AN ORDINANCE OF THE CITY OF EDGEWATER, FLORIDA,
AMENDING ARTICLE V "CODE OF ETHICS" OF THE CITY OF
EDGEWATER CODE OF ORDINANCES TO ADD A NEW
SECTION 13-73 REQUIRING ELECTRONIC FILING OF
CAMPAIGN TREASURER'S REPORTS WITH THE VOLUSIA
COUNTY SUPERVISOR OF ELECTIONS OFFICE'S ELECTRONIC
FILING SYSTEM; PROVIDING FOR CONFLICTING
PROVISIONS, SEVERABILITY AND APPLICABILITY;
PROVIDING FOR CODIFICATION, AN EFFECTIVE DATE
AND ADOPTION.
WHEREAS, the City of Edgewater is granted authority under section 106.07(2)(a)(2),
Florida Statutes, to impose upon its own officers and candidates electronic filing requirements
not in conflict with section 106.0705, Florida Statutes, and
WHEREAS, the City of Edgewater recognizes that a requirement that all candidates for
municipal office file campaign finance reports electronically is not in conflict with the provisions
of section 106.0705, Florida Statutes; and
WHEREAS, the Volusia County Supervisor of Elections has offered the opportunity for
all candidates for municipal office to utilize the Campaign Financial Reporting System
maintained and operated by the Volusia County Supervisor of Elections Office; and
WHEREAS, the City Clerk along with the public will have prompt access to campaign
finance reports electronically filed with the Volusia County Supervisor of Elections; and
WHEREAS,the City of Edgewater finds and determines that uniform electronic filing of
campaign finance reports by all municipal candidates will facilitate expanded public access to
campaign finance information and conserve City of Edgewater resources leading to greater
efficiency.
NOW, THEREFORE, BE IT ENACTED by the People of the City of Edgewater,

PART A. AMENDMENT
Article V entitled "Code of Ethics" of the City of Edgewater Code of Ordinances is
hereby amended to add the following new Sec. 13-73 to read as follows:
Sec. 13-73—Campaign Treasurer's Reports.
All candidates for elected office in the City of Edgewater shall electronically file their
campaign treasurer's reports required by state law utilizing the Volusia County
Supervisor of Elections Office's electronic filing system. Campaign treasurer's reports
electronically filed as required by this section shall be deemed filed with the City Clerk
simultaneously upon the Volusia County Supervisor of Elections Office's receipt of the
electronic filing.
PART B. CONFLICTING PROVISIONS.
All conflicting ordinances and resolutions, or parts thereof, in conflict with this
ordinance, are hereby superseded by this ordinance to the extent of such conflict.
PART C. SEVERABILITY AND APPLICABILITY.
If any portion of this ordinance is for any reason held or declared to be
unconstitutional, inoperative, or void by a court of competent jurisdiction, such holding
shall not affect the remaining portions of this ordinance. If this ordinance or any provisions
thereof shall be held to be inapplicable to any person, property, or circumstances by a court
of competent jurisdiction, such holding shall not affect its applicability to any other person,
property, or circumstance.
PART D. CODIFICATION.
Provisions of this ordinance shall be incorporated in the Code of Ordinances of the
City of Edgewater, Florida, and the word "ordinance", may be changed to "section",
"article", or other appropriate word, and the sections of this ordinance may be renumbered

or re-lettered to accomplish such intention; provided, however, that Parts B through F shall
not be codified.
PART E. EFFECTIVE DATE.
This Ordinance shall take effect upon adoption.
PART F. ADOPTION.
After Motion to approve by Councilman Conroy and Second by Councilwoman Power,
the vote on first reading/public hearing of this ordinance which was held on November 13, 2017
was as follows:
