A motion was made by Mr. McIntosh, second by Mr. Eichhorn, to approve the December
13, 2017 minutes. The MOTION was APPROVED by the following vote:

g. VA -1801 - Raymond Webb, Kenco Sign & Awning LLC, requesting a variance
from the Land Development Code for property located at 3001 India Palm Drive.
Mr. Lear provided background information on the request.
Chairman Kennedy opened the public hearing.
Ray Webb, 1539 Garden Avenue, Holly Hill, stated it was not feasible to combine the new with the
existing sign as it is at the maximum size. The proposed sign is a 24 square foot monument sign and
is proposed to be located in an existing planter area which previously had a sign. He added that the
sloped roof is the only area for a sign to be located on the building and would like to be able to locate
a sign on the roof also.
Mr. Lear stated roof signs were prohibited and the variance request was for a ground sign.
Mr. Andrejkovics stated he felt the work being done at this property will be a marked improvement.
There being no further discussion Chairman Kennedy closed the public hearing.
A motion was made by Mr. Wright, second by Mr. Tyree, to approve VA -1801. The

Ron Carwile, 1701 South Ridgewood Avenue, stated the signs would be located virtually where they
are now, however if they were to meet the required setback the signs would be within the parking lot
and driveway.
Mr. Andrejkovics complemented Mr. Carwile on this plan to update the signs.
Mr. Eichhorn asked for clarification on the sign that would be moved to the building, would that be a
third sign. Ms. Brown stated it would be and is permitted.
There being no further questions or comments Chairman Kennedy closed the public hearing.
A motion was made by Mr. Andrejkovics, second by Mr. Wright, to approve VA -1729. The

Mr. Lear advised Mr. Wright and Mr. Tyree that their terms expire in March, if they would like to be
re -appointed to send an email to Ms. Brown by the end of the month.
The Development Order for Whistle Stop Park will be issued this week, the site plan for Dollar Tree
is under review.
b. Chairman's Report
None at this time.
c. Agency Member's Report
Mr. Wright asked about the variance that was approved for the Florida Shores Truck Center and
when the additional signs would be removed. Mr. Lear stated he looked into that last month and was
advised that the sign company's crane was inoperable and they would be removed once fixed.
Mr. Andrejkovics provided an update on the January 3 Economic Development Board meeting.

Comprehensive Plan Consistency:
Volusia County Urban Low Intensity Areas for low density residential dwelling units with a range of two-tenths (0.2) to four (4)
dwelling units per acre. In reviewing rezoning requests, the specific density will depend on locational factors, particularly
compatibility with adjacent uses and availability of public facilities. This residential designation is generally characterized by single
family type housing, e.g., single family detached and attached, cluster and zero lot line. This designation will allow existing
agricultural zoning and uses to continue.
The ULI designation is primarily a residential designation but may also allow neighborhood convenience uses (see Shopping Center
definition in Chapter 20) and individual office buildings as transitional uses that meet the Comprehensive Plan's location criteria. The
commercial intensity shall be limited to no more than a fifty percent Floor Area Ratio (0.50 FAR) and in a manner to be compatible
with the allowable residential density. In order to be considered compatible, the commercial development should be oriented to serve
adjacent neighborhoods, reflect comparable traffic generation, similar traffic patterns, building scale, landscaping and open space and
buffers. Due to the nature of some of the commercial uses, additional landscaping and visual screening shall be provided through the
BPUD process when adjacent to low density residential in order to preserve the character of the neighborhood. More intensive
neighborhood commercial use shall be reserved to areas designated for Commercial.
City of Edgewater Low Density Transition allows for up to one (1) dwelling unit per acre and provides for limited
agriculture while acting as a transition between rural and residential land uses. The proposed land use is the most
compatible residential land use designation in comparison to the County Low Density Transition designation.
RECOMMENDED ACTION
Motion to send a favorable recommendation to City Council for AN -1807.

VA -1802 - Charles Young, requesting variances from the Land Development Code for property located at 605
Sea Gull Court.
OWNER: Charles Young
REQUESTED ACTION: Variances from Section 21-50.02 (Table V-1) of the Land Development Code to
allow a concrete patio to be located 18 -inches from the side and rear property lines in lieu of the required 10 -
feet and 20 -feet respectively; and to allow 64% impervious coverage in lieu of the maximum 60%.

Background: The subject property is developed with a duplex constructed in 1985; the applicant is the owner of one-half of the
duplex. The owner is requesting to construct a 171 square -foot concrete patio at the northeast corner of the property and being located
18 -inches from the side and rear property lines.
The maximum impervious coverage permitted is 60%, the additional patio will increase the impervious coverage to 64%.
Due to previous flooding of the property a stormwater plan must be submitted to and approved by the Environmental Services
Department prior to the issuance of a permit.

SUBJECT:
Board Appointment - Recommendation to City Council due to the expired term of Paul Wright, who is seeking
reappointment.
SUMMARY: Mr. Wright was appointed to the Planning and Zoning Board on March 2, 2015 with his term
expiring on March 2, 2018. Mr. Wright has indicated that he would like to continue to serve on the Board and
is requesting reappointment.
There are no current applications for appointment to the Board on file.
RECOMMENDED ACTION
Motion to send a favorable recommendation to City Council to reappoint Paul Wright to the Planning and
Zoning Board for a three-year term.
