12-17-2002 - Blamey projectBLAMEY BUILDING TRC Minutes 12/17/02 PLANNING DEPARTMENT General • Revise site plan to include a dumpster pad for future consideration. • Show detail of opaque fencing required by Planning and Zoning Board. Parking • Remove wheel stops from revised plans. • Turf block must be approved by City Engineer. • Provide proposed irrigation system layout on revised site plans. • Revise note on Sheet 2 to read “built over or landscaped. • Vehicle back-up (maneuvering) area shall be fifteen feet (15’) deep and have a minimum 15-foot (15’) turning radius. 21-57.02(f). • All site plans shall include FDOT standard traffic control signs and pavement markings necessary to ensure safe traffic and pedestrian flow, including but not limited to fire lanes. Landscaping • Note on Sheet 2 states 20” Oak to be removed, however drawing indicates a 20” Maple is to be removed. • An additional 41 shrubs will be required for a total of 206. 67 of the total should be placed in the buffer area abutting adjacent residential use (SW 40’ of the property). BUILDING DEPARTMENT • The structure is classified as type IV construction that is unprotected and not protected by an automatic sprinkler system. • The metal building drawings will need to be changed to reflect the Florida Building Code 2001 edition with a minimum of 120 mph wind load with exposure “B” and designed as enclosed or partially enclosed per Section 1606. • The metal building anchor bolt plan is different from the foundation plan. • The walk out doors must meet Section 1004.1.4 requiring a minimum distance equal to ½ the longest travel distance. • Egress doors must swing in the pat of travel (outward). • The bathroom must meet Chapter 11 of the FBC for handicap accessibility and design. ENVIRONMENTAL SERVICES • The site plan indicates “water meters” for potable use and irrigation. As reclaimed water is available at this location, it would be in the developer’s best interest form both an initial capital and monthly billing perspective to use this service for irrigation. A 5’ separation must be maintained between the potable and reclaimed water lines, and sleeving utilized where the lines cross. FIRE DEPARTMENT • The required fire flow for this project is 1000 GPM. LEGAL DEPARTMENT • No comments CITY ENGINEER • Retention areas are to be sodded (21-54.02{f}). • Additional detailed information is needed for riprap, over flow weirs and random swales. It appears that retention up to elevation of 15’ will not be available. Also, retention is not provided for runoff form curb cut on east side. • Skimmer boards shall be required n overflow weirs(s). • Parking to be “hard surfaced” (21-57.02{k}) (turf block?) • Maneuvering area required for western most parking space. (21-57.02{d}). • City may wish to verify proposed use so to evaluate number of parking spaces. Written response to these comments are required with submittal of seven (7) sets of revised Site Plans.
