A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDGEWATER, FLORIDA, ADOPTING THE OaWREHENSIVE
EMERGENCY MANAGEMENT PLAN; REPEALING ALL RESOLU-
TIONS OR PARTS OF RESOLUTIONS IN ODNFLICT HERE-
WITH, AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Mr. Vic Vandergrifft, Civil Defense Director and Mr.
Lee Barnett, Deputy Director for Volusia County, on the 20th day of October,
1986, presented to the City Council of the City of Edgewater, Florida, the
Comprehensive Emergency Management Plan, and requested its adoption, and,
WHEREAS, the City Council of the City of Edgewater, Florida,
at their regular meeting held on the 17th day of November, 1986, adopted by
motion the Comprehensive Emergency Management Plan, and directed the City
Attorney to prepare a Resolution on the subject.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF EDGEWATER, FLORIDA:
SECTION 1. That the City Council of the City of Edgewater, Florida,
hereby adopts the Comprehensive Emergency Management Plan.
SECTION 2. A copy of said Comprehensive Emergency Management
Plan dated December 1. 1986 ,is attached to this Resolution and by reference
incorporated herein as if fully set forth.
SECTION 3. That all resolutions or parts of resolutions in conflict
herewith be and the same are hereby repealed.
SECTION 4. That this Resolution shall take effect immediately
upon its adoption by the City Council of the City of Edgewater, Florida, at
a regular meeting of said Council held on the 1st day
of December 1986, and approved as provided by law.

PREFACE
The primary purpose of emergency and disaster preparedness
is the protection of life and property in time of emergency.
This necessitates the construction of a program of action adopted
for providing this protection. For this purpose, the City of
Edgewater Comprehensive Emergency Management Plan was developed.
The Plan is based upon an in-depth study of the structure of
the City's Government, the operational capability of the City
Departments and the disaster history and potential for disaster in
the City. As developed the Plan consists of three (3) separate
elements:
(1) The Peacetime Emergency Plan
(2) The Nuclear Civil Protection Plan
(3) The Resources Management Plan
Such plan construction is per the State of Florida Department
of Community Affairs, Division of Public Safety Planning and
Assistance, Bureau of Disaster Preparedness Rules 9G•6 and 9G-7
which were promulgated per Section 252.35(.2)(a) of the Florida
Statutes.
All phases of plan research, development and writing were
performed by the City Civil Defense Office after coordination with
the various City Departments and with Volusia County Civil Defense
(to assure Plan compatibility). Responsibility for task performance
of each emergency function is assigned to the Department most
capable of performing that function in times of emergency,

The Plan is keyed to the functions which must be performed
during any emergency or disaster and establishes which Departments
shall have primary or support roles for the performance of these
functions. Each tasked department with a primary or support role
shall establish Standard Operating Procedures (SOP's) necessary
for the accomplishment of their respective assignments. These
SOP's shall be appended to this plan as appendices to the applicable
annexes.
As written, this plan is clear and concise for easy under-
standing, ready application and quick review. Eachelement of the
plan consists of two major parts, which are:
1. A basic section which outlines the legal basis and
authorities, organization, concept of operations,
and direction and control of emergency planning and
operations.
2. A group of ANNEXES, each of which outlines the prescribed
emergency operations, establishes responsibility, provides
for required support and describes the direction and
control necessary for the performance of each emergency
function.

PEACETIME EMERGENCY PLAN
BASIC PLAN
I. Introduction
This plan sets forth the policies and provisions for
coordinated City emergency and disaster operations for peace-
time emergencies. Included are various annexes to the Volusia
County Plan to provide for contingencies wherein the City has
only a limited or no response capability or in those instances
where responses or responsibilities might overlap. Functions
where Military Authority have the prime responsibility are
excluded. This Plan is applicable to any peacetime, natural,
or manmade emergency wherein response by City forces is nec-
essary,or assistance is required by or from County, State or
Federal Government Agencies.
The purpose ofthisPlan is to prevent, minimize and rem
pair injury and damage resulting from peacetime emergencies or
disasters, or the imminent threat thereof, whether manmade or
of natural origin.
II. Situation
The City of Edgewater is a coastal city situated midway
along Florida's East Atlantic Ocean Coast. The population
of Edgewater is approximately 12,000 residents.

The City is served by two(2) major highways, U.S.1 and I.9S,
by one minor highway , S.R. 442, one Railroad (FEC), the
Intracoastal Waterway, and has access to Massey Ranch Airport, a
General Aviation Airport. Due to these factors the primary man-
made type of emergency to plan for will be a transportation
oriented problem. This must include the transport of hazardous
substances through the City via road, rail, air and water in
addition to any possible effects on people and property a trans-
portation accident would incur.
Other emergencies covered by this Plan are the mitigation
of the effects of sabotage to Public Utilities, Civil unrest,
large-scale fires or other instances which could have a deleterious
effect on the City or its people.
Due to its geopgraphical location the natural hazards that
the City is most likely to`experience would normally be severe
weather phenomenon such as hurricanes, tornados, thunderstorms
(high winds, lightning, exceptional rainfall) and spot flooding.

The Plan upon adoption by Resolution of the City Council
of the City of Edgewater becomes a part of Ordinance 868, the
Civil Defense Ordinance of the City of Edgewater, and as such
carries the weight of law as prescribed in that Ordinance.
IV. Organization
The Civil Defense Organization as described in Ordinance 868,
the City's Civil Defense Ordinance, has at its head the Civil
Defense Director.
The Civil Defense Office is a department of the City and is
under the management of the Civil Defense Director. In times that
this plan is activated and/or the City is operating under emergency
conditions the Civil Defense Director shall be the operational
head of the City.
All Departments tasked under thisplan or additionally
tasked shall operate under the direct authority of the Civil Defense
Director through the respective Department heads.
Direction and Control of City emergency operations will he
exercised by the Civil Defense Director or in his absence, for any
reason, the Civil Defense Coordinator, with the cognizance,
concurrance and advice of the Mayor and City Council per that body's
emergency powers under the City Charter. The emergency functions
of all City Departments and other agencies will be coordinated by
the Civil Defense Director in a manner to assure maximum response
capability.

,V. Concept of Operations
A. In time of emergency, the City Government will utilize
all local City resources to combat the emergency situation
before requesting assistance from adjacent municipalities,
the County, State or Federal Governments.
B. If the City does require outside assistance, as determined
by the Civil Defense Director, all such assistance will be
requested by the Civil Defense Director under the direction
of the City Council.
C. Centralized direction, control and coordination will be
effected through the City's Emergency Operations Center
(EOC) which shall be staffed as provided in Section VIII,B.
If the emergency warrants, forwardEOC(s) may be activated
and established near the affected area(s). The Civil Defense
Director or Coordinator may establish a forward control point
in an emergency that requires coordination but not activation
of the EOC.
D. Supplementary agreements to inter -city compacts and intere
govermental mutual -aid agreements may be made as necessary for
effective emergency operations response.
E. Interdepartmental coordination of emergency operations
capability will be effected by the Civil Defense Coordinator
with the heads of the various Departments of the City. All
emergency preparedness planning and coordination shall he
compatible with the policies of the City Council and the
provisions of this Plan.

F. When this Plan is activated, all emergency public information
will be released only through the Civil Defense office. All
news and/or public information contacts concerning emergency
situations will be referred to the City Civil Defense office
by all City personnel.
G. All City Departments and assisting agencies will retain their
\identity and autonomy throughout all levels of emergency
coordination. In the event it is necessary for one Department
to request aid or additional support from another Department,
those personnel rendering the aid or support will generally
be temporarily incorporated into the structure of the Department
being aided.
VI. Execution
This plan may be activated in its entirety or by annex or
group of annexes as the emergency situation dictates.
Activation may be requested by the Civil Defense Coordinator
or any Department Head. Approval for activation shall be
by the Mayor or City Council or the Civil Defense Director.
VII. Responsibilities
A. The Mayor and City Council shall fulfill their responsibilities
and duties as prescribed in Chapter 868 of the Charter of the
City of Edgewater. Per Section 6, the Mayor may govern the
City by Proclamation under the direction of the City Council in
times of grave public danger or emergency.

Any time the EOC is activated and this Plan is in effect a
quorum of the Council should be present to allow immediate
response to emergency matters concerning policy or priorities
and the passage of emergency ordinances or resolutions.
The presence of the City Council during emergency conditions
is vital to the continuance of normal government functions
and the maintenance of normalcy is the most important function
of a Civil Defense organization.
B. The City Civil Defense Office, under the direction of the
City Council is responsible for:
1. Advising the City Council Department Heads, and County/State/
Federal Civil Defense of the nature, magnitude and effects
of the emergency.
2. Coordinating the functions of all elements of the City
Government engaged in emergency operations.
3. Rendering advice and assistance to the City Council to allow
their timely and sufficient response as to emergency
proclamations, directives, ordinances and guidance.
4. Assist City Departments in developing and revising emergency
and disaster SOP's.
S. Orientation and training the City emergency operations Staff
and conducting periodic exercises to test and evaluate this
plan.
6. Coordinating with Volusia County and Florida State Civil
Defense Agencies and other appropriate Federal, State, County
and private agencies that have an emergency response capability,

