A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDGEWATER, FLORIDA, AUTHORIZING THE APPROPRIATE
OFFICIALS OF THE CITY OF EDGEWATER, TO EXECUTE
AMENDMENT NO. 1989-1, "ENGINEERING SERVICES ASSOCIATED
WITH CONDUCTING A STORMWATER UTILITY FEASIBILITY STUDY
FOR THE CITY OF EDGEWATER" WITH DYER, RIDDLE, MILLS &
PRECOURT, INC.; REPEALING ALL RESOLUTIONS IN CONFLICT
HEREWITH AND PROVIDING FOR AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EDGEWATER, FLORIDA:
SECTION 1. That the City Council of the City of Edge-
water, Florida, authorizes the appropriate officials of the City
of Edgewater, Florida, to execute Amendment No. 1989-1, "Engineer-
ing Services Associated with Conducting a Stormwater Utility
Feasibility Study for the City of Edgewater," with Dyer, Riddle,
Mills & Precourt, Inc.
SECTION 2. A copy of said Amendment is attached to this
Resolution and by reference incorporated herein as if fully set
forth and marked Exhibit "A".
SECTION 3. That all resolutions or parts of resolutions
in conflict herewith be and the same are hereby repealed.
SECTION 4. That this Resolution shall take effect immedi-
ately upon its adoption by the City Council of the City of
Edgewater, Florida, at a regular meeting of said
Council held on the 15th day of February , 1989,
and approved as provided by law.
This Resolution was introduced and sponsored by Councilwoman
Bennington , and was read and passed by a vote of the
City Council of the City of Edgewater, Florida, at a regular
meeting of said Council held on the 15th day of February ,
1989, and approved as provided by law.

ENGINEERING SERVICES ASSOCIATED WITH
CONDUCTING A STORMWATER UTILITY FEASIBILITY STUDY
FOR THE CITY OF EDGEWATER
This AMENDMENT made and entered into this 15th day of Feb.1989amends
the consulting engineering AGREEMENT for professional services between the CITY
COUNCIL OF THE CITY OF EDGEWATER, FLORIDA (hereinafter referred to as
"CITY"), and DYER, RIDDLE, MILLS & PRECOURT, INC. (hereinafter referred
to as "CONSULTING ENGINEER") to perform engineering services relative to the
conducting of a study to determine the feasibility of establishing a stormwater utility
for the CITY;
WHEREAS, this AMENDMENT shall incorporate all of the conditions and
requirements of the original CONTRACT between the CONSULTING ENGINEER
and the CITY, dated October 19, 1987;
Provisions delineated in the October 19, 1987 AGREEMENT shall remain in
full force without modification. In case of conflict this AMENDMENT shall prevail.
This AMENDMENT provides for certain professional consulting engineering services
relative to the CITY's stormwater system. The services provided in this AMENDMENT
include, but are not limited to, providing data collection and review, report
preparation and submittal, and recommendations to the CITY regarding establishment
of a stormwater utility.
As directed by the designated CITY representative to the CONSULTING
ENGINEER, confirmed by the CITY's work order, the scope of services and
professional engineering compensation as delineated in Exhibit "A" are made part
of this AMENDMENT.

IN WITNESS WHEREOF, the parties hereto have accepted, made and executed
this AMENDMENT No. 1989-1 upon the terms and conditions stated In the
AGREEMENT dated October 19, 1987.

DRYP WORK ORDER DESCRIPTION
Project Title: Stormwater Utility Study
Project Objective: The City of Edgewater is in need of an alternate source of funding
for the stormwater projects being generated by the Capital Improvements Program
(CIP). Because stormwater projects are currently funded out of the existing general
fund, they must compete with other city projects for these funds. For the magnitude
of projects being defined as critical by the CIP, it is apparent a large increase in
taxes will be required to generate the necessary funds. The stormwater utility study
will determine the feasibility of establishing a utility of this nature for the City,
as well as define user charge basis, determine user charge amount, delineate expected
revenues, set up a basic management and administrative framework, and establish
revenue fund allocation priorities.
Project Scope: The specific services and major work tasks which the engineer will
provide during the Study and Report are outlined as follows by work task series:
1. The engineer will collect and develop both existing and new data pertinent
to the establishment of a stormwater utility.
a. Review county tax data and determine a workable and equitable
Equivalent Residential Unit (ERU). In addition, the engineer will
determine the magnitude of the parameters for defining the ERU, as
well as establishing the guidelines for converting various types of
developments into ERU's.
b. Develop the costs associated with providing stormwater related services.
C. Evaluate utility bill versus tax bill method for revenue collection.
2. The engineer will utilize the Capital Improvements Program priority list in
conjunction with input from the Public Works Department and City Council
to establish funding guidelines.
a. Establish a user charge based on total ERU's, operating and maintenance
costs, and required capital improvements.
b. Develop guidelines for Integrating stormwater utilities billing with
the existing utilities billing system.
C. Preparation of Listing of Customers and the assigned rate per customer.
The above is based upon a generalized approach without site specific analysis.
Commercial areas will be based upon zoning classifications.
3. The engineer will coordinate with the City Manager and City Attorney for
the preparation of ordinances and regulations associated with the establishing
of a stormwater utility.
4. The engineer will prepare project reports summarizing the work, findings,
and recommendations associated with the stormwater utility study.
a. Submit five (5) reports in draft form to the City for review and comment
by the staff.
b. Submit twenty (20) copies of the final engineering report which documents
all findings and recommendations regarding the justification for
establishing a stormwater utility, and the setting of an Initial fee
structure.
Project Schedule: The Stormwater Utility Draft Study will be completed within
seventy-five (75) days from the notice to proceed.
Project Compensation: This project will be Invoiced on a monthly basis using the
Hourly Rates and CEarges set forth In previous agreements with the City. The total
upset limit for the above project 1s $ 25,651.
