A PROCLAMATION CALLING A SPECIAL ELECTION
TO BE HELD IN CONJUNCTION WITH THE PRIMARY
ELECTION CALLED FOR OCTOBER 20, 1970, FOR
THE PURPOSE OF AMENDING THE CHARTER OF THE
CITY OF EDGEWATER, FLORIDA, PURSUANT TO
CHAPTER 69-242, FLORIDA STATUTES, SAID
ELECTION TO BE HELD TO DECIDE THE QUESTION
OF WHETHER TO AMEND SECTION 104, CHAPTER
27532, SPECIAL ACTS 1951, LAWS OF FLORIDA,
AS AMENDED BY SECTION 2, CHAPTER 61-2115,
SPECIAL ACTS 1961, LAWS OF FLORIDA, SO AS
TO CHANGE SAID SECTION TO PROVIDE THAT THE
CITY COUNCIL SHALL BE ALLOWED TO MAKE
EXPENDITURES OR ENTER INTO CONTRACTS UP
TO THE AMOUNT OF ONE THOUSAND DOLLARS
WITHOUT THE NECESSITY OF COMPETITIVE BIDS;
PROVIDING THAT THIS PROCLAMATION SHALL BE
POSTED IN TWO PUBLIC PLACES IN THE CITY OF
EDGEWATER, FLORIDA, ONE OF WHICH SHALL BE
THE BULLETIN BOARD AT THE EDGEWATER CITY
HALL, THE FIRST OF WHICH SAID POSTINGS
SHALL BE NOT LESS THAN THIRTY DAYS PRIOR
TO OCTOBER 20, 1970; PROVIDING THAT SAID
ELECTION SHALL BE HELD IN THE COMMUNITY
CENTER IN THE CITY OF EDGEWATER, FLORIDA;
PROVIDING THAT THE QUESTION CONTAINED IN
THIS PROCLAMATION SHALL BE CONSIDERED
SEPARATE FROM ANY OTHER QUESTIONS TO BE
DECIDED AT SAID ELECTION; AUTHORIZING THE
CITY CLERK TO TRANSMIT A COPY OF THIS
PROCLAMATION TO THE SUPERVISOR OF ELECTIONS
FOR VOLUSIA COUNTY, FLORIDA; AND PROVIDING
AN EFFECTIVE DATE THEREFOR.
BE IT PROCLAIMED BY THE CITY COUNCIL OF THE CITY OF
EDGEWATER, FLORIDA:
SECTION 1. That a special election be and the same
is hereby called for October 20, 1970, to be held at the
Community Center in the City of Edgewater, Volusia County,
Florida in conjunction with a primary election on said date,
for the purpose of amending the Charter of the City of Edge-
water, Florida, pursuant to Chapter 69-242, Florida Statutes,
the purpose of said election being to decide the question of
whether Section 104, Chapter 27532, Special Acts 1951, Laws
of Florida, as amended by Section 2, Chapter 61-2115, Special
Acts 1961, Laws of Florida, which reads as follows:
SECTION 104: When an expenditure other than
the compensation of persons employed by the
city exceeds Five Hundred ($500.00) Dollars,
such expenditure shall be first authorized
and directed by Ordinance of the City
Council, and no contract involving an
expenditure in excess of such sum shall be
made or awarded except upon competitive bids,
shall be changed to read as follows:

such expenditure shall be first authorized
and directed by Ordinance of the City Council,
and no contract involving any expenditure
in excess of such sum shall be made or awarded
except upon competitive bids.
SECTION 2. That this Proclamation shall be posted
in two public places in the City of Edgewater, Florida,
one of which said public postings shall be on the bulletin
board in the Edgewater City Hall, not less than thirty (30)
days prior to October 20, 1970.
SECTION 3. That the question contained in this
Proclamation shall be considered separate from any other
questions to be voted upon at said election.
SECTION 4. That the City Clerk be and she is hereby
authorized to transmit a copy of this Proclamation to the
Supervisor of Elections for Volusia County, Florida and
to request that said question be placed upon the ballot.
SECTION 5. That this Proclamation shall become
effective upon its adoption by the City Council and
approval by the Mayor. The Charter change contemplated
herein, if approved.by a majority of the electors of the
City of Edgewater, Florida, shall take effect upon filing
the Revised Charter with the office of the Secretary of
State, State of Florida.
The above and foregoing Proclamation was presented
by Councilman Ledbetter who moved its adoption,
said motion being seconded by Councilman Fugate ,
and upon roll call vote said Proclamation was duly declared
adopted at a regular meeting of the City Council of the
City of Edgewater, Florida held on the 17th day of August
A.D., 1970, the vote of said Council upon roll call being
as follows:
