WHEREAS. the Volusia Coastal Area Metropolitan Planning
Organization (MPO) has been duly recognized by the Governor of
the State of Florida as the agency responsible for the continuing,
cooperative, and comprehensive transportation planning process
In the urbanized coastal areas of Volusia County; and
WHEREAS, in October, 1979, the Governor designated the
local governmental entities constituting the Volusia Coastal Area
MPO and their respective apportioned members; and
WHEREAS, the cities of Deland, Orange City, and Lake Helen,
and the surrounding unincorporated communities of Volusia County,
Florida, comprise a rapidly developing area approaching 50,000
population; and
WHEREAS, the resulting transportation needs of that area
will be adequately addressed only through a continuing, cooperative,
and comprehensive transportation planning process; and
WHEREAS, the establishment of such a transportation planning
process under the direction of a MPO is a condition to the receipt
of federal capital and operating assistance by urbanized areas of
50,000 or greater population; and
WHEREAS, Florida Statutes 339.175(2)(a) has been amended to
allow an increase in the maximum MPO membership from fifteen to
eighteen members; and
WHEREAS, the Volusia Coastal Area MPO can with only minor
modification of its organization and membership equitably and
effectively represent the general purpose governments within
the West Volusia urbanized area as well; and
WHEREAS, the establishment of a single MPO for all of
Volusia County, Florida, to be named the Volusia County MPO,
will result in the most efficient and effective transportation
planning process; and
WHEREAS, Florida Statutes 339.175 provides that the
Governor shall, with the agreement of the affected units of
general purpose local governemnt as required by federal rules and
regulations, apportion the MPO membership among the various
governmental entities within the area on the basis of equitable
population ratio and geographic factors.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EDGEWATER, FLORIDA:
SECTION 1: That the City of Edgewater does support the
expansion of the MPO boundary to include the urbanized areas of
West Volusia County; and
SECTION 2: That the City of Edgewater does agree that the
membership reapportionment plan set forth here below is the most
equitable reapportionment possible.

SECTION 3: That all resolutions or parts of resolutions in
conflict herewith be and the same are hereby repealed.
SECTION 4: That this Resolution shall take effect immediately
upon its adoption by the City Council of the City of Edgewater,
Florida, at a regular meeting of said Council held on the 6th
day of June .198 e,and approved as provided by law.
This Resolution was introduced and sponsored by Councilman
Prater and was read and passed by a vote of the City Council
of the City of Edgewater, Florida, at a regular meeting of said
Council held on the 6th day of June 198 8 , and authenticated
as provided by law.
