878ORDINANCE NO, a i a AN ORDINANCE ADOPTING A SCHEDULE OF REVISED RATES FOR WATER FURNISHED BY THE WATER WORKS SYSTEM AND SETTING FORTH THE SEWER RATE CHARGES FOR THE USE OF AND FOR THE SERVICES AND FACILITIES TO BE FURNISHED BY THE SANITARY SEWER SYSTEM OF THE CITY OF EDGEWATER, AND FURTHER PROVIDING FOR CONNECTION CHARGES, TAP FEES AND SEWER CONNECTION CHARGES, AND FURTHER PROVIDING FOR THE EXTENSION OF THE PRIVILEGE OF DIS- CONTINUING WATER AND SEWER SERVICES AT INDIVIDUAL UNITS OF MOBILE HOME PARKS AND FURTHER PROVIDING FOR THE DISCONTINUANCE OF THE POLICY OF REFUNDABLES TO THOSE WHO BEAR THE COSTS OF LINE EXTENSIONS AND FURTHER PROVIDING FOR THE ANNUAL REVIEW OF THE WATER AND SEWER RATES AND CONNECTION CHARGES AND TAP FEES, AND FURTHER PROVIDING AN EFFECTIVE DATE THEREFORE. WHEREAS, the City in accordance with Ordinance 400, convenanted that from time to time and as often as it shall appear necessary it will adjust the rates for water and sewer service charges as may be necessary or proper so that the revenue in each fiscal year will be not less than the total amount required by said Ordinance; and WHEREAS, because of the increased cost of maintaining, repairing and operating the water works and sewer systems and the need for continual expansion and improvements thereto, It is necessary to revise and adjust the rates charged for water and sewer service charges as hereinafter provided in order to provide sufficient revenues for such purposes; and WHEREAS, the firm of Briley -Wild & Associates, Consulting Engineers, did file with the City Council an engineering report on the water and sewer system of the City of Edgewater wherein it recommended such expansion and improvements; and WHEREAS, all acts required of the City Council as conditions to the adoption of an annual budget for the water works and the sanitary sewer systems of the City, as well as all actions required as a condition to the adjustment of the water and sewer rates have been duly met and complied with; and WHEREAS, after several months of careful planning, sutdy and deliberation, and after numerous conferences with the Consulting Engineers, officials of the City, and after giving due and careful consideration to the preferences and desires of the residents of the City of Edgewater as the same have heretofore been made known to the City Council, the City Council has determined that a modification in the rete structure is necessary and it is therefore prepared to auopt a revised schedule of rates for water furnished by the water works system and to set forth the sewer disposal charges for the use of and for the services and facilities furnished or to be furnished by the sewer system of said City, all computations and estimates upon which such revision is based having been approved by the Consulting Engineers; NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1. From and after July 1, 1974 the rates charged and shown on the monthly bills (beginning with the first billing cycle of July) for water furnished by the water system and the sewer disposal charge for the use of and for the services and facilities furnished or to be furnished by the sewer system, shall be as follows: WATER AND SEWER CHARGES EFFECTIVE JULY 1, 1974 Schedule I WATER SERVICE CHARGES A. Rates for single unit users A charge of $2.75 for 2000 gallons minimum plus $.55 for each additional 1000 gallons. B. Users with a two unit complex with 1 meter A minimum charge of $4.75 for 4000 gallons minimum plys $.55 for each additional 1000 gallons. C. Users with a three unit complex with 1 meter A charge of $6.75 for 6000 gallons minimum plus $.5 for each additional 1000 gallons. D. Users with more than three units in a complex with 1 meter (Mobile Home Parks are to be covered under this section. A charge of $2.75 for the first unit and $2.00 for each additional unit. The allowable minimum shall bi h:creased by 2000 gallons for each unit. For each additional 1000 gallons over the established minimum gallons used, a charge shall be made of $.55 for each 1000 gallons. Schedule II SEWER SERVICE CHARGES A. Sewer service charges shall be 100% of the water charges. SECTION 2. From and after Tuly 1, 1974 the following fees shall be charged for water connection, tap fee and sewer connection, respectively, as set forth in the following schedules: Schedule I A. A connection fee of $200. 00 per unit for each unit connected to the system shall be charged for each connection after the effective date set forth above. B. The connection charge for motels shall be in accordance with the description of a plumbing unit as provided in the Southern Standard Building Code. Schedule II TAP FEES The following schedule of tap fees are hereby enacted: For cost of labor and material, plus 20%, but not less than: 3/4" tap $150.00 1" tap $225.00 1 1/4" tap $270.00 1 1/2" tap $375.00 2" and up - labor and material, plus 20% A. Sewer connection charges A connection charge shall be made of $150.00 per unit for each unit connected to the municipal sewer system. B. The connection charge for motels shall be in accordance with the description of a plumbing unit as set forth in the Southern Standard Building Code. SECTION 3. Cut-offs The privilege of discontinuing water and sewerage service while a unit is not in use shall be extended to all Mobile Home Parks in the City of Edgewater, Florida. The cut-off/cut-on charge for each unit In a Mobile Home Park shall be $2.50. Said fee shall be added to the following months bill for the particular Mobile Home Park. SECTION 4. As pertaining to Mobile Home Parks -unoccupied dealer owned Mobile Homes placed in a Mobile Home Park for resale shall be exempt from water and sewer rate charges so long as it is not connected to the municipal water and sewer services. SECTION 5. As of July 1, 197Y, the City of Edgewater shall discontinue its policy of refundables to customers who bear the costs of line extensions or any unusual costs incurred in connection with the furnishing of water and sewer services. SECTION 6. In order to more equitably relate the costs of operating the systems to the revenues received, the City of Edgewater shall annually review the costs of operation of the water and sewer systems in the City and adjust the water and sewer rates and connection charges of tap fees accordingly. Said review shall be completed by the City Government by July 15th each year with the adjusted rates to become effective on the following October 1st of each year. SECTION 7. That all Ordinances or parts of Ordinances and all Resolutions or parts of Resolutions in conflict herewith be and the same are hereby repealed. SECTION 8, This Ordinance shall take effect immediately upon its adoption by the City Council and approval by the Mayor at second reading. SECTION 9. The City Clerk is hereby directed to advertise this Ordinance as required by law. The first reading of the above Ordinance was read in full and passed by vote of the City Council of the City of Edgewater, Florida at a regular meeting of said Council held on the 3rd day of June 1974 and approved as provided by law.