7. Maintaining emergency operations coordination with
adjoining municipalities.
8. Maintaining this Plan on a current basis and making
appropriate distribution of all changes.
9. Setting "Increased Readiness Operating Conditions"
outlined in Section VIII.A.
10. Initiating such other actions deemed necessary to effect-
ively implement this Plan.
C. The Head of each City Department with assigned primary or
support emergency function responsibility will;
1. Develop internal Department Standard Operating Procedures
(SOP's) for carrying out functions assigned in accordance
with this Plan.
2. Review this Plan semi-annually, each. January and June, and
update all internal SOP's as necessary. Any request for
updates to functional annexes shall be make to the Civil
Defense Director who shall be responsible for any necessary
revisions.
3. Furnish copies of all SOP's to the Civil Defense Director
for coordination, review and dissemination to all holders
of this Plan.
4. Assign and train the necessary operations personnel in
support of this Plan.
S. Assign appropriate personnel to the Emergency Operations
Staff as provided in Section VIII,B, and inform the Civil
Defense Director in writing of the assignments.

6. Provide for procurement and management of resources
necessary for all Emergency Operations.
7. Maintain total department personnel awareness of the
overall emergency preparedness program of the City.
8. Assure that Key Personnel have pre -planned and are
prepared to execute a personal family safety plan so
that these persons are available for emergency duties.
D. Support agencies -military, quasi -governmental, and/or
private, may be incorporated into the City emergency
planning and operations process as needed and available.
Military support, if required, will be requested in accords
ance with procedures provided by the Office of the State
Adjutant General.
VIII. Administrative Information
A. Increased Readiness Procedures:
Sudden thunderstorms, wind storms, tornadoes and severe
lightning usually give very little warning. The National
Weather Service will, if possible, post warnings that
usually give a pre -strike warning of up to one hour on most
local severe weather phenomena. The probability of tornadoes
can also be predicted with some accuracy to allow a watch.

sighted.
The City's Police Department usually receives all severe weather
warnings issued by the NWS locally. Upon receipt of such
warnings the Police Dispatcher shall advise the Civil Defense
Director and/or Coordinator.

The Director or Coordinator shall also relay the information
to other necessary City Departments, ie; Public Works, Fire
Department, Police Department and City Hall. Departments
notified shall use the information to plan work force schedules
and equipment usage so as to be prepared to respond as
necessary to emergency situations incurred due to the weather
and to protect City personnel and equipment.
Hurricanes normally develop slowly and at some distance from
the local area. This fact can be used to advantage by providing
an opportunity for operating agencies to prepare their response,
per this plan, to the expected emergency situation. The
following preparedness condition codes (Hurricane condition-
HURCON) shall be used to indicate the City's preparedness
posture during a hurricane threat:

(5) Initiate Annex V, Evacuation, as required.
Due to workweek schedules and possible changes in information
flow from NWS, County CD and the State, it may be necessary to
accelerate the setting of condition codes as they are stated
above. Such action will be as determined by the Civil Defense
Director.
B. Activation of Emergency Operations Center (EOC).
1. Overall direction and control of emergency or disaster
operations within the City of Edgewater will be exercised
by the City Council through the City's Civil Defense
Director.

In any peace time emergency or disaster situation this
direction and control shall be exercised from an interim
EOC established in the Community Center, located at
Riverside Dr. and Park Avenue. (It is noted that at
this time the City does not have a hardened EOC with
full centralized communications facilities.)
The interim EOC will be activated when directed by the
Civil Defense Director. Decisions regarding the use of
the EOC and the extent to which it shall be manned will
also be determined by the Civil Defense Director. In
his absence or disability for any reason, these decisions
will be made by the Civil Defense Coordinator.
During an emergency or disaster, the various City Depts..
will perform necessary emergency functions as provided in
this Plan. In the event the emergency or disaster exceeds
any Department resources and/or capability an immediate
report shall be made to the EOC to allow the committment
of additional available resources or the expeditious re-
questing of outside aid.
In situations that do not require a full EOC activation
the Civil Defense Director may utilize the option of having
the Civil Defense Coordinator establish a forward EOC to
allow full effort coordination from that point. This would
be especially effective in those instances where only certain
annexes of this Plan are required to be activated or where
such limited activation would assist in alleviating the
situation.

IX. Agreements and Understandings
The City's emergency operations functions will
normally operate very closely with County units operating
under the Volusia County Emergency Plan and as applicable
in accordance with the State of Florida Plan.
As, and if, volunteer units or non -city agencies agree
to be tasked with duties under this plan the agreements
between the City and these entities shall be appended
hereto. Such agreements will specifically outline the
agreed upon duties, operational procedures and responsibilities
of both parties.
Fire Mutual Aid agreements are presently in effect
between the various Fire Departments within the County and
between the County and abutting counties. These agreements
are in daily use, as necessary, allowing ongoing practice
in proper activation and utilization.

Peace Time Emergency Plan
TRAINING AND EDUCATION
I. GENERAL
The purpose of this Annex is to establish policy and
operational procedures necessary to assure a training and
education program in Civil Defense and Emergency Prepared-
ness for City Employees. This program should provide the
training to qualify our employees for emergency operations
and an on -going educational program for our citizens to
better enable them to cope with, and function. during, times
of emergency or disaster.
II. CONCEPT OF OPERATIONS
The Training and Education Program will be coordinated by
the Civil Defense Office.
Specialized courses such as those designed for Fire and
Police personnel shall be under the cognizance of the
applicable Department Heads.
Training Courses are available in Standard and Advanced
First Aid and in Cardio-Pulmonary Resuscitation CCPR).
These courses will be scheduled by the Personnel Department
or Department Head.
It is the City's goal to have all employees trained in CPR
and at least standard First Aid. The Edgewater Rescue shall
furnish teaching assistants for these courses as required.
Educational programs for the City's residents will from time
to time be scheduled by the Civil Defense Department. These
will be on subjects such as Hurricane Preparedness and General

Safety. Training Courses on First Aid and CPR shall also
be set up for the public in cooperation with the American
Red Cross, the Heart Association and at all times under the
auspices of the Daytona Beach Community College.
III. RESPONSIBILITY
The Civil Defense Department shall be responsible for the
function of training and education with support as necessary
from all Departments.
IV. EFFECTIVE DATE
This Annex is effective immediately and shall be active on
a full time basis so as to provide an on -going educational
program in support of the emergency functions of the City.

Peace Time Emergency Plan
WARNING
I. GENERAL
The purpose of this Annex is to establish policy and oper-
ational procedures necessary to accomplish adequate and
immediate warning to the residents of impending emergency or
disaster or of on -going situations that require immediate
response from those affected.
II. CONCEPT OF OPERATIONS
The warning function shall be coordinated by the Civil Defense
Department.
Peace Time disaster situations, as noted elsewhere in this
plan will be of -an immediate nature or will develop over a
longer period of time, ie; hurricanes.
A. Short lead time emergencies
1. Emergency operations of this type in Edgewater will
most probably be a transport oriented problem that
will involve a hazardous material. Under this type
of problem warning must be immediate and evacuation
as necessary started just as quickly Csee Annex 5).
Warning functions during this type of problem may be
initiated by the Mayor, Civil Defense Director, Civil
Defense Coordinator or the Police shift Commander on
duty.
B. Long lead time emergencies
1. Emergencies of this type include tornado warnings or
other severe weather in which up to two or three hours
notice may be given by the National Weather Service (NWS).
1. Continued:
Such warnings to the residents are given via radio and
television stations and usually only require increased
cognizance by our citizens. Severe weather warnings are
also passed from NWS to all police agencies in affected
jurisdictions on the Police "All Points" Channel. Upon
receipt of these warnings the Dispatcher on duty shall
pass them to the Civil Defense office who shall dissiminate
them to all City Departments who shall use the information
to anticipate and plan for protection of personnel and
equipment and the possible increase in work -load that may
be required for emergency operations after the weather has
passed.
2. The classic example of long- lead time warning is during
hurricanes. Today's technology allows the tracking of these
large storms almost from inception. The NWS will forecast
the storms movement from the National Hurricane Center in
in Miami, Florida. Regular reports will be issued for
rebroadcast to all persons by radio and television stations
throughout the State. Additionally, certain prognosis on
the hurricanes track are furnished to Civil Defense for
planning purposes only. These forecasts, at present, exceed
the absolute technical ability of NWS but are a best guess
estimate that may be used to increase the City's readiness
posture.
As warnings are received by the Civil Defense Department,
either direct from NWS or through the Police Department,
the information will be evaluated and hurricane condition

When an evacuation order is given due to an anticipated
hurricane hit, Police and Fire units will respond to the
affected areas and utilizing their mobile siren/PA systems
warn the residents. A door-to-door check will be performed
as necessary and as man -power is available to insure that
all persons receive the warning. This warning will be
accomplished in addition to that that will be given over
the radio and television.
III. RESPONSIBILITY
The Civil Defense Department shall be responsible for the
warning function with support furnished by the Police and Fire
Departments.

COMMUNICATIONS
I. GENERAL
The purpose of this Annex is to establish policy and oper-
ational procedures necessary to provide for communications,
both radio and telephone, during times of emergency or disaster.
Although the City does not, at this time, use a centralized
communications concept it is vitally necessary that all
communications during an emergency be handled from a central
communications point located in the interim EOC.
II. CONCEPT OF OPERATIONS
Emergency communications consist of two segments that when
interrelated will allow the command and control of all forces
operating within the City during times of emergency. These
segments are:
A. City Communications:
1. The City presently operates on two frequencies, the Police,
and Fire Departments. Additionally, two other Police
Service frequencies are available; the "All Points" frequency
used for interagency emergency communications and the
"Inter -City" frequency used for Interdepartmental adminis-
trative coordination. The City's Primary Police frequency
is the Edgewater Police Department.
B. Other Agency Communications:
Positions should be available within the EOC to allow radio
communications between Civil Defense and agencies assisting
during the emergency. Primary of these will be:

1. RACES - Radio Amateurs who are tasked under the Red Cross
Shelter Plan to provide shelter - to shelter- to EOC
Communications.
2. REACT - A group of citizen band operators who may be called
on to assist with adjunctive support if necessary.
All communications on the City's frequencies will be handled
through the dispatchers on duty. For this purpose access to all
frequencies has been installed at the dispatch desk in the Police
Department in which building the interim EOC is co -located.
To preclude a major problem from developing additional land line
(telephone) service should be installed at the dispatch desk
and within the EOC on a standby basis. These telephones would
be activated with the EOC or when required for other emergencies
in which only some of the Annexes to this plan are in use. At
least one number (line) must be unlisted for outgoing calls
only.
III. RESPONSIBILITY
The Police Chief shall be primarily responsible for all operations
under this Annex and shall be assisted by the Fire Department
for manning and by the City's Communications Officer for planning
and systems design.

EVACUATION
I. GENERAL
The purpose of this Annex is to establish policy and operating
procedures necessary to perform an orderly movement of all or
part of the population from any stricken or threatened disaster
within the City or any such area outside the City when those
persons affected must move into or through the City.
The time allowed to initiate and complete an area evacuation
is the crucial factor. Instances involving fires or hazardous
materials released by whatever means will'requirean immediate
on -scene evaluation and evacuation decision. Instances involving
natural phenomena, primarily hurricanes, allow more time for
evaluation,decision and completion of an evacuation program.
II. CONCEPT OF OPERATIONS
A. Immediate Response Emergencies
The decision to evacuate a limited area within the City due
to fires, hazardous materials ( See Annex XVI11 or other
situations requiring an immediate response may be made by the
Mayor, the Civil Defense Director or Coordinator, or if
necessary, the Police Shift Commander on duty. In any case
the Civil Defense Director or Coordinator shall be advised
of the situation immediately.
Evacuees, in this circumstance will be instructed to report
to the City's Community Center located at Riverside Dr. and
E. Park Ave. for registration and processing.

To accomplish this task the Parks and Recreation Director
shall be notified as will the Personnel Officer who shall act
in his capacity as Emergency Welfare Coordinator.
If the evacuation appears it will extend into along -term
displacement problem support will be requested from the
American Red Cross and/or the Salvation Army through the
Civil Defense Office.
B. Hurricane Evacuation
The decision to evacuate areas for a hurricane shall be
made by the Governor, Chairman of the County Commission,
or the Mayor or City Council. It is recommended that all
mobile homes also be evacuated in any class hurricane.
The Police and Fire Departments shall communicate the evacuation
order to the affected areas using their vehicular sirens and
Public Address Systems. The order to evacuate will in most
instances be released to all area radio and television stations
per Annex V of the Volusia County Peace Time Emergency Plan.
It is recommended that a check be made with the local Stations,
(WSBB and WCCZ) to assure that this has been accomplished.
Evacuation routes, street barricade locations and traffic
officer locations will be as provided in appencices VI, VII,
and VIII of Annex V of the Volusia County Peace Time Emergency
Plan, copy attached.
Persons without transportation are to gather at one of the
public assembly points as outlined in the above appendices.

Invalids who are pre -registered with Civil Defense will be
picked up at their homes and transported to shelters by school
bus or other available and adequate transportation. Invalids
not pre -registered and requesting assistance will be evacuated
to shelters on a transportation available basis.
III. RESPONSIBILITY
The Police Department shall furnish traffic control and in concert
with the Fire Department assist in communicating the evacuation
order to residents of the affected areas.
IV. EFFECTIVE DATE
This Annex is effective immediately and will be activated upon

I. GENERAL
The purpose of this annex is to delineate responsibility and
operating procedures for the function of Search, Rescue and
Recover (SRR) as defined:
A. SEARCH - Any and all activities directed toward seeking
or hunting, researching, examining or questioning to ascertain
the location or whereabouts of an individual or individuals
missing or reported missing and in jeopardy, or possible jeopardy,
of loss of life or injury.
B. RESCUE - All activities directed toward and requiring the
employment of organized and trained personnel, withappropriate
equipment, to locate and extricate persons entrapped in damaged
buildings, shelters, vehicles and other enclosures or from
radiologically contaminated areas or other generally inaccessible
area, giving first aid or emergency medical treatment and/or
arranging for removal of persons to safety and to recover critical
supplies, materials and equipment needed for survival.
C. RECOVERY - All activities directed toward or relative to
retrieval, restoration or return of persons or property to a
relative pre -disaster or pre -emergency status.
II. CONCEPT OF OPERATIONS
The Fire Chief shall coordinate with all City Departments,
and through the Civil Defense Coordinator with all outside
agencies, tasked to perform within the SRR function,

PUBLIC SAFETY
I. GENERAL
The purpose of this Annex is to establish Policy and oper-

Services) operations during times of emergency or disaster.
The four primary functions of the Police Department during
emergency or disaster operations are Traffic Control, Crowd
Control, Disaster Area Security and Mass Detention. These
functions are in addition to the normal Police duties that
are routinely performed day- to -day and that will increase
during emergency operations.
II. CONCEPT OF OPERATIONS _
All Police Services CPublic Safety) efforts will he coordinated
by the Chief of Police. Support as necessary shall be provided
by the Fire Department, the Civil Defense Department and
through interagency agreement and the Volusia County Peace Time
Emergency Plan, other local area Police Departments and the
Volusia County Sheriff's Department.
As stated above there are four primary emergency functions,
individually these are:
A. Traffic Control- to control the flow of vehicular traffic
in and around any stricken area and to control traffic flow
during evacuations ( See Annex 5). The emergency plans and
operations necessary to this function include but are not
limited to:

As previously stated the above activities are of a nature
that would only require their activation in times of emergency
or disaster. Such activation may be required for all the
functions at once or in any combination of the four. Due to
the very necessity of Police Services for Public Safety the
normal Police duties must be carried on with emergency operations
completed additionally. The many areas of emergency operations
that require Police support will require very close control and
planning of manpower and resource use and the complete support
of all agencies involved in the emergency.
III. RESPONSIBILITY
The Chief of Police shall be responsible for the Public Safety
activities of this Plan. He shall be supported by the Fire

other Police units within the area.

Emergency medical care is a normal function of all area
hospitals. Large, scale disasters will saturate any one
hospital which will require all hospitals to activate
their emergency plans.
B. Disease Prevention and Control:
Disease prevention and control is a responsibility of the
Volusia County Health Office.
C. Sanitation:
Sanitation, other than that performed by the City!s Sanitation
Department is a responsibility of the Volusia County Health
Office.
D. Mortuary Services:
Mortuary services are also a Volusia County Health Office
responsibility but may be augmented on a support basis by
mortuary establishments located within the City of Edgewater
and New Smyrna Beach.

An emergency mortuary will be set up in the Gymnasium of
the New Smyrna Beach Middle School if casualties in such
large numbers make this necessary.
III. RESPONSIBILITY
Since none of these functions are performed by any agency
of the City nor does the City have the means to develop such
resources, the responsibility for the activity shall be as
outlined in Annex VIII of the Volusia County Peace Time Emer-
gency Plan. As, and if local assistance is required, coordin-
ation shall be implemented through the City Civil Defense
Office for that assistance.
The provisions of the Volusia County Plan that reference
this function shall be appended hereto and shall become a
part of this Plan and Annexes.

I. GENERAL
The purpose of this Annex is to establish policy and oper-

Accurate Damage Assessment and timely reporting are very
important after a disaster as this information is vital in
determining whether a Disaster Declaration will be forth-
coming either from the Governor or the President. The Dec-
laration is important both to the City and affected persons
as this is the pre -requisite for State and/or Federal Aid into
the area.
II. CONCEPT OF OPERATIONS
The City Engineer is designated as the City's Disaster
Assessment Official. He shall be assisted by the Building
Inspectors and the Chief Building Official and the Public
Works Department.
Coordination will be established with Florida Power P, Light
to enable accurate, and timely assessment of damages to the
City's Utilities Systems.
Reporting shall be through the Civil Defense Office to the
County, State or Federal Government as the problem necessitates.

TEMPORARY HOUSING
I. GENERAL
The purpose of this Annex is to establish policy and oper-
ating procedures to provide for Temporary Housing needs caused
by natural or man-made peace time disasters or emergencies.
Although the American Red Cross and the Salvation Army are
the prime resources for this assistance the City may provide
additional help to these organizations, especially in the
initial phase of post -disaster recovery, by registering
persons, evaluating needs and coordinating this information
with the proper agencies.
Long term temporary housing may also become available through
the Federal Emergency Management Agency (FEMA) after a
disaster declaration by the President. In this instance
coordination with on -scene Federal Disaster workers will
become necessary.
II. CONCEPT OF OPERATIONS
The City's Personnel Officer acting as the Emergency Welfare
Coordinator and with the assistance of the Director, Parks
and Recreation shall provide all coordination necessary with
the American Red Cross, Salvation Army and on -scene County,
State and Federal Agencies providing temporary housing
support to the City.

FEDERAL PUBLIC ASSISTANCE
I. GENERAL
The purpose of this Annex is to establish policy and oper-
ational procedures necessary to qualify for Federal Public
Assistance. Assistance from both State and Federal agencies
depends upon the scope of the emergency and its effects,
primarily financial, upon local government and its people,
The greater the need, the more likely a disaster declaration
will be issued, either by the Governor or the President.
Of primary importance are financial records and reporting of
financial loss to the public and local governments. The
reporting must be as accurate as possible and great reliance
will be put upon information from Department Heads, Damage
Assessment Teams (. Annex X), and the Emergency Welfare
Coordinators Group (Annex IX).
II. CONCEPT OF OPERATIONS
The City's Finance Director and Staff will maintain accurate
records of all extraordinary costs incurred by the City
during emergency operations. These costs will include
manpower, equipment and expendable supply costs.
The required information will be furnished by each Department
of the City having a primary or support function during the
emergency.
Collated with the above information will be reports and data
furnished by Damage Assessment Teams and the Emergency Welfare

All information generated to be used as a basis for a possible
declaration shall be passed to the Civil Defense Department
for dissemination to the proper agencies.
If a Disaster Declaration is made, Departments under this
Annex will assist the various Federal or State Agencies as
they arrive on scene to set up Relief Programs. Each situation
is different as to scope of the requirements for relief teams
but all will include a need for office space, telephone service,
etc. City forces should only respond to actual requests for
such assistance as in all cases funding will be available to the
entities coming on scene.

owners for removal. Removal will be to sites as designated
for that purpose by the City Council or the Civil Defense
Director.
The Building Department will recommend whichbuildings they
believe are beyond reconstruction and should be razed. The
decision to demolish will be made in accordance with existing
City Ordinance or such Emergency Ordinances that may be in
force and applicable to the situation. A prime consideration
in these instances will be Public Health and the possibility
that partially demolished buildings could become vermin
infested.
Debris upon public property shall be removed by the Public
Works Department supported by the Parks and Recreation Department.
Additional equipment, if required, may be acquired through.
loan or rental upon approval of the Civil Defense Director.

Areas required to be accessed by rescue teams, whether on
public or private property, shall have first priority for
debris clearing.
Major streets shall have second priority for clearing to the
extent that debris may be just pushed clear temporarily to
allow access by other emergency forces.
Minor streets and cross streets snall have tnird priority
with other low necessity public areas assigned after all
of the above.
III. RESPONSIBILITY
The City's Public Works Department shall be responsible for
the function of debris removal and shall be supported by the
Parks and Recreation Department.
IV. EFFECTIVE DATE
This Annex is effective immediately and shall be activated as

EMERGENCY TRANSPORTATION
I. GENERAL
The purpose of this Annex is to establish policy and oper-
ating procedures pertaining to Emergency Transportation
services including the allocation of petroleum, oil,
lubricants (POL) supplies.
The importance of Emergency Transport capability and the
adequacy, availability and security of POL supplies cannot
be overstated. All operational units during a disaster or
emergency situation will be dependent upon maintenance of
this equipment and an assured supply of POL products to
stay in operation.
II. CONCEPT OF OPERATIONS
The Chief Mechanic (Garage Department) will be responsible
for and coordinate all emergency transportation and POL
requirements during emergency operations.
The emergency operations necessary for performance of this
function include, but are not limited tot,
A. Pre -Emergency Operations
1. Maintain normal day-to-day operations.
2. Maintain current inventory of for -hire surface carriers
in the area.
3. Establish policies, plans, programs and procedures to
utilize most effectively all available transportation
resources.

3. Return to normal day-to-day operations as soon as possible.

FIRE SUPPRESSION
I. GENERAL
The purpose of this Annex is to establish policy and oper-
ating procedures for fire suppression and control in disaster
and emergency situations.
Fire suppression is divided into two (2) categories to allow
clear definition of responsibilities:
A. Urban fires- those fires occuring within the corporate
City limits. The Volunteer Fire Department will exercise
control over all urban fire suppression units. Support
may be requested from other Departments through mutual -aid
agreements if the fire emergency has, or appears about to,
exceed the City's fire suppression capabilities.
B. Rural fires- those fires which burn outside the corporate
City limits. Primary responsibility for rural fire control
accrues to established Fire Control Districts, Volunteer
Units or the Florida Forestry Service.
Particular emphasis should be placed upon a training pro-
gram to support the Hazardous Materials Annex of this Plan
and the control of transportation incurred fire emergencies.
II. CONCEPT OF OPERATIONS
The function of Fire Suppression in an emergency is quite
complex and will require close integration and coordination
between the Fire Department and all support departments.

Emergency operations necessary for the performance of this
function include but are not limited to:
A. Pre -Emergency Operations
1. Maintain normal day-to-day operations.
2. Maintain cognizance of fire conducive weather and fire
danger.
3. Maintain operational readiness of equipment, man -power

4. Establish and maintain interdepartment coordination
with other fire agencies.

6. Design and maintain an alert plan involving the fire force.
B. Emergency Operations
1. Maintain, to the extent possible, day-to-day operations.
2. Apply all necessary and available resources to combat
the emergency.
3. Staff the EOC av directed by this plan.
4. Coordinate all actions of agencies involved in the
fire suppression function.
5. Keep the Civil Defense office appraised of all
pertinent information.
C. Post -Emergency Operations
1. Resume normal day-to-day routine as soon as pract�
icable.
2. Continue fire suppression and surveillance until all
fires are dead out.

HAZARDOUS MATERIALS
I. GENERAL
The purpose of this Annex is to establish policy and oper,
ational procedures necessary to provide protection in the
instance of hazard materials injection into the environment.
Materials that are classified as hazardous move through the
City quite frequently either as truck, train or barge cargo,
Materials range from liquid and gaseous chemicals to radio-
active materials used in industry.
When industrial or transportation accidents occur whichrelease
these agents into the environment a grave situation can de-
velop highly dangerous to our residents and our emergency
response personnel.
II. CONCEPT OF OPERATIONS
All hazardous materials incidents shall be coordinated by the
Civil Defense Department. The primary resources for attack
on such a problem are the City's Fire and Police Departments.
The City's Fire Chief is the first line of defense against
industrial hazardous materials accidents. Throughcomplete
inspection of facilities utilizing hazardous materials he will
be able to pinpoint possibly dangerous situations before they
develop.

During emergency operations Civil Defense shall receive and
evaluate initial reports. Information shall be passed on to
County, State or Federal agencies as required. Volusia County
Civil Defense will be notified immediately if the incident
involves radioactive material.
The immediate concern will be containment and a reduction in
exposure to our residents through area evacuation if necessary.
Assistance will be provided to those involved in clean-up
operations. Clean-up in this context will include control,
containment, clean-up, disposal, detoxification or whatever
else may be required to render the substance safe to man and
his environment.
If those responsible for the spilled materials) cannot or will
not engage in clean-up, or are proceeding in an unadequate
manner, the Federal Environmental Protection Agency, Region IV
office is responsible for and will initiate cleanup procedures.
The U.S. Coast Guard will assume this responsibility in coastal
water areas.
III. RESPONSIBILITY
When this Annex is activated the Civil Defense Director shall
evaluate, manage, control and coordinate the function of Hazard-
ous Materials Control. Support shall be furnished by:
1. Police Department- Incident notification and area security.
2. Fire Department - Containment and clean-up,
3. Public Works - Clean-up.

I. GENERAL
The purpose of this Annex is to establish policy and
operational procedures to assist in the precluding of
hazardous situations through the normal powers of the
City.
The goal of hazard mitigation is essentially to not let
a hazard or a situation that could eventually be a hazard
develop.
II. CONCEPT OF OPERATIONS
The City Planner assisted by the Building Inspection Depart-
ment and the City's Planning Board will through. the City's
Planning and Zoning Ordinances coordinate the hazard mitigation
function of this plan.
The City through its adoption of Land Use Plans, Development
Plans and Zoning and Building Ordinances has to a great
extent accomplished this activity.
Continued cognizance of the Flood Plain documents and the
effects of natural phenomena as well as traffic flow con.
ditions will assist in the planning required to recommend
changes to the City that will assist in precluding a
hazardous condition developing that could eventually he a
prime or accessory cause of a disaster.
