876ORDINANCE NO. 976 AN ORDINANCE ESTABLISHING THE BUILDING INSPECTION DEPARTMENT OF VOLUSIA COUNTY, FLORIDA AS THE OFFICIAL INSPECTION AGENCY FOR THE CITY OF EDGE - WATER, FLORIDA, AND FURTHER ENUMERATING THE POWERS, DUTIES AND RESPONSIBILITIES OF THE BUILDING INSPECTION DEPARTMENT OF VOLUSIA COUNTY, FLORIDA AS APPLIED TO THE CITY OF EDGEWATER, FLORIDA, AND FURTHER ESTABLISHING FEES FOR THE ISSUANCE OF BUILDING PERMITS, PLUMBING PERMITS, ELECTRICAL PERMITS AND MECHANICAL PERMITS IN THE CITY OF EDGEWATER, FLORIDA, AND FURTHER REPEALING ALL ORDINANCES AND RESOLUTIONS IN CONFLICT HEREWITH, AND PROVIDING EFFECTIVE DATES FOR THE SECTIONS HEREUNDER. W HE RE AS , the City of Edgewater, Florida is without a Building Inspector due to the retirement of Adolph Labonde, and W HE REAS , it is necessary for the City of Edgewater to provide building, plumbing, electrical and mechanical inspection for all work done in the City of Edgewater, Florida, and W H E RE A S , an emergency is now deemed to exist due to the absence of any individual or agency who is qualified to perform this inspection, NOW THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1. That the Building Inspection Department of Volusia County, Florida, is hereby established as the official inspection agency for the City of Edgewater, Florida, for all building, plumbing, electrical and mechanical work done within the City of Edgewater, Florida. SECTION 2. That the Building Inspection Department of Volusia County, Florida shall have the following powers, duties and responsibilities as applied to the City of Edgewater, Florida. To inspect all structures presently under construction, or to be constructed, in the City of Edgewater, Florida, To enforce all applicable building, plumbing, electrical and 'vl(0 mechanical codes and all Ordinances of the City of Edgewater, Florida, thereto appertaining. To have full power to issue stop -work orders or require any other corrective work to be done. To have full power to prosecute any person, firm or corporation found to be in violation of any applicable building, plumbing, electrical or mechanical codes and/or all Ordinances of the City of Edgewater, Florida, thereto appertaining. To issue all building, plumbing and electrical permits for the City of Edgewater, Florida. SECTION 3. Permit Fees (a) That the Building Inspectors of Volusia County, Florida prior of issuing any building permits within the City of Edgewater, Florida shall obtain from the applicant for such permit, a fee for the privilege of the receipt of such permit and the fee shall be in accordance with the following schedule. Valuation of Building for Which Permit is Requested Fee $50 - $15,000 + $4.00 per thousand. $151100 - $100,00 $60.00 for the first fifteen thousand. $2.60 for each additional thousand. $100,00 - $500,00 $281.00 for the first hundred thousand. $1 .30 for each additional thousand. $500, 00 - $1 ,000. 00 $801.00 for the first five hundred thousand. $.60 for each additional Thousand. Over $1,000. 00 $1,101.00 for the first million $.30 for each additional $1,000.00 -2- (b). That the Building Inspectors of Volusia County, Florida prior to issuing any plumbing permits within the City of Edgewater, Florida shall obtain from the applicant for such permit, a fee for the privilege of the receipt of such permit and the fee shall be in accordance with the following schedule. Minimum Fee 5.00 Fee for each permit, One dollar fifty cents 1.50 Plus each fixture, appliance, etc. , below Each roughed in or plugged waste outlet 1.50 Each fixture or appliance set on new or old rough 1.50 Floor, area, or similar drain 1.50 Grease, oil, or other interceptor trap 1.50 Bar, soda fountain or similar drain 1.50 Sanitary or storm sewer, or building drain, from fixtures in building to connection with septic tank, public sewer or existing private sewer 1.50 Septic tank and/or drain field, up to 1000 gallon capacity 2.50 Leechingwell, soakage pit, or similar device 1.50 Condensation tank or similar device 1.50 Air conditioning apparatus 1.50 Rain water leader, cast iron or storm sewer 1.50 Water Heater, or boiler, or storage tank all types 1.50 Solar or similar sun water heating system 1.50 Swimming pool main drain and auxiliary drains, each 1.50 Fire sprinkling system connected to Public water supply 5.00 Fire stand pipe, siamese, roof manifold, lines 1.00. Each outlet 0.25 Sprinkling or irrigation system overhead or underground, for each head or outlet 0.25 Steam or hot water heating system boiler, new or old job 1.50 Pressing machine and/or steam boiler in connection 1.50 (c). That the Building Inspectors of Volusia County, Florida prior to issuing any electrical permits within the City of Edgewater, Florida, shall obtain from the applicant for such permit, a fee for the privilege of the receipt of such permit and the fee shall be in accordance with the following schedule. -3- Minimum Permit Fee New or remodeling residences and duplexes, new or remodel appartments, rooming houses, hotels, motels, rewiring old residences, apartments, rooming houses, hotels and motels. Half rooms Business offices, theatres and public building. Cooking and heating devices consuming more than 600 watts. Boat houses, chicken houses, barns and shed Extras: Additions, alterations and repairs to existing wiring systems Motors: For each electrical motor of 1/2 HP and less Each motor over 1/2 HP and not over 5 HP Each motor over 5 HP Heat strips High potential motor operating at potential of over 550 volts (regardless of HP) Transformers - where primary exceeds 230 V (excludes flourescent ballast or transformers) Neon Signs: All signs. For each transformer or ballast For each 20 feet, or fraction thereof of tubing, plus for each transformer lamps,per socket Flashers Service Swimming Pools, both private and public $5,00 $1.00 $1.00 per 100 sq. ft. of all available floor space. Ballast and transformers $.25 each for and up to 50 fixtures, $.10 each thereafter. $1.50 each $.30 per 100 sq/ ft. of building under roof plus motors, signs, heating units, and lights not attached to building. $.25 each item $1.00 $2.00 $3.00 $1.50 each $3.00 $1.00 $5.00 $1.00 $1.00 $1.00 $ .10 $1.00 $1.50 $10.00 -4- (d). That the Building Inspectors of Volusia County, Florida prior to issuing any mechanical permits within the City of Edgewater, Florida, shall obtain from the applicant for such permit, a fee for the privilege of the receipt of such permit and the fee shall be in accordance with the following schedule. That all Ordinances or parts of Ordinances or Resolutions or parts of Resolutions in conflict herewith be and the same are hereby repealed. SECTION 5. Section Three of this Ordinance shall take effect thirty (30) days subsequent to the effective date of the remainder of this Ordinance. SECTION 6. That all other sections of this Ordinance (except Section Three) shall take effect immediately upon its adoption by the City Council and approval by the Mayor at first reading. -5- Dka " B2(, SECTION 7.
