631ORDINANCE NO. 631 AN ORDINANCE REPEALING ORDINANCE NO. 550 AND ORDINANCE NO. 285 OF THE CITY OF EDGEWATER, FLORIDA RELATING TO TRAILER PARKS AND ADOPTING AN ORDINANCE RELATING TO MINIMAL REQUIREMENTS FOR TRAILER PARKS OR MOBILE HOME PARKS WITHIN THE CITY OF EDGEWATER, FLORIDA, AND SETTING FORTH AN EFFECTIVE DATE. BE IT ENACTED BY THE PEOPLE OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1. Application for license or permit; pre- requisites. Applications for a license or permit to operate a trailer park or mobile home park shall be withheld for a period of ten (10) days from date of application to the City in order that the building inspector may determine the location of the park, elevations, rights of ingress and egress and size of plot of ground to be encompassed by said park. The building inspector shall, within the aforesaid ten (10) days period, make recommendations to the City Council advising whether the application for license or permit shall be accepted or rejected. SECTION 2. Minimum requirements. All trailer parks or mobile home parks shall meet the following minimum requirements: (1) Streets are required to be not less than eighteen (18) feet wide if double lane and black topped or topped with other suitable topping. Any one way" street to be not less than nine (9) feet wide and to be black topped or topped with other suitable topping. All streets, either single or double lane, are to be provided with adequate drainage facilities. (2) Streets and park area to be illuminated properly all night. (3) Size of plot for each trailer to be not less than forty (40) feet by eighty (80) feet with patio of cement slab not less than nine (9) by thirty (30) feet on entrance side of trailer. (4) All electric wiring to the trailer to be under ground and comply with the National Fire Protection Association Electrical Code, as amended. (5) All plumbing to comply with the Southern Standard Plumbing Code, as amended. (6) The owners or operators of said trailer parks or mobile home parks are required to install a sewage system within said park and also required to hook into and use the City sewage system where available, as defined by Ordinance No. 538 and amendments thereto of the City of Edgewater, Florida. Any owner or operator of a trailer park shall bear the cost of hooking into said City sewage system. All said sewage systems must meet the specifications and requirements of the State Board of Health. (7) The owners or operators of said trailer parks or mobile home parks are required to install a water system within said park and also required to hook into and use the City water system where available, as defined by Ordinance No. 539 and amendments thereto of the City of Edgewater, Florida. Any owner or operator of a trailer park shall bear the cost of hooking into said City water system. All said water systems must meet the specifications and reauirements of the State Board of Health. (8) There shall be one central toilet and shower for each sex, where accommodations are available for over night campers or trailers. (9) City water shall be piped to each trailer with not less than 3/4" piping. (10) Each trailer space shall be numbered with directory at the office of said trailer park or mobile home park. SECTION 3. No occupational license to operate a trailer park shall be issued until the completion of all improvements and compliance with all requirements and regulations as above set forth and, in case of an extension or addition to an already existing trailer park, the occupational license to operate the already existing trailer park may be suspended or revoked by the City Council unless and until such time as the said extension or addition complies with the requirements and regulations as above set forth. SECTION 4. License fees. The annual occupational license tax for a trailer park shall be as follows: 1 to 10 trailer spaces.............$25.00 10 to 20 trailer spaces ............. 35.00 20 or more trailer spaces........... 45.00 said license year to begin October 1. and end September 30 of the following year. -2- SECTION 5. Any person operating a trailer park without a license or who is found guilty of violating any of the provisions of this chapter shall be subject to the penalties provided by Section 1-8, Code of Ordinances of the City of Edgewater, Florida. SECTION 6. That Ordinance No. 285 and Ordinance No. 550 of the City of Edgewater are hereby revoked and repealed effective as of the date of this Ordinance; provided however, that the rights and obligations held by and imposed upon owners and proprietors of existing trailer parks or mobile home parks in the City of Edgewater shall not be affected by the repeal of said Ordinances. SECTION 7. That this Ordinance shall take effect immediately .upon its passage by the City Council and approval by the Mayor. The above and foregoing Ordinance was read in full and passed by vote of the City Council of the City of Edgewater, Florida at a regular meeting of said Council held on the 4th day of August A.D., 1969. Upon motion duly made, seconded and carried, the requirement of reading said Ordinance upon second reading was waived and the Ordinance was ordered put upon final passage.
