Steve Wonderly discussed Clean Energy.
A motion was made by Councilman Conroy, second by Councilwoman Power, to Endorse the
concept of transitioning to Clean Energy. The MOTION was APPROVED by the following

Kim Nichols: Requested that council waive the special event fee for a New Year's Eve free Elvis concert at
Hawks Park.

Ethel Roberts, 3016 Mango Tree Dr: Discussed the increase in her utility bill and asked Council to find a
way to lower the monthly water bills.
Robert Fields, 3004 India Palm Dr: Discussed his concerns with the plans to open a restaurant with
outdoor seating across from his residence.
Glenn Powers, 2628 Yule Tree Dr: Discussed his gratitude for the support of Wreaths Across America.
A motion was made by Councilman Conroy, second by Councilman Blazi, to approve the
activity being put on by Barry Porter Entertainment for the Elvis Concert at Hawks Park for
New Years and waive the fees for the Special Activity Fee and Rental of the park. The
MOTION was APPROVED by the following vote:

6. CITY COUNCIL REPORTS
Councilman Blazi reported: attending the ribbon cutting for the new trail connection, the Edgewater
public schools 5k color run and the annual Christmas dinner for the citizens assisting police.
Councilman Conroy reported: attending the Pearl Harbor Remembrance Ceremony. Visiting District 5
traffic operations to get a speed study completed on US-1 northbound of Roberts Rd. The goal is to try
and get the speed limit reduced. Spoke with Development Services Director Darren Lear about the
contaminated dirt pile behind 3000 India Palm. After speaking with DEP it is confirmed that the pile has
now been disposed of correctly. Lastly the matter between Mr. Towsley and Mr. Hamilton was discussed.
Mayor Ignasiak reported: attending the South East Volusia Chamber Installation and Awards dinner, the
Brilliance assisted living facility ground breaking, the Rails to Trails ribbon cutting at Daytona State, the
Edgewater Public School guest reader program, the Edgewater Rotary Club to honor an Edgewater
employee and the AMVETS Pearl Harbor event.
Councilwoman Power reported: attending the Boys and Girls Club fundraiser. Discussed Councils
opinion on an upcoming vote at The TPO meeting about raising the local match to 25%as apposed to the
current 10%.
Councilwoman Vogt reported: attending the Rails to Trails ribbon cutting and the Pearl Harbor
Remembrance Ceremony.
Councilwoman Power brought up the 10% vs 25% local match issue with the TPO -

consensus of Council was to stay with the 10% match.

SUMMARY:
Purchase of an asphalt repair trailer was budgeted for the current fiscal year in the amount of
$31,539 but postponed pending FEMA reimbursement (PFR) for Hurricanes Matthew and/or
Irma. A vendor, Clear Path Solutions, contacted the City the offering to sell their demonstration
model asphalt repair trailer with all of the optional features and upgrades at a price of$30,000.
The additional features would provide a benefit to the safety and utility of the asphalt repair
trailer throughout its service life. This demonstration unit would be covered by all warranties
equivalent to a new model. The vendor has expressed that the offer is time-sensitive and is not
expected to be repeated in the future. Purchase of a comparable asphalt repair trailer with the
same suite of features on the competitively bid NJPA (National Joint Powers Alliance) contract
would be$48,563.

WHEREAS, on the morning of December 7, 1941, Japanese planes thundered over the United States
Naval Base at Pearl Harbor in the Hawaiian Islands, dropping bombs in an unprovoked act of war against the
United States; and
WHEREAS, the attack claimed the lives of more than 2,400 Americans, both military and civilian,
injured over 1,100 people, and severely damaged or destroyed the bulk of United States fleet stationed at Pearl
Harbor; and
WHEREAS, in the face of great tragedy at Pearl Harbor - - our first battle of the Second World War --
our Union rallied together, driven by the resilient and unyielding American spirit that defines us; and
WHEREAS, on National Pearl Harbor Remembrance Day, we pay tribute to the souls lost 74 years ago,
salute those who responded with strength and courage in service of our Nation, and renew our dedication to the
ideals for which they so valiantly fought; and
WHEREAS, as we reflect on the lives lost at Pearl Harbor, we remember why America gave so much
for the survival of liberty in the war that followed that infamous day; and
WHEREAS, today with solemn gratitude, we recall the sacrifice of all who served during World War
II, especially those who gave their last full measure of devotion and the families they left behind. As proud
heirs to the freedom and progress secured by those who came before us, we pledge to uphold their legacy and
honor their memory.
NOW, THEREFORE, I, Michael Ignasiak, by virtue of the authority vested in me as Mayor of the City
of Edgewater, Florida do hereby recognize and proclaim, December 3, 2017, as
