NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EDGEWATER, FLORIDA:
SECTION 1: That the City Council of the City of Edge-
water, Florida, authorizes the appropriate officials of the
City of Edgewater, Florida, to execute Amendment No. 1989-4,
"Engineering Services Associated with Design and Construction
Management of the Water Transmission Main Project for the City
of Edgewater" with Dyer, Riddle, Mills a Precourt, Inc.
SECTION 2: A copy of said Amendment is attached to this
resolution and by reference incorporated herein as if fully
set forth and marked Exhibit "A",
SECTION 3: That all resolutions or parts of resolutions
in conflict herewith be and the same are hereby repealed.
SECTION 4: That this resolution shall take effect immedi-
ately upon its adoption by the City Council of the City of
Edgewater, Florida, at a regular meeting of said Council
held on the 3rd day of April 198 9 , and approved as

ENGINEERING SERVICES ASSOCIATED WITH
DESIGN AND CONSTRUCTION MANAGEMENT OF THE
WATER TRANSMISSION MAIN PROJECT
FOR THE CITY OF EDGEWATER
This AMENDMENT made and entered into this 3rd day ofApril, 1989, amends
the consulting engineering AGREEMENT for professional services between the CITY
COUNCIL OF THE CITY OF EDGEWATER, FLORIDA (hereinafter referred to as
"CITY"), and DYER, RIDDLE, MILLS & PRECOURT, INC. (hereinafter referred
to as "CONSULTING ENGINEER") to perform engineering services relative to final
design and construction management of the Water Transmission Main Project for
the CITY;
WHEREAS, this AMENDMENT shall incorporate all of the conditions and
requirements of the original CONTRACT between the CONSULTING ENGINEER
and the CITY, dated October 19, 1987;
Provisions delineated in the October 19, 1987 AGREEMENT shall remain in
full force without modification. In case of conflict this AMENDMENT shall prevail.
This AMENDMENT provides for certain professional consulting engineering services
relative to the CITY's water supply system. The services provided in this
AMENDMENT include, but are not limited to, providing engineering services to
the City related to the design and construction management for the Water
Transmission Main Project.
As directed by the designated CITY representative to the CONSULTING
ENGINEER, confirmed by the CITY's work order, the scope of services and
professional engineering compensation as delineated in Exhibit A, "DAMP Work
Order Description"; Attachment 1, "General Provisions"; Attachment 2, "Water
Transmission Main Project Schedule"; and Attachment 3, "Water Transmission Main
Project - Compensation Summary"; are made part of this AMENDMENT.

IN WITNESS WHEREOF, the parties hereto have accepted, made and executed
this AMENDMENT No. 1989-4 upon the terms and conditions stated in the
AGREEMENT dated Octoter 19, 1987.

DRMP WORK ORDER DESCRIPTION
Project Title: Water Transmission Main Project
Project Objective: The Water Transmission Main Project will supply water
from the new Western Water Plant to the Florida Shores and South Edgewater area.
The project ccnsists of 20-inch, 16-inch and 12-inch diameter water mains. The
transmission mains will run from the Western Water Plant, at 1-95 and S.R. 442,
along S.R. 442 south through the Florida Shores development to U.S. 1. Final
alignment through Florida Shores will be determined as part of this scope.
Project Scope: The project scope has beer. divided into five tasks which are
described below:
Task 1: Survey - Provide I" = 20' plan/profile aerial sheets with one foct
contour intervals. Sheets will be double panel for right-of-way widths 60 ft.
and less, and single panel for all right-of-way 70 ft. and wider. Aerials will
include location of underground utilities as flagged by utility companies.
Elevation of culverts wail also be included.
Task 2: Soil Investigation - Geotechnical firm will perform soil investigation
in two step process. First suspected muck areas will be identified and
investigated. With this information final route alignment will be determined
and auger borings every 400 tc 500 ft. will be drilled to about the 10 ft. depth
along the proposed pipeline route. Geotechnical firm will prepare a report
with the findings and recommendations.
Task 3: Design - Prepare engineering plans and project manual for the
construction of proposed water mains and booster pump station. Consultant
will review with City at 50%, 90% and 100% completion. Consultant will prepare
final cost estimate. Drawings will detail elevation and location of proposed
work as well as locations of underground utilities as provided by utility
companies. Pipeline routing will be coordinated with FDOT and other agencies
as required.
Task 4: Permitting - Consultant will prepare and submit permit applications,
on behalf of the City, to FDER, FDOT, Volusia County and the railroad. City
will pay direct cost of all permit application fees.
Task 5: Construction Administration - Consultant will provide the following
services:
1. Assistance during bidding
2. Preconstruction meeting
3. Review ccntractor submittals
4. Witness all pressure tests
5. Administrate Change Orders
6. Approve Pay Requests �•.
7. Provide Record Drawings

It Final Design Phase
After written authorization to proceed with the Final Design
Phase. ENGINEER shall:
1.4.1. On the basis of the accepted Preliminary design doc-
uments and the revised opinion of probable Project Cost,
prepare for incorporation in the Contract Documents final
drawings to show the character and extent of the Project
thereinafter called 'Drawings") and Specifications.
I.4.2. Furnish to OWNER such documents and design data
as may be required for. and assist in the preparation of, the
required documents so that OWNER may apply for approvals
of such governmental authorities as have jurisdiction over
design criteria applicable to the Project, and assist in obtain-
ing such approvals by Participating in submissions to and
negotiations with appropriate authorities.
I.4.3. Advise OWNER of any adjustments to the latest
opinion of probable Project Cost caused by changes in extent
of design reguifoments of the Project or Conatructlo s Cog and
