87-R-2810 RESOLUTION NO. 87-R-28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS OF THE CITY OF EDGEWATER, FLORIDA, TO EXECUTE AMENDMENT NO. 5 TO THE AGREEMENT FOR CONSULTING ENGINEERING SERVICES WITH DYER, RIDDLE, MILLS 6 PRECOURT, INC.; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1: That the City Council of the City of Edgewater, Florida, authorizes the appropriate officials of the City of Edgewater, Florida, to execute Amendment No. 5 to the Agreement for Consulting Engineering Services with Dyer, Riddle, Mills S. Precourt, Inc. SECTION 2: A copy of said Amendment No. 5 is Bttached to this Resolution and by reference incorporated herein as if fully set forth. SECTION 3: That all Resolutions or parts of Resolutions in conflict herewith be and the same are hereby repealed. SECTION 4: That this Resolution shall take effect immediately upon its adpoption by the City Council of the City of Edgewater, Florida, at a regular meeting of said Council held on the 4th day of May , 1987, and approved as provided by law. Res.No.87-R-28 DATED AMENDMENT NO. 5 1987 MAY 4 , "N 1987 This AMENDMENT made and entered into this 4th day of May ,-1.9ft, amends the consulting engineering AGREEMENT for professional services between the CITY COUNCIL OF THE CITY OF EDGENATER (hereinafter referred to as "CITY"), and MARSHALL, ENGINEERS, and DYER, RIDDLE, MILLS & PRECOURT, INC. (hereinafter referred to as "CONSULTING ENGINEERS"), dated October 3, 1985. Provisions delineated in the October 3, 1985 AGREEMENT shall remain in full force without modification. In case of conflict this AMENDMENT shall prevail. This AMENDMENT provides for certain professional consulting engineering services relative to the CITY's water and wastewater system, various continuing services, and other needs as they may arise. The water system services provided in this AMENDMENT include, but are not limited to preparing specifications and contract documents and construction management and administration for required maintenance activities associated with the CITY's elevated steel water storage tanks. The wastewater system services provided in this agreement include, but are not limited to preparing specifications and contract documents and construction management and administration for rehabilitation of certain sanitary sewer mains and appurtenances. As directed by the designated CITY representative to the CONSULTING ENGINEERS, confirmed by the CITY's work order, the scope of services as delineated in Exhibit "A", and the professional engineering compensation as delineated in Exhibit "B" are made part of this AMENDMENT. 1of 5 EXHIBIT "A" SCOPE OF SERVICES 1987 AMENDMENT NO. S, DATED MAY 4 , 4lEb I. Water System A. Water Storage Facilities Maintenance Activities (1) Conduct an inspection of both of the City's elevated steel tanks to evaluate the existing structural integrity of the facilities, including the tank structure and the foundation, the condition of the coating(s), and the effectiveness of the existing cathodic protection system. (2) Prepare a letter -type report to be transmitted to the City's Utilities Superintendent detailing the results of the assessment and the projected cost of complete maintenance of the facilities. (3) Assist the City's Utilities Superintendent evaluating the required maintenance activities with respect to budgetary considerations and in scheduling the required maintenance activities. (4) Based on the scope of the maintenance activity to be undertaken as determined in (3) above, preparation of project description, specifications, contract documents, public bid request notices, or any other activity required to solicit and receive bids for the work required. (5) Assistance during the bidding process, including evaluation of bids and recommendation of award to lowest responsible bidder. (6) Construction management services, including final inspection of facilities after work has been completed and recommendation for final payment to the contractor. (7) Preparation of letter -type report following final inspection documenting the condition of the facilities and the work that was done. II Wastewater System A. Rehabilitation of a part of the Gravity Sanitary Sewer System within the Right of Way of Flagler Avenue and Riverside Drive. (1) Preparation of contract documents and technical specifications to allow contractors to. prepare bids for the following construction activities: 2 of 5 (a) Inversion lining. (b) Inversion lining plus point repairs where required. (c) Grouting of repairable segments. (d) Grouting of repairable segments plus point repairs where required. (e) Required point repairs only. (2) Preparation of public bid request notice(s), evaluation of bid proposals, and recommendation of award to lowest responsible bidder. (3) Construction administration and management activities. (4) Specific construction activities relative to inversion lining, such as: (a) View videotape of "before" situation, (b) Determine, in conjunction with contractor, locations where point repairs will be required, (c) Review contractors proposed bypass procedure, (d) View of videotape of "after" situation for warranty certification. (5) Specific construction activities relative to grouting, such as: (a) View of videotape of "before" situation, (b) Determine, in conjunction with contractor, segments that cannot be repaired by grouting, (c) Evaluate the type of grout and contractor's proposed construction procedure,. (d) View of videotape of "after" situation for warranty certification. (6) Specific construction activities relative to point repairs and/or pipe section replacement, such as: (a) Inspection of manholes, (b) Determination of specific location of pipe section or service lateral requiring excavation and replacement or reconstruction, (c) Inspection of completed work and preparation of "As -Built" drawings, if needed. 3 of 5 (7) Project report preparation including, but not limited to: (a) Measurement of infiltration before work is done, (b) Measurement of infiltration after work is completed, (c) Evaluation of effectiveness of work that was done. (d) Documentation of selected construction procedures and locations, (e) Preparation of any drawings needed to be included. 4of 5 EXHIBIT "B" COMPENSATION 1987 AMENDMENT NO. 5 DATED MAY 4 ."198E The compensation by the CITY to the CONSULTING ENGINEERS shall be based on a multiplier basis with the following upset limits. A 1.95 multiplier to payroll costs will be used for the labor related costs and other direct costs (expenses) shall be invoiced at cost. This compensation exhibit relates specifically to Exhibit "A" of AMENDMENT NO. 5, dated Kay 4 _ =W9(x. 1987. Water System A. Water Storage facilities Maintenance Activities - $8,275 B. If additional engineering activities are required (that are outside of the presented Scope of Services, Exhibit "A") after the inspection of the facilities, the CONSULTING ENGINEERS will identify those services and the cost at that time. if.
