Technical Review Committee Minutes
June 27, 2006
IN ATTENDANCE:
Planning Department
All sections referenced are from the City of Edgewater, Land Development Code.
General
1. Indicate eventual stormwater outfall to a public conveyance.
2. The Volusia County Property Appraiser’s office website indicates that two separate
parcels for this site exist. These parcels must be combined or joint use agreements for
parking and stormwater must be provided.
3. Indicate any proposed signage.
4. Indicate the type of fence around retention area and that the entire retention area is fenced
on the southeast corner of the site.
Parking
1. Provide “one way” pavement markings and signage for the driveway entrance from
Naranga Drive.
2. The entire perimeter of the parking area must be curbed in accordance with Section 21-
54.03 (b).
3. Clarify use/status of sidewalk shown in retention pond on the northwest corner of the site.
4. In order to meet the parking requirements of Section 21-57.02, Table V-7, widen the
driveway on the southwest corner of the site.
5. Indicate location of any adjacent driveways on the north and south sides of Naranga
Drive.

Landscaping
1. A landscape plan must be provided, including existing landscaping on site.
Building Department
1. No floor plans were submitted for review.
2. The handicap parking space does not comply with Chapter 11 of the Florida Building
Code.
Fire-Rescue Department
1. The required fire flow for this project is 500 gallons per minute.
2. Indicate location of closest fire hydrant, including water main size supplying the hydrant.
City engineer (David King – Quentin L. Hampton Associates, Inc.)
Vehicle/Pedestrian Circulation
1. Proposed site plan should show building floor plan depicting finished floor elevations,
spot elevation marks on doorways, steps and ramps to prove compliance with ADA
regulations.
2. City Standard stop sign and stop bar should be provided at driveway exit. Adequate
demarcation to clearly indicate traffic circulation is also required.
3. Driveway should be widened at southwest corner to accommodate parking space #6 and
keep minimum of 12’ wide.

Stormwater management
1. Stormwater management system design should be provided; retention areas should show
contour lines and elevations, direction of superficial water flow and overflow spill out to
public stormwater system.
2. Calculations showing detention volume greater than required for attenuation should be
provided.
Parking/loading requirements
1. Proposed accessible parking space does not comply with Chapter 11, Section 4.6 of the
Florida Building Code. There is not an aisle or accessible route on the space side or
connecting to the other two buildings. Door location of adjacent building should be
shown.
2. Parking spaces 4, 5 and 6 do not meet minimum required width and depth. Revise
parking spaces in accordance with Section 21-57.02, Table V-7.
3. The handicap space is not accessible for vehicles.
Department of Environmental Services
1. The site plan does not show what is proposed in the City’s right of way from the
driveway to Naranga Drive. Per the Land Development Code, all driveways must be
paved. This includes the right of way.
2. Provide detail of the stormwater retention pond including size, depth, etc. with
topographic maps of existing conditions and proposed conditions as required in Article V
of the Land Development Code. Please note that unless a positive outfall can be provided
to a public conveyance system, design of the pond must be for the 100-year/24 hour
storm event.
3. Provide location of water meters, backflow prevention devices, sewer cleanouts and the
nearest available fire hydrant in order to determine the impact of the improvements on
these utility system components.
