89-R-51� r - RESOLUTION NO. 89-R-51 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AUTHORIZING THE APPROPRIATE OFFICIALS OF THE CITY OF EDGEWATER, TO EXECUTE AMENDMENT NO. 1989-10, -ENGINEERING SERVICES ASSOCIATED WITH PREPARAING THE CAPITAL IMPROVEMENTS ELEMENT OF THE CITY'S COMPREHENSIVE LAND USE PLAN FOR THE CITY OF EDGEWATER' WITH DYER, RIDDLE, MILLS & PRECOURT, INC.; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR AN EFFECTIVE DATE. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1. That the City Council of the City of Edge- water, Florida, hereby authorizes the appropriate officials of the City of Edgewater, Florida, to execute Amendment No. 1989-10, "Engineering Services Associated with preparing the Capital Improvements Element of the City's Comprehensive Land Use Plan for the City of Edgewater, with Dyer, Riddle, Mills & Precourt, Inc. SECTION 2. A copy of said Amendment is attached to this Resolution and by reference incorporated herein as if fully set forth and marked Exhibit "A". SECTION 3. That all resolutions or parts of resolutions in conflict herewith be and the same are hereby repealed. SECTION 4. That this Resolution shall take effect immedi- ately upon its adoption by the City Council of the City of Edge- water, Florida, at a Regular meeting of said Council held on the 17 day of July , 1989, and ap- proved as provided by law. EXHIBIT A CITY OF EDGEWATER DRMP WORK ORDER DESCRIPTION Project Title: Preparation of the City of Edgewater Comprehensive Land Use Plan Capital Improvements Element Background:ln order to provide for the management of growth in and adjacent to the City, a Comprehensive Land Use Plan has been prepared. In this plan, the capital improvements associated with the orderly and cost-efficient management of City-wide growth are Identified. The Capital Improvements Element provides for determining the cost of these various capital improvements, prioritizes the improvements in terms of greatest need, and identifies the existing revenue sources and funding mechanisms available to the City. Purpose: This project is Intended to provide engineering services associated with the preparation of the City of Edgewater Capital Improvements Element. The Element will be prepared in accordance with Chapter 91-5 of the Florida Administrative Code, and will incorporate all the necessary data collection and analyses associated with a minimum planning period of 5 years. Scope and Engineering Services: The engineering services to be performed are comprised of those specifically set forth herein. The tasks are broken down Into five (5) categories which are described as follows: Task l: Data Collection a. Identify public facility needs as determined by all of the City's comprehensive plan elements, and as required to support the future land use element. b. Define geographic service areas, as well as the location of all major system components within the City's jurisdiction. C. Identify existing revenue sources and funding mechanisms. Task 2: Data Analysis a. Analyze existing local planning practices. b. Determine the fiscal implications of the existing system deficiencies and future needs for each type of public facility. C. Determine the costs of needed capital improvements (both for mitigation of existing deficiencies and replacement/new growth needs pursuant to the future land use plan). d. Define the impact of new or improved public educational and public health care systems and facilities on the provision of infrastructure. e. Establish improvement priorities, location, and scheduling. f. Assess the City's ability to finance needed capital Improvements. Task 3: Develop Goals, Objectives and Policies Task 4: Describe Capital Improvements Program Implementation a. Prepare five-year improvements schedule (include project description/location, and determine consistency with other individual comprehensive plan elements). b. Prepare a list of projected costs and revenue sources by type of public facility. C. Identifv programs to be adopted which ensure that the goals, objectives, and policies establishd in the capital improvements element are met or exceeded. Task 5: Develop Annual Monitoring and Evaluation Criteria Task 6: Prepare Capital Improvements Program Element Task 7: Meeting a. Present CIP Element at public hearing expected to be scheduled for September 18, 1989. Project Duration: The project shall be completed twelve 02) weeks after notice to proceed. Project Compensation: This project will be invoiced on a monthly basis in accordance with the conditions and requirements of the original contract between DRMP and the City, dated October 19, 1987. The total up -set limit for this project is $7,552. An itemized description of the estimated fee is provided in Attachment 2. AMENDMENT NO. 1989-10 ENGINEERING SERVICES ASSOCIATED WITH PREPARING THE CAPITAL IMPROVEMENTS ELEMENT OF THE CITY'S COMPREHENSIVE LAND USE PLAN FOR THE CITY OF EDGEWATER This AMENDMENT made and entered into this 17th day of July, 1989, amends the consulting engineering AGREEMENT for professional services between the CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA (hereinafter referred to as "CITY"), and DYER, RIDDLE, 14ILLS & PRECOURT, INC. (hereinafter referred to as "CONSULTING ENGINEER") to perform engineering services relative to preparing the Capital Improvements Element of the City's Comprehensive Land Use Plan; WHEREAS, this AMENDMENT shall incorporate all of the conditions and requirements of the original CONTRACT between the CONSULTING ENGINEER and the CITY, dated October 19, 1987; Provisions delineated in the October 19, 1987 AGREEMENT shall remain in full force without modification. In case of conflict this AMENDMENT shall prevail. This AMENDMENT provides for certain professional consulting engineering services relative to the CITY's Comprehensive Land Use Plan. The services provided in this AMENDMENT include, but are not limited to, providing engineering services to the City related to the preparation of the Capital Improvements Element. As directed by the designated CITY representative to the CONSULTING ENGINEER, confirmed by the CITY's work order, the scope of services and professional engineering compensation as delineated in Exhibit A, "DRMP Work Order Description"; Attachment 1, "General Provisions"; and Attachment 2, "CIP Element Preparation" - Compensation Summary"; are made part of this AMENDMENT.
