A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, DECLARING SUPPORT FOR
A SUITABLE LAW, ORDINANCE, OR AMENDMENT TO
PROTECT AND KEEP THE FLAG OF THE UNITED STATES
OF AMERICA; REPEALING ALL RESOLUTIONS IN CON-
FLICT HEREWITH, AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Supreme Court of the United States of America
has made a decision that burning the American Flag as a protest is
a legitimate form of free speech protected by the First Amendment
of the Constitution; and
WHEREAS, the American Flag is more than a piece of cloth
shaped into what has been referred to as "Old Glory", the "Stars
and Stripes", the "Banner of Freedom", and the "Red, White, and
Blue"; and
WHEREAS, the American Flag represents the ultimate symbol for
our Nation's democratic heritage; and
WHEREAS, the American Flag is the banner and standard which
over a million of our Nation's citizens gave the ultimate sacrifice
by dying in its defense; and
WHEREAS, if a democracy is to survive, it must protect its
borders, its citizens, its financial interests, its poor, its rich,
its love for freedom, and its Flag; and
WHEREAS, President George Bush has proposed a solution
reversing the Supreme Court's decision protecting protestors who
burn the American Flag; and
WHEREAS, we the people of the United States are governed by
the people and for the people; and
WHEREAS, the citizens of the City of Edgewater have proudly
established a tradition to display and fly the American Flag with
reverence, pride, and a strong sense of patriotic spirit.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EDGEWATER, FLORIDA:
SECTION 1: The City Council of the City of Edgewater,
Florida, supports and promotes appropriate action to overturn and
reverse the decision by the United States Supreme Court to permit
burning and desecrating the American Flag in the public as an
expression of free speech and political dissent.
SECTION 2: The City Clerk is directed to forward copies of
this resolution to The Honorable George Bush, President of the
United States; United States Senators Bob Graham and Connie Mack;
United States Representative Craig James; Governor Bob Martinez;
State Senator Tom Brown; State Representatives Richard Graham,
T. K. Wetherell, and Jack Ascherl; the Volusia County Council;
Florida League of Cities; and National League of Cities.
SECTION 3: This resolution shall take effect immediately upon
its adoption by the City Council of the City of Edgewater, Florida,
at a R,.gul meeting of said Council held on the ID day of
August , 198 9, and approved as provided by law.
