ORDINANCE NO. 889
AN ORDINANCE AMENDING SECTION 2-1 OF THE
CODE OF ORDINANCES OF THE CITY OF EDGE -
WATER, FLORIDA, BY ADDING A SECTION 2-1A,
TO PROVIDE FOR THE HIRING OF NORMAN DALE
BRYANT AS CITY MANAGER OF THE CITY OF
EDGEWATER, SETTING FORTH HIS DUTIES, RE-
SPONSIBILITIES AND COMPENSATION, REPEALING
ALL ORDINANCES AND RESOLUTIONS IN CONFLICT
HEREWITH AND PROVIDING AN EFFECTIVE DATE
THEREFOR.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF EDGEWATER, FLORIDA:
SECTION 1. That Norman Dale Bryant is hereby designated and
appointed City Manager of the City of Edgewater, Florida, to
serve as same at the will of the City Council. That this
Ordinance is to be effective retroactively to September 1, 1974.
SECTION 2. That the said Norman Dale Bryant, as City Manager,
shall receive a salary of $12,000.00 per year, together with
the sum of $500.00 for initial moving expenses.
SECTION 3. That the said Norman Dale Bryant, as City Manager,
shall be responsible to the City Council for the proper admin-
istration of all the affairs of the city and to that end his
powers are and they shall be:

To see that the laws and ordinances are enforced.
B.
To appoint and remove all subordinate officers and employees

of the city, except that the appointment and removal of de-
partment heads shall be subject to the approval of the City
Council; provided, however, that the removal of any and all

employees that are covered by the Merit Board system shall
be subject to appeal as provided by the Merit Board system

of the city.

C.
To exercise, control and direct supervise over all departments
and divisions of the municipal government under the Charter
or which may hereafter be created by the City Council, except
for the offices of the City Attorney, Municipal .Judge, Public
Defender, City Clerk, Chief of Police, Boards, Commissions and
or Authorities.
D.
To see that all terms and conditions imposed in favor of the
city or its inhabitants in any public utility franchise are
faithfully kept and performed, and upon knowledge of any
violation thereof, to call the same to the attention of the
City Attorney, his duty it is hereby made to take such ddgal
steps as may be necessary to enforce the same.

E. To attend all meetings of the City Council and of the
committees with the right to taje part in discussion
without having a vote.
F. To recommend to the City Council for adoption of such
measures as he may deem necessary or expedient in the
interest of the city.
G. To keep the City Council fully advised as to the financial
condition and needs of the city and to submit for its con-
sideration an annual budget, in conjunction with the duties
of the City Clerk as set forth in the City Charter.
H. To perform such other duties as may be subscribed under
this act or as may be required of him by Ordinances or
Resolutions or motions of the City Council.
I. He shall be the purchasing agent of the city, by whom
all purchases of supplies may be made. In the capacity
of purchasing agent, he shall also conduct all sales of
personal property which the City Council may authorize n_
to be sold as having become unnecessary or unfit for Q p
the city's use. All purchases and sales shall conform
to such regulations as the City Council may from time ri
to time prescribe; but, in any case, if an amount in
excess of $500.00 be involved, opportunity for competi-
tion shall be given.
J. To work in conjunction with the City Clerk and Chief of
Police to help fulfill the Sections of the City Charter
setting forth the specific duties and responsibilities
of the City Clerk and Chief of Police, respectively.
SECTION 4. That all Ordinances or parts of Ordinances and all
Resolutions or parts of Resolutions in conflict herewith be and
the same are hereby repealed.
SECTION S. This Ordinance shall take effect immediately upon
its adoption by the City Council and approval by the Mayor.
SECTION 6. The City Clerk is hereby directed to advertise
this Ordinance as required by law.
The first reading of the above Ordinance was read in full and
passed by vote of the City Council of the City of Edgewater,
Florida at a regular meeting of said Council held on the N,a
day of September, 1974, and approved as provided by law.
