A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDGEWATER, FLORIDA, SUPPORTING A MORE BALANCED
TAX PROGRAM AND A MORE EQUITABLE DISTRIBUTION OF
SHARED REVENUES; REPEALING ALL RESOLUTIONS IN
CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, The City of Edgewater, Florida, recognizes that a balanced
tax program is essential to equitably provide public services, and
WHEREAS, local governments are faced with rapidly rising inflationary
costs of operation and an almost equally rapid increase in population for
which local governments must provide services, and
WHEREAS, a capable network of responsible local governments relies
upon the continued availability of sufficient resources to properly provide
necessary services to their citizens, and
WHEREAS, representative government is charged with the responsibility
of identifying the changing needs and priorities in local communities, and
WHEREAS, the County and State often impose severe limitations on the
revenue raising ability of local governments which creates a continuing
atmosphere of impending financial crisis in the provision of services by
local governments, and
WHEREAS, burdensome tax inequities have been imposed upon citizens
of municipalities through the payment of taxes to county governments for
municipal type services performed principally in the unincorporated areas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EDGEWATER, FLORIDA:
SECTION 1. That constant vigilance should be exercised to ensure that
an equitable balance be established to provide that those least able and those
most able are carrying their proportionate share of the tax burden and that
tax reform programs should be carefully reviewed to determine the impact
on certain segments of the taxpaying population.

SECTION 2. That federal and state discretionary funds should be
allocated equitably for services throughout their jurisdiction.
SECTION 3. That if the county refuses to recognize the tax inequities
of municipal citizens paying for municipal type services in the unincorporated
areas then a base formula should be developed and adopted by the legislature
to allocate such cost on an equitable basis.
SECTION 4. That we should also strive for and support legislation that
will fairly distribute state collected - locally shared revenues.
SECTION 5. That all resolutions or parts of resolutions and all ordinances
or parts of ordinances in conflict herewith be and the same are hereby repealed.
SECTION 6. That this Resolution shall take effect immediately upon its
adoption by the City Council of the City of Edgewater, Florida, and approval
as provided by law.
The first reading of the Resolution was read in full and passed by a vote of
the City Council of the City of Edgewater, Florida, at a regular meeting of
said Council held on the ,3orn day of A-pQi L 1979, and approved
as provided by law.
