A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDGEWATER, FLORIDA, AUTHORIZING THE APPROPRIATE CITY
OFFICIALS OF THE CITY OF EDGEWATER, FLORIDA, TO EXECUTE
AMENDMENT NO. 4 TO THE AGREEMENT FOR CONSULTING
ENGINEERING SERVICES WITH DYER, RIDDLE, MILLS &
PRECOURT, INC.; REPEALING ALL RESOLUTIONS IN CONFLICT
HEREWITH AND PROVIDING AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EDGEWATER, FLORIDA:
SECTION 1: That the City Council of the City of Edgewater,
Florida, authorizes the appropriate officials of the City of
Edgewater, Florida, to execute Amendment No. 4 to the Agreement
for Consulting Engineering Services with Dyer, Riddle, Mills &
Precourt, Inc.
SECTION 2: A copy of said Amendment No. 4 is attached to
this Resolution and by reference incorporated herein as if fully
set forth.
SECTION 3: That all Resolutions or parts of Resolutions in
conflict herewith be and the same are hereby repealed.
SECTION 4: That this Resolution shall take effect
immediately upon its
adpoption
by the City

AMENDMENT NO. 4
PRELIMINARY DESIGN ACTIVITIES FOR THE CITY OF EDGEWATER
WESTERN WELLFIELD AND WATER TREATMENT PLANT EXPANSIONS
MAY 1987

This AMENDMENT made and entered into this 4 day of December, 1986, amends
the consulting engineering AGREEMENT for professional services between the CITY
COUNCIL OF THE CITY OF EDGEWATER, FLORIDA (hereinafter referred to as
"CITY"), and DYER, RIDDLE, MILLS & PRECOURT, INC. (hereinafter referred
to as "CONSULTING ENGINEER") to perform preliminary design activities relative
to the expansion of the CITY's western wellfield and the CITY's western water
treatment plant;
WHEREAS, this AMENDMENT shall incorporate all of the conditions and
requirements of the original CONTRACT between the CONSULTING ENGINEER
and the CITY, dated October 3, 1985;
Provisions delineated in the October 3, 1985 AGREEMENT shall remain in
full force without modification. In case cf conflict this AMENDMENT shall prevail.
This AMENDMENT provides for certain professional consulting engineering services
relative to the CITY's water system. The services provided in this AMENDMENT
include, but at not limited to providing preliminary design, submittals, analysis,
and recommendations for the CITY's water system facility needs.
As directed by the designated CITY representative to the CCNSULTING
ENGINEER, confirmed by the CITY's work order, the scope of services and
professional engineering compensation as delineated in Exhibit "A" are made part
of this AMENDMENT.

DRMP WORK ORDER DESCRIPTION
Project Name: Western Wellfield Expansion Program
Project Rationale: As the City's population continues to grow, demands on the
eastern and western wellfields will likewise continue to
increase. Due to regulatory constraints (St. Johns River
Water Management District), the western wellfield must
be studied to determine its maximum permittable withdrawal
rates. Expansion of the western wellfield is an option that
the City has decided to pursue to be able to meet its projected
demands. A water resources study would be conducted to
determine the feasibility of expanding the western wellfield
further west and to determine optimum well spacing and
withdrawal rates to increase the potable water supply capacity
to 6 to 12 MGD range.
Project Scope: Description
General geologic data acquisition, utilize data from western
wellfield drilling and testing.
Prepare conceptual plan for water resources study to determine
optimum well locations and withdrawal rates.
Design wellfield layout and preliminary schematic.
Construct groundwater model to determine impacts on Floridan
aquifer; used in CUP process.
Simulate wells withdrawing at various rates (6 to 12 MGD
range)to determine impacts at maximum day and ADF rates;
used to support CUP renewal/modification.
Simulate withdrawals at various locations (as determined
from test drilling) to determine optimum well siting.
Write water resources report delineating optimum well
locations and withdrawal rates based on groundwater modeling,
regulatory input and well optimization studies.
Locate and drill test wells to 300 ft. for well siting. Actual
drilling will be sub -contracted.
Bidding and certification of drills for test wells.
Construction inspection of test well drilling; includes drilling
4 wells.
Letter type report on drilling results.
Project Duration: The water resources study and testing activities are estimated
to require 6 months for completion.
Project Compensation:The labor cost for the project is $16,873.00. The Other Direct
Costs are $997.00. The total for the project is $17,870.00.

DRMP WORK ORDER DESCRIPTION
Project Name: Western Water Treatment Plant Expansion Program
Project Rationale: The Park Avenue Water Treatment Plant was expanded on
an interim basis, blending raw water with softened water
to accommodate demands and minimizing the water treatment
costs associated therewith. A major capital investment
associated with the Park Avenue Water Treatment Plant
Program involved the upgrade of the facilities for a permanent
major pumping station for the City. As consumptive demands
increase, the City will need additional water treatment from
a central facility. The Western Water Treatment Plant is
envisioned to be the permanent long-term expandable facility
to meet the needs of the decades to come. A facility located
to the west of the City will permit an adequate distribution
of potable water to the customers within the service area
of the City of Edgewater. Moreover, define the utilization
of the existing Park Avenue Facilities which would be
incorporated in the overall distribution network. Moreover,
water resources on the west of 1-95 in the S.R. 442 area are
much more favorable for continued water supply development
than in the Park Avenue Area.
Project Scope: The project shall be conducted in three major phases:
A. Preliminary design phase.
B. Final design phase.
C. Construction services and start-up phase.
Phases B and C are predicated on the results of Phase A, concerning
the preliminary design of the necessary facilities. The remainder
of this work order shall address the Phase A component of the
project.
Preliminary Design Services:
1. Incorporate hydrogeological plan into a facilities plan
for raw water supply.
2. Assist the City in locating an appropriate site for the
water treatment plant from a facilities accommodation
standpoint only.
3. Develop alternate plot plan and facility plan scenarios
for phasing schedules meeting the projected water
demands supplied by the City or Marshall Engineers.
4. Evaluate alternate processes and develop concept plan
for process.
5. Detail overall facilities scenarios and describe the phases
and costs associated with each phase.
6. Consider water quality aspects and regulatory compliance,
both hydrogeologically, standards of practice, water
quality and reliability.
7. Develop construction costs and operating costs for
the planned facility.
B. Develop water system pro forma to accommodate the
expansion program.
9. Develop and present alternative implementation scenarios
with alternative sources of funding.
10. Summarize above in a design report and present the
same to the City for the water treatment plant expansion.
11. Delineate schedules, activities and costs, as well as
permitting features for the program.
Project Duration: The Phase A - Preliminary Design Activities shall be completed
within four (4) months from the notice to proceed.
Project Up -Set Limit Compensation: This project will be invoiced on a monthly
basis utilizing the hourly rates and charges
set forth in previous agreements with
the City. The total upset limit for the
above project is f27,620.00.
