TRC Comments

PLANNING DEPARTMENT
General:
1. Per Section 21-52.02(c) of the City of Edgewater Land Development Code (LDC),
no driveway along Park Ave. shall be closer than 330’ to an intersection.
2. Reduce the number of driveways on Park Ave. to one and locate it at least 330’ east
of the Skyway Dr. intersection.
3. Revise the flood zone data on Sheet 1 to reflect the April 2002 flood maps.
4. Indicate on Sheet 2 what type of pavement will be used.
5. If dumpsters are to be on-site, then the locations must be shown on the revised site
plan and per Section 21-34.08, dumpsters must be enclosed from view with a 6’
high opaque fence and gate.
6. The applicant must provide a letter to the City stating that there shall be no
businesses allowed to operate from this site and that the hangars are for personal
use only.
7. If there is to be a Condominium Association, provide the City with copies of the
appropriate documents.
8. The applicant should contact the County regarding the future widening of Park
Ave. and its relation to the design of this project.
Parking:
1. Relocate the 16 parking spaces that are south of Building B so airplanes may access
the western portion of this building.
2. Revise Sheet 2 to illustrate that the parking lot and driveway on the north side of
the site will be paved
3. Per Section 21-57.02, 50 parking spaces are required with two designated
4. Curbing must be used for all parking spaces.
5. Per Section 21-54.03, parking lots shall have a 10’ landscape area abutting the
stalls unless abutting sidewalks.
6. Per Section 21-57.02, vehicle backup areas shall have a minimum 15’ turning
radius.
7. Per Section 21-57.05, Building A shall require one loading berth and Building B
shall require two loading berths.
Landscaping:
1. Per Section 21-54.02, 672 shrubs are required and must be at least 24” in height at
the time of planting.
2. Per Section 21-55, 149 trees are required and new trees shall be a minimum of 2.5”
at 6” above the soil line.
3. Revise the Planting Schedule and Landscape Plan to reflect these changes.
BUILDING DEPARTMENT
I have reviewed the plans for the construction of two aircraft hangers. The construction
type is IV unprotected and sprinkled. The following are comments regarding this plan.
1. The hanger “A” to the south is 20 feet from the property line. Section 411.7.1 of the
Florida Building Code requires any hanger not located 30 feet from property lines
or other building shall be constructed with a 2 hour fire rated wall construction
along the distance the building is not 30 feet from the property line.
2. Tenant separation between occupants shall be a 2-hour firewall as required per
Section 704.1 of the Florida Building Code.
3. Type IV construction will required a fire protection system per Section 411.7 of the
Florida Building Code.
4. Fire protection systems must meet NFPA-13 per Section 903.2 of the Florida
Building Code. The plans show a 4” line for the fire protection. The minimum
supply size for this application will be 6” pipe and have the proper flow as required
by NFPA-13.
ENVIRONMENTAL SERVICES
1. A reduced pressure backflow prevention device is required for the water service on
the customer side of the meter prior to any branch connections. On this particular
site plan layout, it would be possible to provide this requirement for both buildings
with a single device if the owner chooses to install only one (1) meter to serve both
buildings.
2. Where the water line and sewer line cross, a minimum of 18” of vertical separation
must be maintained or the water line sleeved for 5’ on each side of the point of
crossing if this is not possible.
3. It is not clear whether commercial (dumpster) or City garbage pick up will be
utilized to serve this project. The City reserves the right to require curbside pickup
if they are the refuse handlers in the event on site pickup is a safety or logistical
problem.
FIRE DEPARTMENT
The required fire flow for building “A” is 2000 gallons per minute. The required fire flow
for building “B” is 2500 gallons per minute. These totals may be reduced by fifty percent
(50%) by installing an approved fire sprinkler system.
LEGAL DEPARTMENT
1. Site Plan must comply with current codes.
2. The Utility Easement previously required was never submitted.
CITY ENGINEER - Kathleen Gierok – Gierok Engineering, Inc.
1. SJRWMD permit did not include attached “Conditions” sheet.
Please submit for review.
2. Please submit executed Conservation Easement with SJRWMD
and other proof of mitigation of on-site wetlands.
3. The invert elevation of M.E.S 15 appears to be significantly lower
than the existing elevations at the outfall. Please verify and
explain.
4. Please dimension the M.E.S detail on Sheet 3 of the plans.
5. Please note on the Site Plan that the driveways must meet existing
roadway elevations.
6. The water line into the site is 4-inch and is indicated as a fire line
on the Site Plan. Fire lines must be at least 6-inch.
7. M.E.S. 6 has a higher elevation than Inlet E-07. Please review.
Debris collecting in the sump of Inlet E-07 is a concern. Consider
replacing with a box similar to DCS 9.
8. DCS 9 is shown as a M.E.S on the landscape plan.
Written response to these comments are required with submittal of seven (7) sets of revised
Site Plans.
