89-R-41J RESOLUTION NO. 89-R-41 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, ADOPTING AN ADDENDUM TO THE 201 FACILITIES PLAN FOR SOUTH (COASTAL) VOLUSIA COUNTY, REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Edgewater adopted the 201 Facilities Plan for South Coastal Volusia County in Reso- lution 4732, passed on September 19, 1977, and WHEREAS, an addendum to the adopted 201 Facilities Plan has been prepared which demonstrates the need for the construc- tion of a central sanitary sewer system in the Florida Shores Development which is currently served by septic tank sewage dis- posal sytems, a transmission system consisting of low pressure sewer collection, force mains, and pump stations, and improve- ment/expansion of the City of Edgewater sewage treatment plan to handle additional flows generated by Florida Shores plus reason- able growth. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA2 SECTION 1. The City Council of the City of Edgewater does hereby adopt the addendum to the 201 Facilities Plan for South Coastal Volusia County and approves the recommendation contained therein. SECTION 2. A copy of said Addendum is attached to this Resolution and by reference incorporated herein as if fully set forth. SECTION 3. That all Resolutions or parts of Resolutions in conflict herewith be and the same are hereby repealed. SECTION 4. That this Resolution shall take effect imme- diately upon its adoption by the City Council of the City of Edge- water, Florida, at a special meeting of said Council held on the 30th day of May , 1989, and approved as provided by law. The City has planned certain capital improvements, expansions and additions to its infrastructure (water, wastewater, stormwater and paving) intended to provide service level improvements where infrastructure facilities have been determined to be undesirable in addition to providing for the community growth currently being experienced. The 201 Facilities Plan and this capital financing plan deal with the wastewater components of the City's capital improvement plan. The primary objective of the 201 Facilities Plan is to provide for central wastewater collection and treatment facilities for the Florida Shores area. Florida Shores is an existing subdivision within the City limits encompassing approximately 4.3 miles and having approximately 5400 building parcels, of which approximately 2030 currently have residences constructed. Due to the high groundwater conditions and Increasing residential densities in the development, septic tank drainfield failures are occurring with increasing frequency, resulting in significant public health and environmental hazards. The recommended plan as described in the 201 Facilities Plan report calls for the construction of the following facilities: 1. Low pressure collection sewer system in the Florida Shores development ($4,600,000). 2. Expansion and upgrade of the City's 1.0 MGD secondary wastewater treatment plant to a 2.5 MGD advanced waste treatment plant with continued effluent disposal to the Indian River ($6,500,000). 3. Construction of a recovered water distribution system in the Florida Shores development ($2,100,000). Revenue pledges available to support a debt issue to fund the projects are as follows: Sewer User Charges (rates) - A preliminary analysis of the City's existing rates with regard to obtaining a State Revolving Loan at an assumed interest rate of 5.0% to totally fund the wastewater project indicates that a 25% rate increase would be required in addition to the other revenue pledges described below. This rate increase would result in increasing the average household monthly wastewater user charge from $20 to $25. 2. Impact Fees - A preliminary analysis of the City's existing impact fees with regard to the construction cost of the growth -related additional plant capacity being constructed resulted in the need for a 25% increase in the City's existing impact fee. The current impact fee of $1000/ERU would be increased to $1250/ERU. For Florida Shores residences existing at the time the sewers are installed, the impact fee would be amortized over a 20 year period at the assumed SRF interest rate of 5% (approximately 2400 units at $107/yr/unit). For new residences both inside and outside the Florida Shores development, the Impact fee would be totally collected prior to connecting to the system. 3. Special Assessment - All Florida Shores building lots, whether built on or vacant, will pay a collection system assessment (approximately 5400 lots at $41/unit). 4. Retrofit Connection Fees - This charge of $900/unit is applied to existing Florida Shores residences (2400 units) for the retrofit of their existing septic tanks to STEP units at the time of construction of the low pressure collection system. For the purpose of this capital finance analysis, it has been amortized over 20 years at the assumed SRF 5.0% interest rate (2400 units at $77/yr/unit). 5. Recovered (Reuse) Water System User Fees - A flat fee of $6/month for each connection to the system was assumed for this revenue stream. It was also assumed that 20% of the Florida Shores wastewater connections would connect to the reuse system. It should be noted that the capital financing plan presented in this report assumes the following: 1. SRF loan obtained for the full project amount at a 5.0% interest rate. 2. The number of wastewater connections would grow at a rate of 245/Year (185 In Florida Shores and 60 elsewhere), 3. Assessment fees would experience a 100% collection rate. Table I provides a summary of the yearly costs associated with each wastewater connection category that will exist in the City as a result of this project.
