10-09-2007 - SP-0717 - FL SupplySP-0717 — FLORIDA SUPPLY SITE PLAN APPROVAL Minutes TRC date 10/9/07 IN ATTENDANCE: Planning Dept 1. All disturbed areas must be sodded in accordance with Section 21-54.02 (f). 2. Indicate on the plan compliance with Section 21-55.08 regarding 15% tree protection area. 3. Indicate height of building as measured from the crown of the nearest roadway. 4. A total of 60 trees are required. Eight trees are shown on the plan. 5. A total of 157 shrubs are required. An inadequate number are indicated on the plan. 6. Correct Site data note on page 1 to indicate correct maximum building height of 35' 7. Per LDC Sec.21-52.04(a) Sidewalks shall be required on both sides of streets in all new development projects and —redevelopment projects. In lieu of sidewalk installation, funds may be paid to the Pedestrian System Development Fund. Installation of the sidewalk or payment into the above referenced Fund shall be at the discretion of the TRC (Technical Review Committee). 8. Show stormwater outfall to public conveyance. If outfall is to FEC R-O-W, permission must be obtained from FEC and submitted to Planning Department. 9. All parking spaces must be curbed (wheel stops are not permitted). 10. All parking spaces must be 10' in width. 11. LDC Sec 21-51.02 Table V-7 requires a 15/-maneuver depth and radius; the western most parking area does not appear to meet this requirement. 12. Specimen tree removal must be indicated and a permit obtained. It is unclear how many existing specimen trees are on site and how many shall be retained. 13. Permits required: • SJRWMD permit • FDEP - NPDES Building Dept Per Dennis: 1. All buildings constructed after January 25, 2007 shall have glass protections per FBC 1609.9.1.4 2. Construction drawings shall comply with the 2004 Florida Building Code with the 2006 revisions and National Electrical Code, Edition 2005. 3. Rear set back of 5 feet will require a 2-hour firewall per Table 602 FBC. 4. Foundation next to retention pond will required additional engineering. 5. Electrical services will be a problem with the 5-foot rear setback. Environmental Services Per Brenda: After reviewing the subject site plan date stamped received September 7, 2007, I have the following comments in addition to Terry Wadsworth's comments. 1. Utility Note #16 should state that SDR 26 piping should be used for all sewer lines. 2. A Department of Environmental Protection NPDES permit shall be required for this project. 3. A note should be added to the Erosion and Control notes stating that a dumpster or other container shall be provided on site sufficient to contain all refuse during construction. 4. Wheel stops are not permitted unless a specific stormwater issue warrants their use. Please provide justification or remove from site plan. 5. The stormwater piping is labeled force main and Inlet #6 is labeled for lift station information. Please label accordingly and add junctions if stormwater system remains the same as it is shown. Per Terry: 1. Reclaimed water service is available at this site and should be considered for irrigation purposes. 2. It is preferred the termination of the 6" sewer line at the north end be a manhole as opposed to the 6" cleanout proposed on the plans. The depth of the line and coring of the existing City manhole may have to be adjusted to accommodate this. 3. The reduced pressure backflow prevention devise must be from the City's approved list and be installed following the water meter but prior to the first branch connection. 4. Please ensure all construction complies with the City of Edgewater Standard Construction Details. Legal Dept Per Robin: 1. According to the title work, the owner is J&P Fivestar Enterprises, LLC, however there is nothing attached to the application that reflects Joe Sfera is the authorized agenda for this company; and 2. All documents reflected in the title work (Schedule A & B) need to be submitted to the City (the title work package (the title work package is not complete when it is submitted to the city without the attachments); and 3. There is no copy of any deed attached to the application and/or title work reflecting the appropriate owner. Upon satisfaction of the above, if no issues are found, the Legal Department would approve pursuant to the following* 1. No encroachments into any setback/easement areas; 2. If there is a mortgage holder, mortgage holder will need to execute joiner or letter of authorization if property is encumbered; and 3. Compliance with all City, County, State and Federal requirements, including the City of Edgewater's Code of Ordinances and Land Development Code. En 'neer 1. The plans should include a note stating "All construction shall be in conformance with the City of Edgewater Land Development Code and Standard Construction Details, Latest Version, unless otherwise specifically approved". 2. All disturbed pervious areas should be sodded and pertinent notes added to site plan. 3. Concerning the existing building we assume that water and sewer services are in compliance with City Standards. Defer to City staff. 4. A SJRWMD permit/modification is required and should be provided to the City. 5. Four ADA compliant parking spaces are required by Florida Building Code. 6. Driveways in front of garage doors should not be considered parking space on any use different to single-family residential, therefore, number of parking spaces provided seems inadequate. Defer to City staff. 7. FDOT standard traffic control signs and pavement demarcation should be Provided. Stop bar and signs should be provided at every parking area exit as well as traffic flow arrows and loading areas striping. 8. All non-residential parcels shall be limited to one access per street (Section 21- 52.02-h of LDC). Double access driveways are existing, we defer this issue to City staff. 9. Location of the nearest fire hydrant should be shown on site plan. 10,A sewer clean out should be provided at the R/VV line. 11. Maneuver (back out) area for the two westernmost parking spaces does not have the required 15' depth required per Table V-7, 21-57.02. 12.NPDES permit coverage from i=DEP is required. 13.The stormwater calculations should include a stag elstorag e/vo lume relationship to show that the required treatment volume is provided. Copies of all required permits and supporting information including all revisions to design should be provided to the City. Comments from other reviewers may supercede these comments. The designer should contact reviewers if a conflict exists. The TRC may waive some of these comments. Contact our office if you have any questions. Fire Dept Per Mike Hayes: 1. No Hydrant location on plans. 2. The front building is sprinklered. The nearest known hydrant location is at the corner of Eaton/Industrial - more than 500 feet. 3. Is the distance long enough for a turn -around? These comments are intended to comply with City of Edgewater Land Development regulations, MOT standard specifications and sound engineering practices, and are not meant to be inclusive of all errors or omissions. The engineer of record is solely responsible for technical accuracy, engineering judgment, and quality of work. It is the responsibility of the applicant to assure compliance with all applicable codes and standards prior to the project being issued a certificate of occupancy.
