83-R-40RESOLUTION NO. 83-R-40 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, CONFIRMING AND RE -ADOPTING RESOLUTION NO. 82-R-61 ENTITLED: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, AUTHORIZING THE SUPERINTENDENT OF THE PARKS AND RECREATION DEPARTMENT TO APPLY FOR A GRANT FROM THE DEPARTMENT OF NATURAL RESOURCES, STATE OF FLORIDA, UNDER THE TERMS OF THE FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM, REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE", AND DESIGNATING THE CITY'S PORTION OF MATCHING FUNDS FOR THE GRANT APPLICATION, REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. WHEREAS, under the terms of the Florida Recreation Development Assis- tance Program, the Department of Natural Resources has authorized the making of grants to public bodies to aid in financing the construction of specific projects, and WHEREAS, the City Council of the City of Edgewater, Florida, desires and wishes to continue with a project to improve the Menard-May Park, utilizing funds to be obtained from such a grant to do so; NOW THEREFORE BE IT RESOLVED BY//THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA: (//��>Lft/ or'irac �c'—� 7�1✓ �ly ��ik SECTION 1. That Resolution No.82-R-61 directing that Mike Avery. Superintendentof.Parks and Recreation Department, is hereby authorized to ' sfL/P3 execute and file an application on behalf of the City of Edgewater, Florida, with the Department of Natural Resources, State of Florida, for a grant to finance improvements to Menard-May Park, is hereby confirmed and re -adapted. SECTION 2. That the City of Edgewater's portion of the matching funds contribution will be the appraised value of the land, and the appraisal costs, site plan and engineering fees. SECTION 3. That all resolutions or parts of resolutions in conflict herewith be and the same are hereby repealed. o SECTION 4. That this Resolution shall take effect immediately upon its adoption by the City Council and approved as provided by law. (4) Applications must contain the following documen- tation to be complete: (a) Completed application forms. (b) An official, adopted resolution of the applicant's governing body which requests financial assistance under the program,! specifies the manner in which the grant matching re-. , quirement will be met,..'and authorizes submittal of the applica- tion. (c) Project area boundary map. (a) Preliminary site development plan. (a) Brief site description, to include topography, vegetation, water features, surrounding land use, access and other relevant features. (f) Aerial photograph or on -site photographs of project area. (g) For development projects, a cost estimate showing total project cost and cost for each major project element. (h) For acquisition projects, a cost estimate which shall be not more than 10 percent greater than the current assessed valuation established by the County Property Appraiser. (5) If the proposed project involves work which requires federal or state environmental or construction permits, the application must include copies of the permits. In cases where permits have been applied for but not received, however, the following procedure will apply: The application will be con- ditionally processed and presented to the Board pursuant to Subsection 16D-5.26(1); but, if funding approval is granted by the Board, the Department will not enter into a project agreement with the applicant until all applicable permits have been approved. The applicant will have ninety (90) days after Board approval of a grant to obtain and submit approved permits; otherwise, the project willlose its eligibility for funding during the current funding cycle. (6) For land value to be used to meet the matching requirement, the following conditions apply: s
