A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGE -
WATER, FLORIDA, OPPOSING THE EXPENDITURE OF FUNDS FOR A
BEACH MASTER PLAN STUDY; SUPPORTING A VOTER REFERENDUM
ON MAJOR BEACH ISSUES? REPEALING ALL RESOLUTIONS IN
CONFLICT HEREWITH AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, there is currently pending before the Beach Trust
Commission and Volusia County Council the issue of engaging the
services of an outside consultant to prepare a Beach Master Plan
for Volusia County beaches with cost estimates therefor ranging
from $150,000 to in excess of $300,000; and
WHEREAS, the City Council has elicited the opinion of its
citizens on the issue, has received staff input and has otherwise
evaluated such study proposal and determined it to be ill advised
and wasteful of public monies; and
WHEREAS, many citizens have expressed the desire to vote
on fundamental beach issues to determine the future course of
beach development as desired by the people, who are increasingly
dissatisfied with and suspicious of many official actions relat-
ing to beach issues.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EDGEWATER, FLORIDA:
SECTION 1. The City Council hereby expresses its unani-
mous opposition to the expenditure of monies for an outside con-
sultant to conduct a study and prepare a Beach Master Plan for
Volusia County.
SECTION 2. The City Council hereby urges the Beach Trust
Commission and Volusia County Council to work toward and support
a voter referendum which will place before the voters of Volusia
County a carefully and fairly worded proposition that would ad-
dress the following areas: (a) continued driving on the beach in
the day time, (b) driving on the beach at night, (c) beach tolls,
and (d) alternative methods/sources of revenues to fund beach
regulation and maintenance other than ad valorem property taxes.
SECTION 3. The City Clerk is directed to forward copies
of this Resolution to members of the Volusia County Council and
Beach Trust Commission, County Manager and the Mayors and City
Managers of all Volusia County Cities.
SECTION 4. That all resolutions or parts of resolutions
in conflict herewith, be and the same are hereby repealed.
SECTION 5. That this resolution shall take effect immedia-
tely upon its adoption by the City Council of the City of Edge-
water, Florida, and approval as provided by law.
This Resolution was introduced and sponsored by Councilman
Hatfield , and was read and passed by a vote of the City
Council of the City of Edgewater, Florida, at a Regular Council
meeting of said Council held on the 20th day of March ,
1989, and approved as provided by law.
