Riverside Drive Edgewater, FL 32132 Council Chambers Kadie Mullins, Chair of the Recreation and Cultural Services Board, called the meeting to order at 4: 45 p. in. 2. ROLL CALL Also present were Assistant City Manager, John McKinney and Economic Development Coordinator and Interim Parks & Recreation Director, Samantha Bergeron. Present 5 - Walt Zakaluzny, Kadie Mullins, Tiffany Evers, Laura Bernstein and Glenn Powers 3. APPROVAL OF MINUTES A motion was made by Laura Bernstein, second by Glenn Powers, to approve Minutes from the December 15, 2016 Recreation and Cultural Services Board Meeting. The MOTION was APPROVED unanimously. Yes: 5 - Walt Zakaluzny, Kadie Mullins, Tiffany Evers, Laura Bernstein, and Glenn Powers AR-2016-2382 Special Meeting Minutes from December 15, 2016 4. OLD BUSINESS - None at this time 5. NEW BUSINESS AR-2016-2383 Election of Chair and Vice Chair After a brief discussion, a motion to reappoint Kadie Mullins as the Chair of the Board, was made by Laura Bernstein and second by the rest of the board. The MOTION was APPROVED unanimously. A motion was made by Walt Zakaluzny and second by Tiffany Evers to nominate Glenn Powers for the position of Vice Chair. Mr. Powers agreed and the MOTION was APPROVED unanimously. City of Edgewater Page 1 Printed on 411912017 Recreation & Cultural Services Meeting Minutes February 16, 2017 Board AR-2016-2384 Director's Progress Reports for Projects Samantha Bergeron, reported that the City is working to complete repairs at Kennedy Park and Menard-May Park, including ramp, sea wall, docks and shore damaged with Hurricane Matthew. The dock at Veteran's Park is also in need of piling repair due to worm damage. Some repairs will be budgeted for next year along with bathroom improvements at both Menard-May Park and Veteran's Park. The YMCA building has been painted and landscaped and a contractor has been selected for their new ADA bathroom project. Ms. Bergeron reported that projects for next year's budget include: • Removing the wooden pavilion at the back ofRotary Park and replacing it with a new pavilion • Replacing playground shade lost in the hurricane and ground cover at the YMCA playground • Adding additional amenities in Umbrella Tree 'pocketparks" • Purchasing new holiday flags and banners for Park Avenue and SR 442 Ms. Bergeron also reported meeting with Gene Varano regarding the proposed disc golf course at Rotary Park. The Rotary Club has offered to donate half of the cost of the course ($1, 750.00) in addition to providing labor assistance with course installation. The course is scheduled to be installed by June. In January, City Council expressed an interest in creating a memorial for Malecia Harris. A park - bench with a plaque, in loving memory of Malecia, surrounded by plants, will be placed in the sidewalk circle ofHawks Park. A date for unveiling of the memorial will be announced. Work on the Department of Transportation landscape beautification grant for US] and SR 442 is underway to the South where irrigation is being installed by a contractor. Also being worked on is the Sun Trail from Dale Street, around Parktowne, through Daytona State College to 10th Street. A grant to offset half the maintenance cost of the trail is being applied for. AR-2016-2385 Whistle Stop Park Update Niles Cyzycki, of Dredging & Marine Consultants, reported that on January 30th DMC submitted 30% plans for Whistle Stop Park to the City for review. Assistant City Manager, John McKinney, stated that staff is compiling a list of standard equipment and buildings to assist DMC in finalizing plans to bring a 100% plan back to the board. Mr. Cyzycki also reported that, with the City's assistance, DMC has applied for a $400, 000.00 ECHO Grant. There will be a site visit on February 28th with the ECHO review team to look at the Whistle Stop Park property followed by a meeting at the YMCA to discuss what projects are eligible for the grant. DISCUSSION ITEMS Mr. Powers expressed a concern regarding the St. John's Water Management District's involvement in the wetlands around Whistle Stop Park. Ms. Bergeron assured Mr. Powers that the City works closely with both the Department of Environmental Protection and the St. John's Water Management District on all City projects and that wetlands near Whistle Stop Park will not being disturbed. Ms. Bergeron reminded everyone of upcoming events. The Edgewater Expo Group is holding their annual Riverfest Business Expo on March 25th from 10: 00 a.m. to 4: 00 p. m. on Park Avenue and in Kennedy Park. April 8th is the "Easter Eggstravaganza" and May 6th is the "Day on the River" at Menard May Park. Mr. Zakaluzny informally announced the winners from the recent Chili cook-offIn the professional division, the winner was 30th Street. In the amateur division, the winner was the City Slickers group including chili chef and Assistant City Manager, John McKinney. Mr. Powers suggested the board work to get more interest in the Holiday Light Decorating Contest especially from local businesses. 7.
