Riverside Drive Edgewater, FL 32132 Council Chambers Kadie Mullins, Chair of the Recreation and Cultural Services Board, called the meeting to order at 4: 45 p. m. 2. ROLL CALL Also present was Economic Development Coordinator and Interim Parks & Recreation Director, Samantha Bergeron. Present 5 - Walt Zakaluzny, Kadie Mullins, Tiffany Evers, Laura Bernstein and Glenn Powers 3. APPROVAL OF MINUTES a. AR-2017-2561 Approval of Special Meeting Minutes from February 16, 2017 Attachments: 2-16-17 RCS Board Special Meeting Minutes A motion was made by Tiffany Evers, second by Laura Bernstein, to approve Minutes from the February 16, 2017 Recreation and Cultural Services Board Meeting. The MOTION was APPROVED unanimously. Yes: 5 - Walt Zakaluzny, Kadie Mullins, Tiffany Evers, Laura Bernstein, and Glenn Powers 4. OLD BUSINESS Tiffany Evers met with local moms who shared input regarding developing some 'pocket parks". She suggested inviting them to come to an upcoming board meeting to share ideas about what they envision for these neighborhood parks. Glenn Powers noted that the surfacing material used at River Breeze Park is deteriorating and molding underneath. Sam Bergeron, stated that this same type of surfacing was originally used for the playground at Hawks Park and recently had to be removed. She indicated that alternate surfacing is being researched for the Whistle Stop Park renovation. 5. NEW BUSINESS a. AR-2017-2560 Parks & Recreation Director Report Sam Bergeron reported that pilings at Kennedy Park have been repaired and reset. The City is in the process of applying for multiple grants to fix the boat ramp. The fishing pier at Menard May Park has been replaced and the City is applying for a grant to repair the beach as well. Staff from all departments met recently to share ideas regarding Whistle Stop Park renovation. A grant for the skate park portion of Whistle Stop is being applied for through the Tony Hawk Foundation. DMC assisted the City in obtaining additional Whistle Stop Park renovation funding through the ECHO Grant. The YMCA is getting an ADA bathroom addition, some roof work and remediation. Ms. Bergeron mentioned that the City is still working to install disc golf somewhere in Edgewater, though the location has not been selected. She also noted that on Saturday, May 29th a bench in memory of Malecia Harris will be dedicated with a small ceremony. b. AR-2017-2556 1. Recreation & Cultural Services Board Appointment: Due to the expired term of Kadie Mullins, whose term expired February 5, 2017, and is seeking reappointment. Attachments: Kadie Mullins Reappointment Request A motion was made by Tiffany Evers, second by Laura Bernstein, to recommend Kadie Mullins to City Council for reappointment to the Recreation and Cultural Services Board. AR-2017-2557 Holiday Light Decorating Contest 2017 The Board agreed to begin promoting the holiday light decorating contest in July this year. A flyer specific to businesses will be created and mailed with Business Tax Receipt renewal notices to generate more interest in decorating by local businesses. Contest information will be included in the quarterly printed newsletter, in the City's weekly e-mail and on Facebook. Tiffany Evers offered to assist with social media promotion. City of Edgewater Page 2 Printed on 71612017 Recreation & Cultural Services Meeting Minutes April 20, 2017 Board Kadie Mullins suggested doing a Christmas stroll along Park Avenue. Laura Bernstein added that the event could include old fashioned activities with Santa at the Community Center, games and caroling. The Board discussed doing this in conjunction with the Parade or possibly the following week. d. AR-2017-2555 Strategic Planning Workshop Kadie Mullins proposed to the board, a workshop for strategic planning in order to discuss what the Board can do differently, the Board's vision, what the Board wants to accomplish, and how the board can support Parks & Recreation in accomplishing their master plan. The workshop was tentatively scheduled for June 24, 201 7from 10: 00 a. in. to 12: 00 p. in. 7. DISCUSSION ITEMS Glenn Powers mentioned to the board that he and Sam recently attended a valuable Ethics course. Mr. Powers also commented on the success of the EdgeFest Easter event. Laura Bernstein suggested a more open layout for vendors next year to allow people to spread out as they wait for the Hunt to begin. & ADJOURN There being no further business, the meeting adjourned at 5: 24 p. m.
