81-R-39RESOLUTION NO. ai- a- 3 1 A RESOLUTION REQUIRING THE CITY CLERK TO EDIT THE COMPREHENSIVE PLAN OF THE CITY OF EDGEWATER, FLORIDA 1981, TO INCLUDE A POLICY STATEMENT REGARDING THE AESTHETICS OF THE NORTH INDIAN RIVER AND.THE NECESSITY TO PROTECT THE NATURAL ENVIROMENT AND AESTHETICS OF THE NORTH INDIAN RIVER, REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. WHEREAS, The City Council has fully reviewed the proposed Comprehensive Plan for the City of Edgewater, Florida 1981, and has found that it is lacking in its protection of the aesthetics, beauty, and natural enviroment of the North Indian River, as it flows along the City, and WHEREAS, The City Council has determined that the beauty of the North Indian River is the most valued natural resource of the City, as an attraction for visitors, as a source of pride for our citizens, and as an important natural habitat for many species of plant and animal life, and WHEREAS, The City Council has determined that the Comprehensive Plan should include provisions to protect the aesthetics of this great natural resource, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDGEWATER,FLORIDA: SECTION 1. That the City Clerk shall edit the text of the Comprehensive Plan for the City of Edgewater, Florida 1981, prior to its final adoption, to include the following policy statements, goals, policies, and objectives to be included in Subchapter 2 thereof: "GOAL: To protect, preserve and where possible, restore the natural resources of the City of Edgewater, Florida, through the encourage- ment of urban development that considers these natural resources and harmonizes with the natural environment. a OBJECTIVE Realization that the natural beauty of the North Indian River is one of the greatest assets of the City of Edgewater. POLICIES 1. 1981- Encourage the implementation of land use and zoning rules which restrict development along the western shore of the North Indian River which obstruct the natural aesthetics of the River. 2. On Going- Restriction of development along the western shore of the North Indian River which significantly harms the natural ecosystems of the River. 3. On Going- encourage implementation of land use plans and zoning rules which guarantee that development along the western shore of the North Indian River is built so as not to detract from the natural beauty of the River. " SECTION 2. That all resolutions or parts of resolutions in conflict herewith be and same are hereby repealed. SECTION 3. That this Resolution shall be incorporated within the Edgewater Comprehensive Plan 1981, and shall take effect upon its adoption by the City Council and approval as provided by law.
