82-R-68Q \ RESOLUTION NO. 82-R-68 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, SUPPORTING THE STATE OF FLORIDA IN REQUESTING A DELAY OF "LEASE SALE 78" UNTIL 1985 TO ALLOW A MORE MEANING- FUL ASSESSMENT OF ENVIRONMENTAL IMPACTS AND DIRECTING THE CHAIRMAN TO FILE THE RESOLUTION WITH THE GOVERNOR OF THE STATE OF FLORIDA AND THE UNITED STATESSECRETARY OF THE INTERIOR; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the United States Department of Interior has published a Draft Environmental Impact Statement for oil and gas exploration in the South Atlantic, specifically for Outer Continental Shelf Lease Sale 78, scheduled for July, 1983;and WHEREAS, the State of Florida is of the opinion that sufficient data to accurately assess all impacts are not yet available; and WHEREAS, Lease Sale 78 contains many tracts that are in close proximity to the Volusia County coastal area; and WHEREAS, Volusia County and its municipalities depend upon the attraction to residents and tourists of its coastal beach area; and WHEREAS, the commercial and sport fishing activities of Volusia County depend on the continued protection of the ocean waters and bed; and WHEREAS, no environmental studies have been completed for proposed sale areas along the coast of Florida; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1: That the City Council of the City of Edgewater, Florida, hereby supports the position of the State of Florida requesting a delay of the "Sale of Lease 78'' until 1985 to allow for a more meaningful assessment of environmental impacts and cost versus benefit comparison. SECTION 2: That the City Council of the City of Edgewater, Florida supports alternative five of the Draft Environmental Study deleting 1884 blocks lying within the. N.A.S.A. Kennedy Space Center Flight Clearance Zone. SECTION 3: That copies of this Resolution be forwarded to the Governor of the State of Florida and United States Secretary of the Interior. SECTION 4: That any and all resolutions or parts thereof that are in conflict with this resolution be and the same are hereby rescinded. SECTION 5: That this Resolution shall take effect immediately upon its adoption by the City Council of the City of Edgewater, Florida.
