89-R-20RESOLUTION NO. 89-R-20 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AUTHORIZING THE APPROPRIATE OFFICIALS OF THE CITY OF EDGEWATER, TO EXECUTE AMENDMENT NO. 1989-5, "ENGINEERING SERVICES ASSOCIATED WITH UPDATE OF THE WASTEWATER FACILITIES PLAN FOR THE CITY OF EDGEWATER" WITH DYER, RIDDLE, MILLS & PRECOURT, INC.; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR AN EFFECTIVE DATE. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1. That the City Council of the City of Edge- water, Florida, authorizes the appropriate officials of the City of Edgewater, Florida, to execute Amendment No. 1989-5, "Engineer- ing Services Associated with Update of the Wastewater Facilities Plan for the City of Edgewater," with Dyer, Riddle, Mills & Precourt, Inc. SECTION 2. A copy of said Amendment is attached to this Resolution and by reference incorporated herein as if fully set forth and marked Exhibit "A". SECTION 3. That all resolutions or parts of resolutions in conflict herewith be and the same are hereby repealed. SECTION 4. That this Resolution shall take effect immedi- ately upon its adoption by the City Council of the City of Edge- water, Florida, at a Regular meeting of said Council held on the 17 day of April , 1989, and ap- proved as provided by law. No. 89-R-20 e AMENDMENT NO. 1999-5 ENGINEERING SERVICES ASSOCIATED WITH UPDATE OF THE WASTEWATER FACILITIES PLAN FOR THE CITY OF EDGEWATER This AMENDMENT made and entered into this 17 day of April 19Pends the consulting engineering AGREEMENT for professional services between the CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA (hereinafter referred to as "CITY"), and DYER, RIDDLE, MILLS & PRECOURT, INC. (hereinafter referred to as "CONSULTING ENGINEER") to perform engineering services relative to updating the existing wastewater facilities plan for the CITY; WHEREAS, this AMENDMENT shall incorporate all of the conditions and requirements of the original CONTRACT between the CONSULTING ENGINEER and the CITY, dated October 19, 1987; Provisions delineated in the October 19, 1987 AGREEMENT shall remain in full force without modification. In case of conflict this AMENDMENT, shall prevail. This AMENDMENT provides for certain professional consulting engineering services relative to the CITY's existing wastewater facilities plan. The services provided in this AMENDMENT include, but are not limited to, providing engineering services to the CITY related to updating the CITY's wastewater facilities plan. As directed by the designated CITY representative to the CONSULTING ENGINEER, confirmed by the CITY's work order, the scope of services and professional engineering compensation as delineated in Exhibit A, "DRMP Work Order Description", and Attachment 1, "Wastewater Facilities Plan - Compensation Summary"; are made part of this AMENDMENT. DRMP #87-400.14 IN WITNESS WHEREOF, the parties hereto have accepted, made and executed this AMENDMENT No. 1989-5 upon the terms and conditions stated in the AGREEMENT dated October 19, 1987. / Dyer, Riddle, Mills 6 Precour I mess ,,Witness Vice rest ent CITY OF EDGEWATER, FLORIDA Wit ess r� 4ayo Witness EXHIBIT A CITY OF EDGEWATER DRMP WORK ORDER DESCRIPTION Project Title: Wastewater Facilities Plan Project Objective: The existing wastewater facilities plan will be updated to include a wastewater collection system evaluation (i.e., low pressure vs. conventional), wastewater treatment (i.e., secondary, advanced, etc.) and effluent disposal alternatives (i.e., deep well, land application, surface water, etc.). An economic analysis of the effluent disposal, and wastewater collection and treatment system alternatives will be performed. The final report will he submitted to the Florida Department of Environmental Regulation (FDER) for the State Loan application. The project shall be completed by April 20, 1989, public hearing of the Plan on May 29, 1989, and submittal to the FDER, with adopting resolution, by June 1, 1989. Project Scope: The project has been divided into six (6) tasks which are described below: Task It Population and Flow Projections - The existing population and flow projections will be reviewed and updated to reflect the current trends and their impact on the existing wastewater collection and treatment facilities. Task 2: Wastewater Collection Facilities - The existing wastewater collection system will be evaluated. Alternative wastewater collection systems will be evaluated and will include, but not be limited to, low pressure sewer systems. Economic and non -economic evaluations of conventional and alternative sewer systems will be conducted and included in the final report. Task 3: Effluent Disposal - Three (3) methods of effluent disposal will be evaluated and include: deep well Injection, land application and surface water disposal. These effluent disposal alternatives will be evaluated on an economic and non -economic basis and the results included in the final report. Task 4: Wastewater Treatment - Based on the results from the evaluation of the various effluent disposal alternatives, the method of treating the wastewater will be evaluated. The wastewater treatment options will be evaluated on an economic and non -economic basis and included in the final report. Task 5: Report - A 90-percent draft of the updated facility plan will be submitted to the City for their review. Based on the results of the City's review a final report will be submitted to the City and FDER for the State Loan program. The final report will also include the Capital Financing Plan documentation as required by State Revolving Loan Fund regulations. Task 6: Public Hearing - The Engineer shall present the updated wastewater facilities plan at a public hearing. Project Compensation: This project will be invoiced on a monthly basis using the hourly rates and charges set forth in previous agreements with the City. The total upset limit for this project is $47,834. An itemized description of the fee is provided in Attachment 1.
