOG has established the VCOG Cooperative Purchasing Council consisting of representatives of each participating go- vernmental unit, the purpose of the Council being to select bid items and establish procedures for the Cooperative Purchasing Program; and WHEREAS, participation in the Cooperative Purchasing Pro- gram is voluntary, with each member retaining the option to join or refrain from participating in the purchase of any specific item or service; and WHEREAS, it is understood that no participating member, by this resolution or any other related agreement or document, sur- renders or abdicates any of its inherent constitutional or statu- tory authority and responsibilities to the Volusia Council of Governments. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1. That the City Council of the City of Edgewater hereby authorizes the participation of the City of Edgewater in the Cooperative Purchasing Program established by the Volusia Council of Governments. SECTION 2. That the City Council of the City of Edgewater hereby appoints the FINANCE DIRECTOR, on the Cooperative Purchas- ing Council and in the operation of said Program. SECTION 3. That the City Council of the City of Edgewater reserves the right and prerogative to withdraw from said Coopers- tive Purchasing Program and Council by written notice when it is determined that further participation will no longer be to the advantage of the City of Edgewater. SECTION 4. That all resolutions or parts of resolutions in conflict herewith, be and the same are hereby repealed. SECTION 5. That this resolution shall take effect immedi- ately upon its adoption by the City Council of the City of Edge- water, Florida, and approval as provided by law. This Resolution was introduced and sponsored by Councilman Hatfield , and was read and passed by a vote of the City Coun- cil of the City of Edgewater, Florida, at a Regular meet- ing of said Council held on the 10 day of January , 1990, and approved as provided by law.
