ORDINANCE NO. 607
AN ORDINANCE CREATING A CITY PLANNING
BOARD WHICH SHALL BE KNOWN AS THE EDGE -
WATER PLANNING BOARD, SETTING FORTH ITS
MEMBERSHIP, SETTING FORTH THE METHOD OF
APPOINTING MEMBERS, SETTING FORTH THE
TERMS OF MEMBERS AND MANNER OF FILLING
VACANCIES, SETTING FORTH THE FUNCTIONS
AND DUTIES AND POWERS OF SAID EDGEWATER
PLANNING BOARD, AND PROVIDING AN
EFFECTIVE DATE THEREFOR.
WHEREAS, the City Planning Board heretofore organized and
existing has. not functioned to the satisfaction of the City
Council and has been abolished, and
WHEREAS, the City Council feels that the City of Edgewater
should have a city planning board, organized along different
lines, in order to add to the orderly growth and development of
Edgewater, Florida.
NOW THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF
EDGEWATER, FLORIDA:
SECTION 1. CREATION OF BOARD. There is hereby created a
city planning board which shall be known henceforth as the Edge-
water Planning Board, which said board shall consist of five (5)
members to be appointed by resolution by the City Council of the
City of Edgewater, Florida.
SECTION 2. MEMBERSHIP Members of the said Edgewater Planning
Board must reside within the City of Edgewater, Florida, or else
own or operate a business in said City. There shall be a chairman
and secretary of said Edgewater Planning Board who shall be select-
ed by majority vote of the members of said board. Each member,
including the chairman and secretary, shall serve on said board
at the will of the City Council. In case of the resignation of
any member of the board, or in case the City Council shall terminate
the membership of any member on said board, the City Council shall
thereafter appoint a successor to the vacancy created by said
resignation or removal. The members of the Edgewater Planning
Board, including the chairman and secretary thereof, shall receive
no compensation for their services.
SECTION 3. FUNCTIONS AND DUTIES. It shall be the function
and duty of the Edgewater Planning Board to prepare and develop
and maintain comprehensive Land Use Planwhichshall be designed
to accommodate and facilitate the community growth and develop-
ment. The said Land Use Plan shall include but not be limited
to:
(a) a public facility plan illustrating the desired
system of transportation, parks and open space,
schools and cultural facilities, utilities,
hospitals, public health building, fire and -
police facilities and other public uses.
(b) a plan of desired patterns of residential, commercial,
industrial, institutional and agricultural use.
(c) miscellaneous elements such as community renewal,
flood control, polution control, conservation,
beautification and other similar items.
(d) it shall be the duty of the Edgewater Planning -
Board to draw a set of by-laws for its own
internal organization and procedure.
SECTION 4. POWERS OF THE BOARD. in order to facilitate the
preparation and implementation of the said comprehensive Land Use
Plan, the said planning board shall be authorized as to:
(a) Acquire and maintain such basic information and
materials as are needed to understand trends and
present conditions, to conduct special stildies
on the location, condition and adequacy of specific
facilities such as housing, commercial and industrial
conditions, schools, parks, open space, utilities,
traffic and parking.
(b) To aid and make recommendations to all governmental
units in order to help coordinate the plans and
programs and policies of all governmental untis in
the City of Edgewater whose actions will affect the
city's overall growth and development. The said
aid and recommendations are to be advisory only.
(c) To recommend to the City Council ordinances and/or
resolutions needed to promote the orderly develop-
ment of the community. Such ordinances and/or
resolutions shall be advisory only.
SECTION 5. That all Ordinances or parts of Ordinances in
conflict herewith be and the same are hereby repealed.
SECTION 6. That this Ordinance shall take effect immediately
upon its adoption by the City Council and approval by the mayor.
The above Ordinance was read in full and passed by vote of
the City Council of the City of Edgewater, Florida at a regular
meeting of said Council held on the 19th day of August, A.D., 1968.
Upon motion duly made, seconded and carried, the requirement
of reading said Ordinance upon second reading was waived and the
Ordinance was ordered put upon final passage.
