81-R-82RESOLUTION NO. 81-R-82 A RESOLUTION OF THE CITY OF EDGEWATER, FLORIDA, REQUESTING THE LEGISLATURE OF THE STATE OF FLORIDA TO INCLUDE SOUTHEAST VOLUSIA COUNTY WITH THE MAJOR PART OF VOL- USIA COUNTY IN CONGRESSIONAL AND LEGISLATIVE REAPPORTIONMENT PLANS TO BE ENACTED DURING THE 1982 SLATIVE SESSION; DIRECTING THE CLERK OF ETHE FLORID A TO FILE THE RESOLUTION WITH THE SECRETARY SENATE AND E OF SENTATIVES; Y1� REPEALING ALL RESOLUTIONS IN CONFLICT HERE- WITH, AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Florida Legislature is required by our Constitution to redefine the political boundaries for legislative and congressional districts in its 1982 Session, and WHEREAS, all of our citizens share the "one man - one vote" premise upon which mandatory reapportionment is founded by guaranteeing that no political district within the State of Florida shall have more relative voting strength than any other, and WHEREAS, all our citizens abhoY any use of gerrymandering as a means of drawing district boundaries in such a manner that the relative voting strength of certain communities is either diluted or destroyed, and WHEREAS, our citizens share the opinion of the United States Supreme Court that in addition to the concept of mathematical equality between political districts, lawmakers may validly consider ways to preserve the geographic, political, economic, and cultural integrity of an area by adjusting the boundaries as much as 10% in order to preserve the unity of the region, and WHEREAS, our city is aware that Volusia County, with a population of 258,000 people is more than 18,000 persons larger than a "perfect senatorial district" and that many suggestions have been made to carve out parts of Volusia County into adjoining counties and districts, WHEREAS, our City is aware of attempts to lop off Southeast Volusia into a legislative and congressional district that would include Brevard County, thus splitting us away from our native County, and WHEREAS, Southeast Volusia is the oldest part - of our county, with its economic, political, cultural, and geographic ties with the major part of Volusia, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, SECTION 1. That the City Council of the City of Edgewater, Florida, does hereby call upon the House of Representatives and Senate of the State of Florida, to consider the preservation of the geographic, political, cultural, and economic integrity of Volusia County in the reapportionment of legislative and congressional districts. The Legislature should reject any attempt to separate Southeast Volusia from the major part of Volusia County to be included in legislative or congressional districts. In considering the factors necessary to redraw our political districts, our City requests the Legislature to give more relative weight to preservation of our geographic, cultural, political, and economic ties to Volusia County, than to the minimum dilution of our relative voting strength. SECTION 2. That this Resolution shall be transmitted to the Clerk of the Florida House of R@presentatives, the Secretary of the Florida Senate, and to the Volusia County Legislative Delegation. SECTION 3. That all resolutions or parts of resolutions in conflict herewith be and same are hereby repealed. SECTION 4. That this Resolution shall take effect immediately upon its adoption.
