RESOLUTION 82-R-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGE-
4ATER DECLARING ROBERT H. CHRISTY, MAYOR OF THE CITY,
"ICI PRESIDE OVER MEETINGS OF THE CITY
COUNCIL, DIRECTING THAT THE CHIEF OF POLICE MAINTAIN
'ORDER AT COUNCIL MEETINGS, AND CENSURING THE MAYOR
FOR IRRESPONSIBLE CONDUCT.
WHEREAS, meetings of the City Council should set a model of dignity
and decorum, permitting all interested parties to hear and be heard in
a peaceful and quiet atmosphere, and
WHEREAS, The Mayor of the City of Edgewater, as presiding officer
over meetings of the City Council, and as moral leader of the community,
is expected by the citizens of the City to maintain order and decorum at
all meetings of the City Council, and
WHEREAS, The citizens of Edgewater have of late been unable to hear
or understand the transaction of public business at Council meetings,
and have, because of the riotous atmosphere permitted by the Mayor, been
required to wait until midnight to be heard, and
WHEREAS, The spectacle of public disorder permitted by the Mayor
has tarnished this City's reputation far and wide, and
WHEREAS, The Mayor has lost control over public meetings, and has
contributed to the spectacle of lawlessness, disorder and rowdiness at
public meetings by failing to maintain order and decorum, himself con-
tributing to the lack of order and decorum and confusion which now
characterizes all Edgewater City Council meetings, himself shouting and
performing antics which worsen the situation, and
WHEREAS, certain citizens of Edgewater are resorting to loud and
boisterous language, shouting from the floor, and interrupting Council
meetings, compounding disorder and depriving peaceable citizens of
1, their right of hearing and participation in public meetings, anW10.b+C
1r WHEREAS, Robert H. Christy, Mayor of Edgewater, is deemedAto he

P i to maintain order and ecorum at public meetings, and to
preside effectively over such meetings.

NOW THEREFORE BE IT RESOLVED and it is hereby ordered and dir-
ected by the City Council that whenever any citizen in the audience causes
any disturbance or interrupts the proceedings of the City Council, shouts,
gesticulates threateningly, or otherwise impedes the orderly conduct of
any City Council meeting, that that citizen shall be evicted forthwith
from the meeting by the Chief of Police,

any orders from- -the-Mayor. / Mayor Robert H.
Christy is hereby censured for his irresponsible conduct and disservice to
the citizens of Edgewater. Any...Council...member or the--Mayorwho causes a
like disturbance may be evicted from the meeting uponan affirmative vote
of three (3) members of the City Council.
The vote on the above and foregoing Resolution 82-R- 3i following
first reading thereof was as follows:
