A motion was made by Councilman Blazi, second by Councilman Conroy, to approve
Minutes of the April 2, 2018 Council Meeting. The MOTION was APPROVED by the
following vote:

b. AR-2018-3401 Minutes of the May 7,2018 Council Meeting
A motion was made by Councilman Blazi, second by Councilwoman Vogt, to approve
Minutes of the May 7, 2018 Council Meeting. The MOTION was APPROVED by the

4. CITIZEN COMMENTS
Charles Martin, 205 Cherrywood Ln: discussed that he will not be running for City Council because
he would not be able to devote the time needed for the position with his new job. He praised the city
of Edgewater and Councilwoman Power for the wonderful job they do.
5. APPROVAL OR CHANGES/MODIFICATIONS TO THE AGENDA
Nothing at this time.
6. CITY COUNCIL REPORTS
Councilwoman Vogt reported: enjoying her recent visits the Edgewater Farmers Market.
Councilman Blazi reported: nothing at this time.
Councilman Conroy reported: an update on The Oaklynn Cemetary.
Mayor Ignasiak reported: attending an emergency meeting of the Volusia County Round Table on the
14th regarding school security. Daytona State College Vocational Training program opening on the
23rd. Speaking at the Edgewater Cemetary for Veterans Day on the 28th.
7. CONSENT AGENDA
A motion was made by Councilman Blazi, second by Councilman Conroy, to approve the
Consent Agenda. The MOTION was APPROVED by the following vote:

a. AR-2018-3365 Requesting approval of the Proposal and authorization for the City Manager to order

Rescue 57.

City Attorney Wolfe read Ordinance No. 2018-0-08 into the record.
City Manager Barlow made a staff presentation.
Mayor Ignasiak opened and closed the public hearing.
A motion was made by Councilman Conroy, second by Councilwoman Vogt, to approve
Ordinance No. 2018-0-08. The MOTION was APPROVED by the following vote:

approval for the Woodbridge Lakes subdivision.
A motion was made by Councilman Conroy, second by Councilman Blazi, to approve the
preliminary plat for the Woodbridge Lakes Subdivision. The MOTION was APPROVED by
the following vote:

b. AR-SD1703 SD-1703 - David Evans, Liberty Village Development Inc., requesting Preliminary
Plat approval for a subdivision to be located east of South Glencoe Road and south
of Lake Waterford Estates.
A motion was made by Councilman Blazi, second by Councilman Conroy, to approve the
preliminary plat for Liberty Village Subdivision. The MOTION was APPROVED by the
following vote:

c. AR-2018-3376 ZA-1802- E.V. LaCour, requesting to amend and restate the Oak Leaf Preserve
RPUD(Residential Planned Unit Development Agreement).
A motion was made by Councilman Conroy, second by Councilman Blazi, to approve the

located at 2930 Vista Palm Drive.
A motion was made by Councilman Conroy, second by Councilman Blazi, to approve the
removal of a historic Live Oak tree on the property located at 2930 Vista Palm Drive. The
MOTION was APPROVED by the following vote:

e. AR-2018-3397 Presentation of the Pavement Condition and Analysis Report by IMS Infrastructure
Management Services
Dan White from IMS Infrastructure Management Services gave a staff presentation.
11. OFFICER REPORTS
a. City Clerk
Assistant to the City Clerk Kelsey Arcieri Reported: Qualifying for Elections starts at noon on
Monday, June 18th and ends at noon on Friday, June 22nd. A reminder that Robin & I will be at our
Clerks Conference starting this Sunday, June 10 through Wednesday, June 13th. Bonnie will be
taking care of anyone walking up & Robin will be taking care of e-mails and phone messages. Also
Andrea Simmons of the Parks & Rec Department will be handling the Budget Workshop on June 11th
at 6:30 pm while we are at our Conference.
b. City Attorney
City Attorney Aaron Wolf reported:Nothing at this time.
c. City Manager
City Manager Tracey Barlow reported: that Volusia County has gone out for bid on the Park Avenue
widening agreement (2017-R-36). The Cities expenses to relocating the utilities will be $500,710. The
County plans to award that contract June 5, 2018. Thanked Mrs. Sapp for informing the city of a
loophole in our life safety inspections and that has now been corrected. The first Rental Inspection
draft has been completed and is expected to be in front of Council within the next two Council
meetings for approval. June 11, 2018 is the Budget Workshop at 6:30. June 27 is the joint meeting
with The Volusia County School Board at 5:30. Tracey Barlow will be on vacation starting June 21st.
Fourth of July festivities will be held on July 4, 2018.
12. CITIZEN COMMENTS
Leo Towsley, 2828 Unity Tree Dr: Discussed an issue he is having with his neighbor.
Dave Kneiszler, 2319 Unity Tree Dr: Asked if the proposed gated community will be responsible for

maintaining their own roads. Also discussed that he feels our roads are in decent condition for their
age because of our lightweight trucks.
Michael Visconti, 316 Pine Breeze Dr: asked what the plans are for the parking lot located at the
corner of USI and 10th Street.

There being no further business to discuss, Mayor Ignasiak adjourned the meeting at 8:34 p.m.
